World Vision is an international Christian Humanitarian Organization working with the poor and oppressed to promote human transformation and seek justice. Our Cambodia Office is seeking for one (01) qualified candidate(s) to fill the vacant position of:

Purpose of position

Provide leadership and results-based management to WVI-Cambodias Education technical unit to maximise the impact of World Visions Education programming in the lives of vulnerable children in Cambodia.

To provide Education sector technical assistance and oversight to WVI-Laos, contributing to ensure quality and evidence-based programming (up to 20%).


Education Strategic Leadership, Design, Learning and Innovation

  1. Accountable and responsible for development and review of Education strategy and programming (TP/TA) in alignment with WV National Strategy and global directives, ensuring development of a strong evidence-based and technically robust approach to programming resulting in improved child well-being outcomes.

  2. Lead design and development of appropriate Technical Programme (TP) resources for quality implementation, including quality assurance framework and measurement tools for implementation.

  3. Responsible for ensuring quality and integrity of TP adaptation during roll-out, making adjustments to TP design through analysis of results and learning.

  4. Identify research and learning agenda for Education sector to build evidence on the validity of the Pathway of Change and programme design.

  5. Lead the design, development and initial testing of innovations based on programme learning.

  6. Lead in providing necessary technical support for Education grant-funded projects.

Bridge the learning between non-sponsorship-funded projects and sponsorship-funding programming.

Team Leadership and Technical Capacity Building

  1. Lead Education technical unit to strengthen the role and power of our Theories/Pathways of Change to enable better validation and insight into the change process WVI-Cambodia is contributing to.

  2. Responsible for development of capacity building plan and on-going capacity building for Education technical implementation team (TPM, TPO and TPCs) in order implement TPs against programme standards.

  3. Specifically support TPM to be equipped with up to date and relevant technical approaches and data for engagement with government.

  4. Model and promote a service mindset focused on enabling frontline staff.

Encourage the full and appropriate expression of WVs Christian identity. Participate in and lead where appropriate devotional meetings/gatherings, annual Day of Prayer and other events.

External Engagement and Representation; Resource Acquisition

  1. Leads proactive engagement of external stakeholders including peer agencies and pre-positing with donors to deepen strategic and operational collaboration for child well-being.

  2. Responsible for interpreting and applying global, regional and national trends and learning to WVI-Cambodias Education programming.

  3. Represent WVI-Cambodia within technical, coordination, and advocacy groups/consortia on issues related to Education.

  4. Participate in Global Community(ies) of Practice on Education, Regional sectoral initiatives, and National Forum and Technical Working Groups.

  5. Lead technical input to proposals, ensuring alignment to TA and TP.

  6. Participates in National Funding Committee, contributing to decisions on funding priorities and strategies.

Sector Advocacy Agenda

  1. Working with TL Advocacy, lead on development of Education national policy agenda, ensuring continual evidence base and review of advocacy policy based on learning.

  2. Be an effective internal and external spokesperson for WVI-Cambodias advocacy agenda.

    Sector Technical Assistance and Oversight for WVI-Laos

    1. Working with AD SPQ in Laos, provide WVI-Laos with technical assistance as agreed together. This may include: programme designs, implementation resource development, capacity building, proposal development, quality assurance of implementation, programme evaluation and research.

    2. Responsible to ensure overall technical quality and integrity of key programming documents, reports and funding proposals.


  • Master’s Degree in education, international development or relevant social science, or similar disciplines

  • Proven leadership ability

  • Demonstrated facilitation and collaboration skills

  • Excellent written and verbal communication skills

  • Excellent relational skills, especially in a cross-cultural environment.

  • Ability to analyse and solve problems, innovate, persuade, network and negotiate

  • At least 5 years experience in Education programming design, implementation and monitoring and evaluation in a development context.

  • Strong strategic and operational planning skills and ability to prioritise and handle multiple tasks

  • Able to work as part of a team as a positive contributor.

  • Fluency in English required, knowledge of the Khmer language an asset, or willingness to learn it

  • At least 5 years programme management experience in an international development organization

  • Ability to travel internationally and domestically as required (not to exceed 20%)


  • Programming experience with WV education models (Unlock Literacy and/or Learning Roots).

  • At least 3 years of experience in a senior NGO management role in a developing context

  • Previous experience working in Cambodia or SE Asia, and/or experience working in World Vision.

  • Demonstrated experience in programme or project design, implementation, monitoring, evaluation and report writing

  • Has initiated & implemented significant organizational change

  • Experience in representation to government, donor & UN agencies
