* Preferred Position Location: Cyprus. It may also be determined by home country of successful candidate within the Middle East & Eastern European Region (MEER) where WVI is registered to operate.
PURPOSE OF POSITION
The purpose of this position is to provide compliance and risk management oversight across Middle East and Eastern European Region (MEER) and support it as the focal point between Regional Office and National/Response Offices to manage and mitigate the risks achieving WV compliance standards. The role will also provide coverage and assurance that the organization has the required capacity and expertise in these areas to ensure achievement of our ministry goals.
Enterprise Risk Management
Champion the overall risk management process for MEER as a value-added discipline and process, ensuring that all offices have high quality, effective, and agile risk management programmes to ensure business & programme continuity and operational resilience;
Monitor and coordinate all Enterprise Risk Management (ERM) activities of MEER, including identification, measuring, monitoring and mitigation (Risk Assessment process);
Lead and coordinate the roll-out, training, support and overall implementation of the Risk Management Software RISKONNECT and ensure that regional, national and country risk reporting is maintained;
Evaluate the design and operating effectiveness of the risk mitigation efforts and provide timely meaningful feedback to the organization;
Work collaboratively with Internal Audit to ensure that risks are identified for risk based internal audit (RBIA) planning purposes and follow-up/mitigation activities are appropriately evaluated;
Build strong partnerships with all departments across MEERO to understand the risks to their functions and report on it via periodic analysis and ensure that significant and fast moving risks are escalated to leadership on a timely basis.
Strategic Risk analysis
Support the SDO to lead development and implementation of MEER risk management strategies. Ensure risk management processes and procedures are in alignment with the WVI Enterprise Risk Management Framework and the organization’s Risk Appetite Statement;
Monitor and analyse risks within the MEER external context and environment and report on these risks to the Senior Director Operations MEERO and the WVI Director Enterprise Risk Management and Compliance to ensure WVI planning is sensitized;
Support the needs of MEERO with sourcing or developing external and/or additional information to support decision making, analysis and/or support service functions.
Collaborate with MEERO and Global Centre supporting functions (IT, ERM, OCS, Internal Audit, etc.) on the continuing development, implementation and management of the Integrated Incident process/reporting system;
Coordinate the Integrated Incident Management (IIM) approach within the MEER to ensure that respective incidents are being reported, managed and followed-up on;
Ensure that incidents are analysed and relevant “Lessons Learned”, and After-Action Reviews, applied throughout the Response, reducing the likelihood and impact of repeat incidents;
Coordinate the overall Incident Management process in response to crisis situations within MEERO and support NOs where IMT/CMT and/or investigation gaps exist;
Ensure the MEERO Integrity Protection Hotline (IPH) Committee is updated on cases assigned and coordinate all incidents handed down to the region in cooperation with participating functions as well as tracking these to completion.
Coordinate investigations within MEER in response to incidents, allegations and complaints with relevant functional owners (i.e. P&C, Finance, OCS, Internal Audit)
Provide support to senior managers overseeing investigations (at regional or national/country level), including guidance on best practice
Ensure investigations are conducted legally, ethically, and on a timely and cost-effective basis;
Liaise with WV/WVI global partnership stakeholders on specific cases ensuring they are kept informed of case progression as necessary; sensitize Support Offices to timelines and requirements as pertains to investigations affecting grants;
Input to investigation templates, identify and share best practice guidance as appropriate;
Lead or participate in investigations based on the level of the incident;
If necessary, create and supervise an investigative team on specific investigations where required.
Support the Organizational Compliance process in coordination with MEERO and Global Centre supporting functions for adherence to corporate responsibilities;
Ensure MEERO’s and subordinated National/Response Offices’ standard operating procedures (SOPs) and/or waivers are well defined in compliance with internal organizational policies and procedures, applicable to external context and compatible with WV’s donors;
Together with respective functional and line management coordinate the implementation of policies, procedures and standards to ensure that staff across MEER well understand key requirements and how to meet them;
Ensure that relevant compliance violations are documented, reported and investigated according to respective policies and procedures and reflected across available WV systems and processes;
Coordinate relevant NO compliance reporting for MEER to internal and external stakeholders is in place.
KNOWLEDGE, SKILLS AND ABILITIES
University (Bachelor essential, master’s preferred) relevant to the field of international relations, political science, disaster management, international development humanitarian law, data management/information systems, international/political studies, sociology, population studies and other related fields);
Two years of working experience in relevant field (report writing, academic research, international non-governmental organizations work, law, risk and data analysis, grant quality and compliance) is preferred;
Risk & Compliance, Governance or Fraud approved international certifications will be considered an advantage;
Excellent organizational, analytical and oral and written communication skills in English;
Demonstrated ability (including leadership skills) in working collaboratively with other stakeholders, in support of various organisational projects;
Strong ability to work with and relate to diverse personality types, to practice relational and ideological tolerance, and to contribute to a positive organizational culture;
Ability to work effectively under pressure and handle multiple tasks;
The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
