PURPOSE OF POSITION:

The Deputy Chief of Party will be a member of the programme management team to provide technical leadership for operational activities and be responsible for administrative oversight of the program. S/he will play an essential role in managing and coordinating operations across program implementation areas, leading the collaborative development of program work plans, facilitating regular program reporting at the regional and headquarter levels, and ensuring that all contractual deadlines are met and targets achieved. The Deputy Chief of Party will be responsible for developing the strategic vision for the project and will ensure implementation of the same. S/he will manage the efforts of local field staff to support cohesive program planning, monitoring, and execution, as well as sharing best practices.

This position is expected to lead the:

  • Oversee overall supply chain management including the development of a comprehensive transport and storage plan, support the development of the supply chain management plan, and any other relevant supporting documents regarding warehousing, transport, and security of health products at central and health facility levels.

  • Support the CoP in coordination of the planning process and support project team to monitor quality and implementation of program activities per the work plans, approved deadlines, and within the budget limitations.

  • Coordinate the Bed nets distribution activities for malaria prevention.

  • Lead the development of the monitoring and evaluation plan.

  • Lead the behavior change communication and IEC activity planning and implementation at different levels and coordinates with the programs to ensure that best practices are communicated and implemented by all relevant stakeholders.

  • Manage the Integrated Community Case Management of Malaria.

MAJOR RESPONSIBILITIES:

  • Oversee overall supply chain management including the development of a comprehensive transport and storage plan, support the development of the supply chain management plan, and any other relevant supporting documents regarding warehousing, transport and security of health products at central and health facility levels.

  • Support the CoP in coordination of the planning process and support project team to monitor quality and implementation of program activities per the work plans, approved deadlines, and within the budget limitations.

  • Assist with identification and addressing human resource needs and operational gaps and manage partner project budgets, including tracking of financial and material resources, according to the policies and guidelines of the Global Fund and World Vision.

  • Aid in monitoring partners and sub-contractors agreements implementation, their reviews and amendments as needed and participate in the internal and external audits of the project and implementation of the management actions.

  • Bed nets mass and routine distribution for malaria prevention.

  • Manage the development of the plan of action including the communication plan and logistics plan including the monitoring and evaluation and logistics management tools.

  • Oversee the development of strategies to ensure 100% LLINs accountability, including risk assessment and mitigation planning, training simulations for use of tracking tools, and effective supervision structures, and plan.

  • Assist in developing the micro plans for operational planning, detailed budgeting and LLIN pre-positioning plan.

  • Assist with the implementing partners selection and contracting process as well as fund disbursement to the stakeholders.

  • Manager the Training of Trainers and cascade training at regional and local levels.

  • Conduct a supervision plan with Ministry of Health (MoH), Country Coordinating Mechanism (CCM), and other stakeholders.

  • Oversee the mass campaign activity implementation at central and decentralized level and timely and quality programmatic and financial reporting.

  • Develop the bed nets routing distributing strategies including logistics and monitoring plan.

  • Lead the development of the monitoring and evaluation plan:

  • Assure the program’s monitoring and evaluation system is developed and well aligned with the national M&E system, and ongoing data analysis is conducted to measure grant implementation performance.

  • Aid with regular and quality reporting of grant implementation progress as per the grant Performance Framework.

  • Coordinate the development of the quality and accurate Program Update/Disbursement Requests (PU/DR) and timely submission to the donor.

  • Assist in lessons learnt and best practices documentation and dissemination among different stakeholders.

  • Lead the behaviour change communication and IEC activity planning and implementation at different levels and coordinates with the programs to ensure that best practices are communicated and implemented by all relevant stakeholders.

  • Support the development of social mobilization strategies and other appropriate communication approaches including the use of mass media for target groups with different communication requirements, as well as the development of advocacy and engagement packages for specific audiences.

  • Manage the Integrated Community Case Management of Malaria

  • Provide support in developing operational planning, budgeting, and implementation including development of the necessary templates and training materials.

  • Oversee training related to Integrated Community Case Management of Malaria including effective implementation of the reporting systems.

  • Oversee the implementation and effectiveness of ICCM activities, progress and reporting.

  • Participates in the development of new proposals for Malaria, Health System Strengthening grants for the new cycle of GFATM funding (2021-2023).

KNOWLEDGE, SKILLS & ABILITIES:

  • A minimum of a Master is degree in Public Health and/or a Degree in Medicine.

  • Minimum of 7 years’ experience in successful project management and/or monitoring and evaluation of large health grants.

  • Minimum of 5 years’ experience in Malaria programming.

  • Experience planning a national bed net distribution campaign.

  • Experience managing or working with a Global Fund project.

  • Experience working in Sub-Saharan Africa or fragile context settings.

  • Minimum of 5 year’ supervisory experience.

  • Ability to work effectively both in a team and independently.

  • Possesses the necessary public relations skills required to express ideas or facts in a clear, concise, and open manner in both internal and external settings.

  • Strong ability to transfer knowledge through formal and informal trainings.

  • Excellent analytical and information seeking skills, proven decision-making skills.

  • Full Adherence to security protocols.

  • Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.

  • Fluency in English and French.

Work Environment/Travel:

  • Work environment: Office-based with frequent travel to the field.

  • Travel: 40% Domestic/international travel is required.

  • On call: When the Global Fund requires information urgently.
