Position: Senior Project Manager for Micro Franchised Agriculture Service Expanded Phase 2 (MASE2)

Location: Phnom Penh

Salary & Benefit Package: Competitive and negotiable

I. THE PURPOSE OF THE POSITION

The World Vision International-Cambodia will lead the MASE2 project implementation, with iDE and Lors Thmey as key implementing partners. The project is funded by Department of Foreign Affair and Trade (DFAT) ANCP and World Vision Australia is providing technical and grants management oversight. iDE and Lors Thmey will lead the implementation of outcome 1 (focusing on farmers accessing the Lors Thmey (LT) business model for increased profitable production) and WVI-C will lead the implementation of outcome 2 (focusing on farmers below the poverty line, who face considerable obstacles to becoming profitable).

This position will a strategically critical role and one we need top players to undertake of project and will demonstrate leadership, with reference to WVI-C values and mission and represent WVI-C both internally and externally. Also this position will lead and monitor project implementation to ensure it is fully compliance with supporting approach of ERL and donor requirements especially achieving the project goal.

II. MAJOR RESPONSIBILITIES

  1. To provide leadership to the project teams and to ensure the project goal achieved as timeframe set.

  2. Working closely with procurement team, finance team at national and operation level in order to ensure the promised the results, time and the compliance of donors.

  3. Take full responsibility for getting all the important stakeholders, especially IDE and Lors Thmey, to work effectively together to deliver the project on time, within budget and with outputs of good quality.

  4. Facilitate the process to develop the Annual Development Plan and budget to summit to the Donor, ensuring that a project is executed in line with the agreed cost category and budget.

  5. Ensuring that project monitoring and annual reporting (both financial and narrative) is delivered with high quality and agreed timeframe.

  6. Learning and evaluation of project are captured and integrated into ongoing planning and also share to ADP/ops and partners as lesson learnt.

  7. Ensure effectively communication with donors, IDE and Lors Thmey, NGOs, private sectors, MAFF/PDoA and other government department at national and local levels.

III. REQUIREMENTS

  1. Bachelor Degree in Agriculture, Rural Development, Management, and Business Administration, Law, Development and Management

  2. At least 3 years experience in demonstrating experience in program management including staff management, financial management, project design and implementation, reporting and analysis

  3. Strong negotiation, problem solving, liaison, and networking skills and brokering partnerships

  4. Demonstrated knowledge of successful project management, communication and training.

  5. Excellent communication skills (written and verbal) in both Khmer and English.
