PURPOSE OF POSITION:
The Long Lasting Insecticidal Nets (LLIN) mass campaign operations manager will support the Deputy Chief of Party Operations to lead the planning, implementation and reporting of the program’s bed net distribution in all the 39 Health Districts in Central African Republic. S/he S/he will provide technical leadership and will play an essential role in managing and coordinating the bed net Mass campaign operations as well as ensure the availability of bed nets for routine distribution to target groups at the health facilities level across the country. S/he will manage the efforts of local staff and implementing partners to support the implementation of LLIN mass campaign activities planning, monitoring, and execution, as well as sharing best practices.
Play the key role and represent WV in Bed nets National Coordinating Committee meetings and other regular discussions held with Ministry of Health, Roll Back Malaria, Alliance for Malaria prevention and Global Funds or Local Fund Agent on LLIN mass campaign.
Provide technical guidance to the implementation partners ( Local and International NGOs ) involved in the mass campaign operations.
Participate in problem solving with different actors involved in the implementation of the LLIN mass campaign at different levels.
Ensure regular communication with the implementing partners ( Local and International NGOs) on programmatic and logistics issues occurred during the implementation of the LLIN mass campaign and propose solutions.
Mass Campaign Planning:
Coordinate the macro planning process and development of the detailed plan of action including the communication plan, logistics plan as well as the monitoring and evaluation plan.
Oversee the development of mass campaign tools ( logistic and programmatic).
Together with the Deputy Chief of Party, lead the development of the pre-positioning plan of bed nets in all the targeted sub-prefectures and detailed budget for the mass distribution operation.
Coordinate the development of strategies to ensure LLINs distribution accountability, including risk assessment and mitigation planning, training simulations for use of tracking tools, and effective supervision structures, and plan.
Support with the implementing partners selection process and contracting processes as well follow up on fund disbursement to the stakeholders.
Develop and regularly monitor the roadmap for the LLIN mass campaign to avoid delays.
Participate in national, regional and local planning and review meetings, trainings, supervision activities and workshops to ensure that:
the project activities are implemented in line with Donors requirements.
Smooth and timely flow of logistical resources from the project through sound planning, procurement and review processes.
The project supports the timely completion of distribution activities.
In collaboration with the Communication coordinator, prepare and propose material for high level advocacy for the campaign; and effective use of the bed nets by the beneficiaries.
Bed Net Logistic Planning and Coordination:
In collaboration with the Supply Chain Manager, identify the LLINs storage spaces, security of nets mechanisms both at central level, district, sub-prefecture and municipalities and/or villages.
Put in place the logistic plan including the LLINs transportation plan from central level to the district, sub-prefecture up to the last mile distribution.
In collaboration with the supply chain manager, identify the actors/transporters of LLINs from the central level to the prepositioning sites.
Develop strategies for after mass campaign LLINs reverse logistic.
Develop a supply planning of routine bed nets distribution to targeted groups at health facility level.
Mass Campaign Implementation and Mass Campaign Implementation and Reporting:
Coordinate the Training of Trainers and cascade trainings at regional/district and community levels.
Oversee the effective house hold registration and actual bed net distribution.
Organize field visits to regions, sectors and health areas to interact with partners to assess preparedness for LLIN distribution campaign, identify bottlenecks and help addressing these.
Support in the oversight of the mass campaign activity implementation at all levels and timely and quality programmatic and logistic reporting.
Oversee the routine bed nets distribution authorization issue to WFP and follow up on delivery to health facilities.
Coordinate the mass campaign programmatic and logistic data compilation and validation at different levels.
Coordinate the after mass campaign report writing.
Document the entire campaign process with milestones and lessons learnt as well as sharing the best practices.
KNOWLEDGE, SKILLS AND ABILITIES:
Master’s in business administration, Logistics and transport, Supply Chain, Public health or related field or other relevant field.
More than 5 years of experience in managing health commodities, preferably LLIN mass distribution; additional experience in health information systems is desirable.
At least 5 years’ experience in a managerial role.
Excellent knowledge of LLIN campaign procurement, logistics, warehousing, security, demand creations activities and distribution processes.
Proven experience in LLIN logistics and previous hands-on experience working in hard to reach locations.
Experience working with government entities, stakeholder groups/NGOs, health workers, local authorities, and community groups.
Experience in managing technical and administrative teams for donor- funded health projects.
Demonstrated ability to coordinate closely with government staff, local and international NGOs partners effectively manage their expectations, and build their capacity.
Strong problem solving and issue-resolution skills.
Strong management skills required, along with the ability to work well in a team environment.
Experience working in complex operating environment.
Experience working in CAR is an asset.
Willingness to travel within the country as needed.
Competency in computer applications (Word, Excel, PowerPoint).
Oral and written French language required. Knowledge of English will be an asset.
The position requires ability and willingness to travel throughout CAR as need arises.
