To provide leadership in the administrative, procurement and logistical support to the Global Fund Malaria Project in World Vision Central African Republic.


  • Facilitate the procurement of goods and services for the Global Fund project in accordance with WVI and Global Fund procurement standards and, proactively monitor supplier performance.

  • Manage service agreements and relationships between the Global Fund Project and various Service Providers (cleaning / maintenance / accommodation service providers, security etc) and other contracts performance for the project.

  • Ensure that office facilities and equipment are well maintained for the project in accordance with Administration guidelines to ensure a good working environment.

  • Implement the asset management plan of Global Fund, ensuring assets are safeguarded, register updated and regular report submitted.

  • Fleet management - (performance management of Drivers, maintenance of vehicles, renewal of insurance and permits or), and preparation on monthly fuel usage and vehicle maintenance reports.

  • Provide logistical support (lodging, in-country vehicular, meals, visitor information, security briefing), to internal and external visitors to the Project.

  • Provide logistical and administrative support for workshop, meetings and trainings.

  • Supervise, train, mentor and manage performance of the Procurement, Logistics and Administrative Officers and part of their capacity building and management succession planning.

  • Prepare and submit monthly report and analysis on procurement, logistics and administration.


  • A minimum Bachelor’s degree in Business Administration, Economics, or a related study.

  • A minimum of 5 years working experience in Logistics, Administration Supply Chain Management for donor funded grants.

  • Experience working with Global Fund grants will have an added advantage.

  • Must demonstrate experience working with partner organization.

Preferred Skills, Knowledge and Experience:

  • A professional certificate in Transport and Logistics.

  • Demonstrated success in achieving results under challenging implementation circumstances.

  • Sound knowledge of programme management.

  • Must be able to lead and manage a team.

  • Must be computer literate in Microsoft Office programs.

  • Knowledge of government grant regulations and supply chain requirements preferred.

  • Proficiency in written and spoken English.

  • Good oral/written and interpersonal skills.

  • Able to work on a cross-cultural environment with a multi-national staff.

  • Ability to travel within country, regional and internationally.

  • Fluency in French required.

Work Environment/Travel:

  • Work environment: Office-based with frequent travel to the field.

  • Travel: 25% Domestic/international travel is required.

  • On call: When the Global Fund requires information urgently.
