Position: People and Culture Operations Manager

Location:National Office, Phnom Penh

Salary & Benefit Package: 1200-1400

I. THE PURPOSE OF THE POSITION

Provide strategic leadership and oversight to the customer-facing team of the P&C department (Sr. Business Partners) ensuring that effective and timely solutions and support are provided across WVI-Cambodia.

II. MAJOR RESPONSIBILITIES

  1. Establishment of annual and monthly work plans for P&C Operations team, to align with overall three-year P&C Strategic Implementation Plan.

  2. Ensure front line support is provided to all staff and managers through excellent P&C services provided in a timely fashion.

  3. Identify needs, and ensure provision of P&C capacity building for the Sr. BP roles, including development of influencing skills.

  4. Provide regular management support to Sr. Business Partners, including directing and assigning work and also providing coaching and counselling in complex people issues they encounter.

  5. Support P&C Director in strategic alignment and implementation of proactive people solutions across WVI-Cambodia

  6. Work closely with P&C specialist team, L&D unit and Spiritual Nurture/Christian formation unit ensuring development/revision of P&C tools are fit for purpose, field-tested, and then fully implemented across all locations.

  7. Provide timely thought partnership and strategic P&C support to Managers and Senior Leaders in the National Office

  8. Serve as primary owner of the National Staff Manual including updates, revisions and implementation (primarily to be worked on with P&C Operations team

  9. Provide guidance, counsel and hands-on support for issues of employee relations, performance management, conflict resolution.

III. REQUIREMENTS

  1. Bachelor degree in Legal, HR management or Business Admin.

  2. 3 years experiences as a supervisory/management role (required) and 4 years experiences in Human Resources field (preferred).

  3. Proficient in coaching, mediating, influencing, facilitating, presenting, training, analysis, problem solving and writing report.

  4. Good at organizing work priorities, managing competing priorities and delivering on commitments.

  5. Excellent attention to detail and communication with all level of staffs.

  6. Excellent interpersonal and relational skills.

  7. Computer skills, especially with Word, Excel, Powerpoint as well as internet navigation and electronic records management.

  8. Broad P&C knowledge combined with critical thinking skills to relate P&C areas with broader WV and humanitarian context.
