Child Protection & Participation and Gender Specialist

Job Description

PURPOSE OF POSITION:

Coordinate the facilitation of Child Protection & Participation and Gender in Central African Republic (CAR) Response according to partnership and state norms and effectively address the issue of child well-being in communities.

KEY RESPONSIBILITIES:

  • Ensure coordination in design and implementation of campaigns (ITAW, Child Rights Now) for CAR Response in collaboration with stakeholders.

  • Assist Operations Manager in development of Concept notes and proposals with the lead of program & RAM officer and in collaboration projects managers & coordinators related to child protection and gender and ensure a high quality and alignment with required donor formats and standards.

  • Represent WV in Child protection and gender cluster with active participation and related meetings to keep abreast of new programme developments, opportunities and networking.

  • Ensure all child safeguarding protocols are respected including the diligent reporting and management of Level 1, 2 and 3 Child Protection incidents.

  • Assist Operations Manager with developing key relationships and partnerships with donors, Ministries working in the domains of childhood, other INGOs, local NGOs, in communication and collaboration with Support Offices (SOs) and counterparts on grant, PNSF related issues and keeping track of funding opportunities to help the response achieve its objectives.

  • Provide appropriate support to project coordinators and field staff for proper implementation of child protection and gender activities in projects.

  • Contribute to CAR Response strategy development FY18 – FY21and implementation.

  • Assist Operations Manager on permanent training of operations staff at national and local level in particular to ensure that all WV Staff CAR and partners are trained or oriented in CP&P and Gender.

  • Ensure that WV CAR's child protection policy is updated to WVI standards.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor's degree in Education Sciences or in Development Studies or Social Sciences.

  • Four (4) years of work experience in child protection & Participation and gender. At least two (2) years of field-based work in a similar, conflict-prone environment is required.

  • Experience developing concept note and proposals in the following fields preferred: Children in Emergencies, Gender.

  • Experience working in a cross-cultural environment.

  • Strong knowledge and understanding of the humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global and local contexts. Strong understanding of WV’s current ministry and operations.

  • Strong networking skills.

  • Knowledge of children's rights, policies, laws and regulations in CAR and in WV's partnership.

  • Skills in project design, budget preparation, implementation and report writing.

  • Ability to independently develop log frames, monitoring and evaluation plans and indicator tracking tables for projects and programs.

  • Understanding of World Vision’s Child wellbeing indicators.

  • Ability to effectively communicate fluently both in French and English.

  • Excellent analytical/problem-solving skills and attention to detail in the development of written documents.

  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.

  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

  • Written communication: expresses ideas, thoughts and concepts clearly and effectively in writing using correct and appropriate grammar, structure and spelling.

  • Demonstrates proficiency in computer applications including use of Microsoft Office Suite, Lotus Notes, intranet and internet, and various software applications and databases commonly used in the work space.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate in daily devotions and weekly Chapel services.

  • Perform other duties as required.

Working Environment/Travel:

  • The position requires ability and willingness to travel in CAR and International level up to 40% of the time.
