Position: Health & Nutrition Technical Team Leader

Location: Phnom Penh

I. THE PURPOSE OF THE POSITION

The overall purpose of this position is to provide technical expertise and guidance to Health & Nutrition Program portfolio of World Vision Cambodia and to ensure that all Health & Nutrition projects produce quality designs and outputs, and are implemented with technical acumen and rigor that will in turn demonstrate a significant impact on World Vision Cambodia target communities.

II. MAJOR RESPONSIBILITIES

  • Contribute the development and implementation of Technical Programmes, project models that ensures improved child well-being outcomes in Health & Nutrition.

  • Responsible for the development of Health & Nutrition Projects that mainstream best practice, WV Global core approaches, and WVI-C’s strategic focus, and that utilize an integrated/multi-sectoral approach.

  • Develop and monitor the implementation of an integrated M&E framework and system for Health & Nutrition Project Model(s) in collaboration with the DME Unit.

  • Accountable for the technical capacity building of the Area Programs staff and technical programme team ( TPO/TPM)

  • Identify relevant research and learning needs for improving the quality of Health & Nutrition programming in the country and implement appropriate research initiatives.

  • Provide need-based technical inputs and advice to Area Programs and other sectoral teams on matters relating to Health & Nutrition issues.

  • Contribute the development and implementation Monitoring & Evaluation framework that ensures improved child well-being outcomes in Health & Nutrition.

  • Facilitate the delivery of technical expertise and support to all Area Programmes (APs) with Health & Nutrition projects and Health & Nutrition-focused grants projects.

  • Facilitate the delivery of technical expertise and support to all Health & Nutrition-focused grants projects.

  • Assure the national advocacy agenda on Nutrition is achieved.

  • Consistently monitor Health & Nutrition outcomes by project staff

  • Ensure that the Health & Nutrition Technical Team regularly consolidates and analyses Health & Nutrition monitoring and evaluation data in order to understand what the data means and identify evidence of impact.

  • Responsible for giving recommendation to TPM Implementation team on quality improvements.

  • Work with Operations/ TP implementation team to ensure identified Health & Nutrition programming improvements are planned and implemented.

  • Represent WVI-C to appropriate inter/national technical, coordination, and advocacy bodies on issues related to Health & Nutrition.

  • Accountable for capacity building for Health and Nutrition sector staff at national, zonal and AP level

  • Support to develop concept notes and project proposals on Health & Nutrition.

  • Manage all Health & Nutrition technical staff in Health/Nutrition and WASH unit

III. REQUIREMENTS:

As part of the World Vision Cambodia mandate requirements for new staff, all candidates who are offered job are required to produce Local Police Clearance Certificate prior to date of joining in the organisation.

  • Educational requirement

    Graduation in nutrition, nursing, medicine or other relevant field/ Master degree in Public Health / Health Management or a related field of expertise.

  • Years of Experience:

    5+ years’ experience in rural community development, with a significant focus on maternal & child nutrition and health.

  • Knowledge and Skills:

  1. Ability to analyze and solve problems, persuade, network and negotiate

  2. Experience in research techniques, advocacy, data analysis required

  3. Experience in proposal development, project design, monitoring, evaluation and analysis

  4. Experience in report writing, reflection, presentation and communication to senior management and staff

  • Travel requirement: Travel to project /filed areas approximately 40% time

  • Other imp requirements: Ability to work well with national and international staff, and a passion for technical acumen and excellence in public health initiatives
