OFDA – Project Manager Ebola Response, DRC

World Vision (WV)’s USAID- OFDA funded project will contribute to the end of the Ebola outbreak through effective community engagement, WASH, and Protection interventions in eastern Democratic Republic of Congo (DRC).

The Project Manager will provide strategic, operational and technical oversight and overall management and implementation of OFDA project activities according to WVI and donor policies plus other relevant standards.


  • Provide strategic oversight and leadership on over all implementation of project activities and provide technical support and advice protection programming in compliance with Disaster Management Group (DMT) policies and donor standards.

  • Manage the planning, implementation and monitoring, with World Vision standards and donor regulations.

  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.

  • Coordinate development of new project proposals and concept notes in response funding opportunities especially on CPiE sector.

  • Ensure that the project reports are accurate and reliable with the relevant supporting documentation available and submitted timely to Management, DMT and donors.

  • Ensure the program is ready for any Audit.

  • Manage project budgets in conjunction with Finance Department and ensure spending and expenditures are within budget and adhere to donor requirements. Ensure no over/under spending on projects.

  • Provide supervision, training and performance management to project staff.

  • Oversee supply and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.

  • Working with the Operations Manager & Security Officer, ensure staff safety by participating in implementation of security protocols, orient staff to the management of potential risks related to operation especially in insecure operational areas. Report incidents timely.

  • Attend key humanitarian meeting including donor and working with the Operations Manager, ensure relevant Cluster Meetings (protect, WASH Working Group) are attended.

  • Liaise with provincial government officials, local communities, and other organizations as appropriate.

  • Liaise with relevant actors, including but not limited to the DART, Government, and the UN Cluster(s) in the country.

  • Ensure project staff are well managed according to WV policies.


  • At least 5 years of experience in the design and implementation of international development projects.

  • At least 3 years of senior-level project management experience in conflict-affected environments, experience in eastern DRC preferred.

  • Experience overseeing the administrative, contracting, financial and logistical aspects of budgets.

  • Post-graduate degree in relevant fields such as international development, education, economics, or business.

  • Professional level written and oral English, proficient written and oral French are both required (FSI 3/3 and equivalent skill level).

  • Excellent interpersonal and leadership skills, including the ability to build and manage cooperative high-level relationships and motivate subordinates.

  • Experience working with vulnerable groups, i.e. inclusive program experience.

  • Experience with achieving gender equity in programming.

  • Demonstrate sound knowledge and experience on CPiE in Emergency programing.

  • Experience and familiarity with USAID - OFDA regulations and reporting requirements.

  • 3-5 years management experience in implementing Child protection in Emergency (CPiE) programing.

  • Experience in Relief/Emergency Response operations outside home country.

  • Minimum of two years CPiE program planning experience at senior level.

  • Field-based international NGO work experience around project management and leadership, with a minimum of 3 to 5 years total development and emergency experience.

  • French and English languages are required.

Preferred Skills, Knowledge and Experience:

  • Demonstrated abilities in NGO reporting, budgeting, procurement, and project management.

  • Project performance management, including monitoring and evaluation.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 40% of the time.
