Programmes Manager, Lake Chad Basin Response

Job Description

*Initially 6 months international contract.

*All staff that are recruited must have HEAT, SAINT or equivalent security training.

PURPOSE OF POSITION:

As a key member of the West Africa Region (WAR) Lake Chad Basin Response Senior Management Team, the Programme Manager is responsible for Resource Development, Grant Management; Design, Monitoring, Evaluation and Accountability; and a significant amount of Donor and Stakeholder Engagement. The role is vital in assessing the humanitarian landscape, guiding response strategy, and ensuring the design and development of quality programming.

The role requires a high degree of experience in resource development, donor/partner networking, strategy and proposal development, staff management, and project design.

The Programme Manager will be responsible for supervising and capacity building of Programs-, Monitoring & Evaluation, Accountability Response staff as well as work with other development-focused staff in both Niger and Chad.

The role will be based in both Chad (Baga Sola) and Niger (Diffa) with frequent travel between the two countries. The position, and the WAR Lake Chad Basin Response, benefits from long-term country programs in both Chad and Niger, providing multi-sectoral development support to build stable, resilient communities. In addition, the global partnership is committed to the WAR LCB Response and internal resources can and need to be leveraged. Having secured a solid foothold in both the humanitarian and development realms, the WAR LCB Response is seeking a dynamic manager with solid experience for the next phase of the humanitarian crisis.

KEY RESPONSIBILITIES:

Strategy and Proposal Development:

  • Lead the development and implementation of the WAR Lake Chad Basin Response resource acquisition strategy;

  • Development of external engagement strategies with Senior Management Team (SMT).

  • Lead the development of support office (SO) and humanitarian and development donor specific strategies that articulate SO and donor strategic intent, funding targets, sectors and geographic preference.

  • Develop and manage the proposal development strategy for WAR Lake Chad Basin Response.

  • Coordinate timely and strategic response to proposal development with the Program team.

External Engagement:

  • Serve as a central focal point for WAR Lake Chad Basin Response’s external engagement strategy.

  • Ensure that donor visits are strategic, well-timed and smoothly executed and managed.

  • Coordinate with other SMT members in representing World Vision at national level coordination meetings with donors and when appropriate, with other INGOs, local organizations, and high-level government officials.

  • Coordinate WAR Lake Chad Basin Response participation in key donor meetings. Ensure that WV (Response and National Office staff) are continuously engaging in relevant fora (clusters, key consortia, interagency events).

  • Develop and maintain solid working relationships with major (government/private) donors including ECHO, German and French Embassies, USAID OFDA & FFP, UNHCR, UNICEF, UNDP, DFID, and other relevant in-country donor institutions, and World Vision Support Offices, including supporting hosting visits, responding to communication, and ensuring that support office and donor requirements are met.

  • Facilitate the growth of WAR Lake Chad Basin Response program by cultivating good working relationships with donors, Support Offices and NGOs to ensure that WAR Lake Chad Basin Response builds its reputation for integrity, expertise and reliability.

  • Supervise the development of and review communications and marketing materials, as well as internal partnership communication documents (e.g. monthly Situation Report, Response Progress Reports).

Grant Acquisition and Management:

  • Develop a resource acquisition strategy to meet WAR Lake Chad Basin Response’s Strategy Accountable for achieving targets set forth in WAR Lake Chad Basin Response’s resource acquisition strategy.

  • Lead/Oversee the design process of full proposals and concept papers.

  • Provide the final review of all proposals and concept notes prior to submitting to donors and World Vision support offices.

  • Strategically leverage private funding through designs addressing context needs, organization capacities, and donor interests.

  • Ensure that program staff manages grants effectively through strategic reviews and monthly reporting tools.

  • Ensure quality preparation of grant proposals, budgets, reports and other design documents for World Vision’s partnership and major donors.

  • Oversee the preparation of project reports as per the donor’s guidelines and overall programs reporting as per internal requirements.

  • Ensure tracking of all proposals developed, awarded, and grants implemented and closed out.

  • Lead the development of a grant compliance tracking system.

  • Ensure the record keeping of all essential communication and documentation from pre-proposal to grant closeout.

  • Develop and manage system for tracking the grant pipeline and implementation rates (burn rates) of grants.

Design Monitoring and Evaluation:

  • Provide oversight to DME colleagues and ensure processes are followed.

  • Ensure that sector leads and Project Managers are supported with design documents (logframes, M&E plans, ITTs, work plan & budgets, etc).

  • Monitor program’s progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.

  • Facilitate close communication and collaboration with Donors, WV partnership and WAR (Regional Coordinator, Humanitarian Emergency Affairs) on grant and program related issues for the response (scaling issues to Response Director, if necessary).

Information Management:

  • Establish and maintain information management system to ensure information and data is collected, analyzed and shared in a timely manner to facilitate response decision making.

  • Guide and remind Response staff of uploading all important documents (meeting notes, assessments, contacts) to the Cloud.

Accountability:

  • Ensure incorporation of internal and international humanitarian standards (Sphere, HAP and HAF) into all proposals, project designs and implementation together with Operations Director and technical experts.

  • Provide WAR Lake Chad Basin Response staff with access to accountability capacity building.

Grant Management:

  • Oversee the preparation of project reports as per the donor’s guidelines and overall programs reporting as per internal requirements.

  • Support the Response Director and Operations Director with strategic analysis of implementation capacity and resource utilization.

  • Oversee maintenance of funding grid and help to facilitate sector planning processes with Operations Director.

  • Facilitate close communication and collaboration with all counterparts on grant and program related issues and ensure WV is represented at working meetings.

  • Ensure the development, roll-out and management of a donor visit/meeting information tracking system.

Team Management and Capacity Building:

  • Actively engage in WAR Lake Chad Basin Response’s Senior Management Team meetings, ensuring program development, prepositioning, and key external engagement is a shared responsibility.

  • Support individual team members in achieving their Performance Management and learning goals.

  • Build a functional PDQA Department with national capacity.

  • Organize and lead team building exercises and staff retreats.

KNOWLEDGE, SKILLS & ABILITIES:

  • Master’s Degree in International Development, Social Sciences, Law, Business or Public Administration.

  • Excellent writing and editing skills. Fluency in written and spoken French and English.

  • Clear understanding of the working of the major WV partners (UNICEF, WFP, USAID, EU, AUS AID, ADH, DEC, DFADT, DFID, etc.), their requirements and standards.

  • High degree of strategic thinking, negotiation and persuasion skills.

  • An innovative thinker with the ability to make linkages to improve networking, programming, and internal mechanisms.

  • Capacity building experience in project design, implementation, reporting and evaluation.

  • Computer knowledge including Microsoft Office, Google Platform, etc.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships.

  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.

  • Willingness to support the program team by fostering a efficient yet fun, related working environment.

  • At least 5 years field program/business development experience in a relief or development environment.

  • Significant leadership experience in program design and development, funding acquisition, program monitoring and evaluation, information management, capacity building and compliance (in humanitarian contexts preferred.)

  • Successful experience in donor engagement and fostering strong relationships with major program partners in a highly professional manner.

  • Previous managerial experience with a dynamic team/mission.

  • Previous experience with successful million dollar donor proposal writing and budget preparation (USAID, ECHO, BPRM, UN agencies preferred).

  • Familiarity with humanitarian codes, principles and practice.

  • Initially 6 months International Contract.

Preferred:

  • Experience of working with local NGOs and INGOs. WV experience is an asset.

  • Ability to travel internationally as needed.

  • Ability to work with a reasonable level of comfort in high tension and high security risk situations.

  • Understands work from a process point of view and uses measurement and accountability systems effectively.

  • Excellent time-management and prioritization.

  • Demonstrates openness and transparency.

Working Environment / Conditions:

  • Work environment: Fields-Based position.

  • Travel: 30% domestic/international travels is required.

  • On call: Available for communication with partners and colleagues from diverse time zones.
