PURPOSE OF POSITION:

The Program Officer will support well-coordinated and targeted resource acquisition and donor/stakeholder engagement efforts based on World Vision Central African Republic (WVCAR) Strategic orientations and priorities. This assignment focuses on contributing to implementation and update of the resource acquisition and management business plan, researching and identifying potential donors and communicating with current donors, writing proposals, making presentations to donors and stakeholders and maintaining donors, opportunities and projects data base.

KEY RESPONSIBILITIES:

Resources Acquisition:

  • Monitor, identify, review and pursue steady stream of grant funding opportunities and facilitate go-no-go decision making processes with WV CAR key Units; Work with the Operations Team (especially the sector specialists) and Finance

  • Team to develop and submit concept notes and proposals to donors to grow WV CAR Response cash and in-kind resources with relevant donors as specified in the RAM business plan. These include but not limited to ECHO, The EU Commission, OFDA, WFP, UNDP, UNICEF, GAC, FAO, USAID/GDA, USAID/FFP.

  • Update regularly WV CAR resource acquisition and management activities on Horizon.

Technical and Program Quality:

  • Develop/adapt/follow-up Resource Acquisition Management (RAM) systems and tools, including business processes, risk management, go-no-go decision making, documentation, monitoring and tracking systems and ensure effective implementation and provide regular updates to Programmes Manager on grant pipeline progress.

Leadership and Management:

  • Contribute to the development of donor engagement materials in collaboration with the Operations and Communication teams.

Monitoring, Evaluation, Research and Learning:

  • Participate in the design and implementation of needs assessments, baseline surveys and impact evaluations and work with Managers/Coordinators in the implementation of their programs/projects, reporting and donor updates as required.

Technical and Program Quality:

  • Support the Global Fund (GF) project implementation and reporting process in collaboration with the GF Deputy CoP.

Networking, Representation and Coordination:

  • Ensure attendance and active participation in country clusters and related meetings to keep abreast of new program developments, opportunities and networking (especially for consortia opportunities).

Technical and Program Quality:

  • Assist Programmes Manager on permanent training/orientation of WV staff at national and local level.

  • Conduct field visits, for the purposes of assessing if and ensuring that programs and projects are implemented in accordance with internal procedures, international humanitarian principles and donors regulations.

Leadership and Management:

  • Assist Programmes Manager in providing relevant and up to date reports/data to the Regional and Support Offices and the Global Center.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor degree in social sciences, management or relevant field, with 3 years demonstrated experience in successful project design, proposal writing, funding acquisitions and donor relations.

  • Good understanding of the working of major donors, such as ECHO, The EU Commission, OFDA, WFP, UNDP, UNICEF, GAC, FAO, USAID/GDA, USAID/FFP.

  • Good understanding of World Vision and international humanitarian principles/standards as SPHERE, HAP, the Red Cross and NGO Code of Conduct, etc.

  • Ability to complete tasks in a timely cost effective manner under pressure.

  • Ability to pursue thoroughness and appropriate attention to detail under pressure.

  • Ability to express self clearly in all forms of communication both in French and English.

  • Ability to maintain strong links with major NGOs, donors and government agencies.

  • Ability to build and maintain strong relationships with other units and departments.

  • Strong experience (3 years minimum) in the management and /implementation of community programs.

  • At least 3 years of previous experience in project design, proposal writing and donor relations for an INGO in a relief and / or development context. At least two years of field-based work in a similar, conflict-prone environment is required.

  • Experience developing programs and proposals in the following fields preferred: Health & Nutrition, Food Aid, Shelter, Economic Recovery & Livelihoods, Children in Emergencies, WASH.

  • Experience negotiating with Government, Bi / Multi-lateral Agencies, private donors.

  • Experience working in a cross-cultural environment.

Preferred Skills, Knowledge and Experience:

  • Strong knowledge and understanding of the humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global and local contexts. Strong understanding of WV’s current ministry and operations.

  • Strong networking skills.

  • Broad understanding and in-depth knowledge of government and bi/multilateral agency funding requirements, systems and procedures.

  • Excellent skills in project design, budget preparation, evaluation and report writing.

  • Ability to independently develop log frames, monitoring and evaluation plans and indicator tracking tables for projects and programs.

  • Understanding of World Vision’s Child wellbeing indicators, LEAP processes and templates.

  • Demonstrates proficiency in computer applications including use of Microsoft Office Suite, Lotus Notes, intranet and internet, and various software applications and databases commonly used in the work space.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate in daily devotions and weekly Chapel services.

  • Perform other duties as required.

Work Environment/Travel:

  • The position requires ability and willingness to travel in CAR and International level up to 40% of the time.
