Regional Humanitarian & Emergency Affairs (HEA) Program Coordinator - Middle East & European Region (MEERO)

*Position to be located within the Middle East & Eastern European Region where WVI is registered to operate

PURPOSE OF POSITION

The Regional HEA Program Coordinator will actively participate in regional efforts to ensure that National Offices (NO) mitigate against, prepare for and respond to emergencies, either via indirect support or punctual, direct intervention and that upon withdrawal of regional support, a sustainable Humanitarian & Emergency Affairs (HEA) capacity remains. The Coordinator will ensure that the quality of WV emergency response engagement is in place which corresponds to the standards set by the Humanitarian Industry and World Vision internally. This includes: appropriate structures, internal and external standards, staffing, resources, policies for emergency preparedness, response, mitigation and transition management.

In addition, the Coordinator will assist the Director in humanitarian operations including: response management, disaster mitigation, assessments, documentation, research, adoption of emerging humanitarian initiatives and capacity building. To provide coordination and support to World Vision emergency response preparedness, intervention, training, capacity building and accountability in the region. This includes deployment to a crisis situation within 24 to 72 hours and remaining in the response for up to max. 3 months. In non-crises periods, this includes supporting the development of disaster preparedness plans, facilitating of training and capacity building initiatives, and promotion of disaster mitigation models around the region.

Meetings and presentations are well done in cases were the RHEAD cannot perform these tasks. Effective coordination and back-stopping of RHEAD as needed.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position

  1. A University degree in social sciences, international relations or management or other relevant areas. Specialized degree in the field of Humanitarian Aid is an advantage

  2. Any recognized and certified training courses in Humanitarian Aid/Management are an advantage

  3. Ability to manage a team in emergency response

  4. Ability to quickly understand the ‘bigger picture’ as well as making sure details are being noticed and factored in to strategic planning

  5. Ability to manage under stress and pressure while maintaining a positive attitude and applying effective work streams

  6. Coaching ability

  7. Disaster management knowledge

  8. High level of understanding in relief administration, program response, program design and project proposal writing

  9. Ability to provide structured and constructive feed-back, as well as being able to receive the same

  10. Language: High level of proficiency in English (written and verbal), Arabic is an advantage

List additional work experience required as a minimum qualification for this position.

  1. Significant proposal writing and budgeting experience

  2. Experience in coordinating/managing field operations. Preferably within MEER

  15. Must be able and willing and to travel up to 50% of the time including long-term deployment of up to 3 months to a crisis situation.

  17. Statement.

License, registration, or certification required to perform this position:

  1. High level proficiency in English (written and verbal). Arabic and/or French is an advantage

  2. Completed university degree (preferably Master’s) in any relevant professional field. Preferably Social Science, International Relations, Management, Humanitarian Aid and Management

  3. HEAT completed, or to be completed/renewed soon after starting this position

  4. Ability and readiness to travel even on short-notice and to areas with low security and high risk ratings ( in line with WV’s policies and processes)
