Technical Program Officer for Child Protection

World Vision is an international Christian Humanitarian Organization working with the poor and oppressed to promote human transformation and seek justice. Our Cambodia Office is seeking for One (01)qualified national candidate to fill the vacant positions of:


Location: Battambang & Kompong Chhnag

This position provides technical support and guidance in the adaptation and implementation of Technical Program for Child Protection (TP_CP) in collaboration with Technical Program Manager and in coordination with technical team, M&E quality assurance and other relevant units.


  1. Guide a collaborative process of Technical Program adaptation into Area Program Project coordinator for Child Protection in close coordination with Area Programme (AP) Team.

  2. With Area Programme and other staff at field level, recommend effective consultations with communities, partners and donors in the adaptation and refinement of TP and relevant evidence-based project models in AP level based on evidence and learning from TP implementation.

  3. Guide APs in implementation of the technical programme, within the agreed design and budget.

  4. Identify and mitigate risks and issues to ensure implementation following TP design and quality standards.

  5. Guide Project coordinators to establish appropriate feedback mechanism for ongoing improvement in TP implementation.

  6. Guide APs to develop annual TP implementation plan.

  7. Participate in WV technical programme learning networks to share experience and lessons learnt.

  8. Assist the TP Manager to coordinate provincial level advocacy to influence government policies, budgets and decision makers.

  9. Guide APs in mapping of potential partners for advocacy and influence, including representation in sector based networks/coalitions.

  10. Guide PCs in understanding the sectoral logframe and standardized indicators using the specified monitoring tools across all implementing APs.

  11. Work with TP manager to ensure that lessons learnt and good practice from WV and other stakeholders are adequately documented and incorporated in strategy, TA and TP design.

  12. Together with TP Manager, AP managers, PCs, and Zonal Monitoring Officer staff coordinate the TP baseline and evaluation process within zone/s.

  13. Equip Project Coordinator (PCs) with skills and tools to deliver job requirements in collaboration with technical team

  14. Coordinate a regular learning platform among PCs to promote ongoing documentation, sharing, reflection and application of learning on TP implementation.


  1. Bachelors degree (Masters preferred) preferably social sciences, social work, child rights, public policy and other related field.

  2. At least 3 years of experience working in child protection: including child protection programme design, implementation and monitoring; staff training and coaching with an emphasis in the special technical capacity for the focus of the project.

  3. At least 3 years experiences in project M&E, documentation and reporting

  4. Experience in working collaboratively with government, NGOs/civil society organizations including faith based groups

  5. Willingness to travel up to >60-75%

  6. Must understand and agree with WV’s vision, mission and Core Values.
