Position: KABAL Project Officer (Basic Education)
Location: Phnom Penh

I. THE PURPOSE OF THE POSITION
This position primarily provides technical support to Literacy Specialist in rolling out of KABAL model, ensuring that field staff implement according to standard, resulting in improved child well-being outcomes.
II. MAJOR RESPONSIBILITIES
Support the Literacy Specialist in rolling out (reflecting, refining) and establishing a consistent country-wide approach, according to guidance and established standards.
Assist Literacy Specialist in establishing among field staff, strong technical capacity for implementation of technical projects, ensuring design, implementation, and monitoring are aligned with Technical Approaches (TA), Supporting Approaches (SA), and Technical Programs (TP).
Actively contribute to establishment, piloting, review, and refinement of monitoring tools and system; as well as development of the relevant training materials and guidance documents.
Lead on material procurement and materials creation component of KABAL model.
Lead on life skills component of EdLS strategy – documentation, staff and teacher training, and representation with MoEYS.
Lead on annual research and advocacy initiatives, in collaboration with the Advoacy team.
As necessary, represent WVC in strategic technical networks (and venues) that enable WV to learn from industry good practice, contribute to shaping national thinking and approaches, and increase WV influence and advocacy.
Degree of Education or related fields
At least 3 years’ experience working in a technical related project, development organization.
Experience with development / management of monitoring system
Familiarity with: Microsoft Office suite especially Excel; SPSS; and Tangerine.
Familiar with key relevant documents from MoEYS (Policies, Action Plans, guide books, Education Strategic Plan, Technical Working Groups, etc.) and related sectors (eg. WASH in schools)
Able to analyse, summarise, and represent data generated by EdLS measurement tools.
Familiarity with quantitative and qualitative research concepts; able to design research.
Effective communication & interpersonal skills; excellent English
