Position: Technical Specialist for Early Childhood Care & Development (ECCD)

Location: Phnom Penh

I. THE PURPOSE OF THE POSITION

The Technical Specialist provides technical leadership and support to WV staff to ensure development and implementation of technically-sound and high-quality programming, resulting in improved child well-being outcomes.

II. MAJOR RESPONSIBILITIES

  1. Work with the Technical Lead to take a leading role in refining and rolling out the KLANG Model, according to WVI-C and Global standards. This necessarily includes initiating Action Research that will contribute to the organisation’s understanding of the efficacy of KLANG.

  2. Provide leadership in establishing strong technical capacity among all related staff, in implementation of KLANG, ensuring design, implementation, monitoring, and evaluation that are aligned with Technical Approaches (TA), Supporting Approaches (SA), and Technical Programs (TP).

  3. Mentor and develop the skills of designated WV staff, in planning and execution of various training materials and monitoring & measurement tools; and develop adequate and appropriate training materials and guides to support staff. This includes providing special support to Master Trainers.

  4. Collaborate with other sectors and teams (Child Protection, DME, Sponsorship, etc.) to ensure mainstreaming and integration of technical or supporting area. This includes taking the lead for ensuring that attention to counter-violence (WVI’s global campaign) is included in all aspects of KLANG programming.

  5. Represent WVC in strategic technical networks (and venues) that enable WV to learn from industry good practice, contribute to shaping national thinking and approaches and increase WV influence and advocacy.

III. REQUIREMENTS

  1. Degree of Education or related fields

  2. At least 3 years’ experience working in a technical related project, development organization or network or local community context

  3. Experience interacting with government and/or technical working groups at a high level.

  4. Strong analysis & problem-solving skills, planning & organizational skills, ability to prioritize multiple tasks, and to work gracefully

    under pressure.

  5. Effective communication & inter personal skills including high level of English

  6. Understanding of development programming

  7. Working effectively with a wide range of stakeholders.
