Regional Strategy Specialist

World Vision LACRO (Latin America and Caribbean Region)

*Position location will be determined at any country in the region where WVI is registered to operate

Purpose of the position:

  • Provide technical support in the monitoring of National Office strategies in order to ensure their alignment and promote & enhance organizational accountability and effectiveness.

  • Support connection between Global, Regional and National initiatives to design or test tools to make the design of national strategies more agile and efficient.

  • To provide close follow-up to the adequate funding of programs and initiatives across the region, in close coordination with officers both at the National Offices, where the investments are executed and the Supporting Offices who provide the funds.

  • Produce programming forecasting to support decision process.

  • To provide previous technical analysis and operational support to portfolio and investment decisions.

  • Design, systematization and follow-up of a robust set of key indicators, recurring to all data sources available at global, regional or local levels, in order to ensure alignment and timely and effective execution of local and regional strategies.

  • To advice and support the National Offices in the understanding and adoption of planning and monitoring tools designed at global or regional level.

  • Provide Administrative support to Impact team leadership (budget and personal management).

  • Provide technical support and coordination to enhance the quality, consistence, sharing and flow of data, news, information and applied-technologies sourced in LACR.

Major Responsibilities

Leadership

  1. Advise and support the IMPACT-X Director, as well as other members of the regional and national teams on matters related to national strategy implementation, of sound business goals, objectives & plans

  2. Advice and support the IMPACT-X Director, as well as other members of the regional and national teams on strategic resource allocation analysis.

  3. Support the IMPACT-X and GOSC*I in the development and testing of models, tools and procedures for strategic resource allocation.

  4. Provide quantitative analytical support as needed to assess alignment of resource allocation against agreed priorities and funding levels.

  5. Support the process of development of a contextualized regional balanced scorecard reporting system, in alignment with global scorecard/performance monitoring framework

  6. Practice servant leadership and be a role model for the staff team, peers and others.

  7. Contribute to National Offices Adoption of Analysis, Innovations & learning Tools

  8. Support Impact-X leadership in te4am managements (Budget and staff)

Strategy

  1. Co-Design and Support the development of regional strategies, business goals, objectives and plans ensuring alignment with WVI partnership strategies, business goals, objectives and plans

  2. Coordinate the timely implementation of IMPACT-X strategic and business plans in support of and in alignment with global strategy and priorities.

  3. Support the IMPACT-X Director to closely follow up the execution of the plans at regional and national levels

  4. Support the IMPACT-X in ensuring that regional priorities are integrated, aligned and prioritized

  5. Advise National Offices on all aspects relating to development of strategies, goals, objectives, business plans aligned with regional and partnership strategy

Technical Support

  1. Work in close coordination with Program Effectiveness and the Project Management Offices in Integrated Ministry, in order to keep updated data bases to monitor programmatic field execution.

  2. Advice National Offices on the adoption and implementation of appropriate models, tools, procedures and linkages for strategic resource allocation, ensuring strong relationships are built with strategy focal points and ensuring a facilitative, empowering approach is applied when building relationships and providing technical support.

  3. Contribute to the development of a set of uniform process, tools, procedures and guidelines relating to Strategy Management and provide leadership in contextualizing and mainstreaming these within the region.

  4. Analyze e and advice and act as a sounding board for regional leadership and management on organizational performance effectiveness based on data driven information.

  5. Support the availability of accurate and timely statistics in order to ensure OP2030 recommendations adequately represent the priorities and needs of the LACR.

Operational Support

  1. Support the IMPACT-X Director to facilitate the work of the regional strategy management working group.

  2. Ensure that all key stakeholders are engaged in strategy formulation and management.

  3. Co-Design and Monitor regional goals and objectives ensuring that they are being achieved within targeted schedules.

  4. Support and monitor the alignment of NO’s Indicators Dashboards to regional and partnership monitoring framework

  5. Support the IMPACT-X in establishing and maintaining a regional strategy network.

  6. Support the IMPACT-X in its role at ensuring that new initiatives are designed, implemented, monitored and evaluated.

  7. Support the IMPACT-X in the preparation of documents to be presented and/or discussed at global or regional Strategy events.

  8. Support the IMPACT-X in the scheduling and logistics of regional meetings organized to design or monitor regional strategy.

Capacity Building

  1. Support capacity building initiatives ensuring alignment with OP2030

  2. Provide feedback to senior leadership on competencies required to improve strategic realization

  3. Contribute to the development of strategy related performance management systems.

  4. Analyze performance gaps and recommend interventions for increased effectiveness, synergy and alignment

Knowledge Management

  1. Facilitate the documentation and Encourage mutual data-based learning between National Offices within the LACR

  2. Contribute to the establishment and use of regional databases and e-resources promoting learning.

Quality Assurance /Risk Management

  1. Advise and support leadership team in addressing performance gaps evidenced in the Scorecard

  2. Support the Area Directors in addressing performance and compliance gaps and risks related to resource allocation and strategic management at NO’s.

  3. Contribute to ensure that Strategic deliverables and recommendations are within the defined partnership mandates and guidelines.

Internal &External Liason and Coordination

  1. Act as a technical and operational link and focal point for National Offices, Support Offices and Global Center for mutual support in technical and operational matters related to the strategy process.

  2. Identify opportunities to collaborate and share knowledge with other IMPACT-X’s and the GC.

General

  1. Lead and support Christian activities that enrich and develop mutual growth in Christ.

  2. Carry out additional responsibilities and projects as assigned by the IMPACT-X Director, including administrative and technical functions.

  • Qualifications:

  • Degree in Economics, Business, International Affairs or Public Administration, or any related field.

Experience:

Essential

-A proven record of collaborating with people in a cross-cultural setting

-3-5 years hands on experience in applying business/strategy frameworks, concepts and methodologies

Desirable

-3-5 years cross-functional management experience in an international environment, preferably in Latin America and the Caribbean.

Technical Skills & Abilities:

-Knowledge of humanitarian industry

-Information technology & communications skills

-Strong negotiation, decision making and problem solving

-Effective relationship management skills; ability to influence without having authority

-Excellent oral and written English communication skills

Working Environment / Conditions:

  • Work environment: This role involves the coordination of geographically dispersed NO & Regional Strategy Network team members located in national offices.

  • Travel: up to 20% per month
