To provide leadership to the Supply Chain Management, Administration and Logistics functions and to ensure that these functions have systems and skills to support the operations of the National Office (NO) in a timely, technologically-sound, professional and cost-effective manner.


Leadership and Staff Development:

  • Provide strong and positive leadership to the Support Services (SS) Unit, ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.

  • Coordinate professional and personal development of Support Services staff through adequate orientation, on-the-job coaching, identification of learning/training needs, and opportunities (e.g. in strategic sourcing, contract management, data analysis, leadership, etc.), and succession planning.

  • Model Christ-centered servant leadership and support spiritual development of his/her team.

  • Adhere to WVI key policy documents – mission, core values, and covenant of partnership.


  • Facilitate the establishment of adequate cost efficiency and effectiveness measures through:

  • Developing appropriate policies and procedures for procurement of goods and services.

  • Facilitating staff understanding and adherence to Administrative policies and procedures.

  • Leading initiatives for efficiency, cost savings and continuous improvement as appropriate.

Planning and Budgeting:

  • Prepare and manage SS unit’s annual budget.

  • Provide adequate technical support to departments and projects/programs for budgeting matters related to acquisition of goods & services.

  • Ensure appropriate development of procurement plans, elaboration of sourcing strategy and establishment of framework agreements with key suppliers.

Monitoring and Reporting:

  • Facilitate processing of purchase requisitions for goods and services within the expected timeline.

  • Ensure submission of timely, accurate, complete and relevant reporting to internal users, the Region and the Global Centre (GC).

Risk Management and Controls:

  • Define and ensure that appropriate internal controls are in place to mitigate risks related to Supply Chain Management, Admin and Logistics activities both at the NO and Zonal levels.

  • Contribute to the effective functioning of tender committees at all relevant levels.

Customer Support and Collaboration:

  • Raise NO departments and Operations awareness and understanding of key policies and procedures related to Supply Chain Management, Admin, and Logistics.

  • Manage interactions and develop strong collaboration through effective communication and relationships, internally (with Operations, Finance, and other departments) and externally (with Suppliers, Third Party Logistics, and others).

  • Promote best practices, information sharing, and shared resource networks within the region.

Perform other duties as required.


  • Educational level required: Master’s Degree in Business administration, Supply Chain/ Logistics Management, Project Management or Finance and/ or any professional / postgraduate qualification in the relevant field.

  • Technical Training qualifications required: Professional technical skill Supply Chain Management, Logistics.

  • Experience: at least 5 years in middle or senior management in World Vision or comparable organization.

  • HEAT Training is Mandatory for this position.

  • Effective in written and verbal communication in English and French is Mandatory for this position.

  • Experience working in Humanitarian and or fragile context environment.

Work Environment/Travel:

  • Work environment: Office-based with frequent travel to the field.

  • Travel: 15% Domestic/international travel is required.

  • On call: 15%
