PURPOSE OF POSITION:

The purpose of the Response Manager position is to ensure the management of WV DRC Ebola Virus Disease (EVD) Response from strategy to implementation, inclusive of performance and oversight of all aspects of the response. The Response Manager will develop and maintain an efficient, cohesive team, whilst ensuring effective coordination and relationships with the other agencies, officials, beneficiaries, donors and all areas of the Partnership.

KEY RESPONSIBILITIES:

  • Ensure the implementation of WV DRC EVD Response plan that addresses WV DRC strategy and humanitarian standards to achieved the set goals.

  • Encourage beneficiary participation, liaise with other stakeholders, and anticipate, plan, and contribute to the development of new project proposals and reports.

  • Lead initial needs, operational feasibility and staff capacity assessment in the response and/or as required, identify key strategic opportunities, gaps, risks for consideration in response strategy.

  • Collaborate and communicate with People & Culture (HR) to ensure WV DRC EVD Response is staffed to meet response needs, guide operational scale-up and initiation of emergency response operations respectively – including strong staff and organizational security & safety function.

  • Lead and manage team in a way that facilitates high performance culture, open trustworthy relationships and integrity.

  • Provide leadership, technical support, and coordination to enable WV DRC EVD Response teams to meet their daily objectives.

  • Establish and maintain effective working relationships with the Ebola task force, government representatives and World Vision stakeholders.

  • Ensure WV DRC continue participations in Ebola response Commissions, including Communication, Mobilization, and Community Engagement as well as the infection prevention and control (IPC) / WASH at local and regional level.

  • Ensure World Vision through its activities with religious leaders, women's and youth associations monitors the key indicators of Communication, Mobilization, and Community Engagement commissions and to report during the various coordination meetings.

  • Ensure WV DRC is represented in subcommittees through community mobilisers who are based in each health zone.

  • Develop and organize activities to secure resources for programs and convince stakeholders to provide support.

  • Initiate resourcing mechanisms and ensure financial resources are managed according to WV standards, donor and Support Office (SO) agreements.

  • Advise and assist Grant Acquisition Management (GAM) grants processes with National Offices (NOs) and SOs for start-up and subsequent phases, facilitate multi-stakeholder engagement for resource development including corporate donations and support.

  • Ensure response internal and external reporting requirements are met.

  • Ensure Response meets minimum quality standard and supports programme improvement.

  • Promote culture of learning and development, reflection and innovation, employee engagement and good stewardship of human capital in the office.

  • Collaborate and communicate with finance, procurement and administration teams in an effective and inclusive way, ensuring program planning is participatory of support departments.

  • Oversee and ensure that procurement and logistic planning is done in a routine and effective way.

  • Ensure compliance with donor and World Vision regulations related to disaster management.

  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.

  • Oversee the program budgets, response cash flow and expenditures.

  • Ensure compliance with security procedures and policies as determined by country leadership.

  • Proactively ensure that team members operate in a secure environment and are aware of policies.

  • Ensure compliance with security procedure in line with the Ebola Virus Disease (EVD) to minimize risk upon staff.

  • Ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results.

  • Ensure accurate and timely reporting of activities according to applicable timeframes and formats.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum Qualification required: Bachelor’s Degree in Business Administration, Development Studies or equivalent.

  • Experience: A minimum of seven year’s program management/coordination/oversight experience, including in an international development setting to include assessment, monitoring and evaluation, implementation and design of projects.

  • Previous experience in a management position with USAID grant experience is required.

Preferred:

  • Master Degree in Business Administration, International Development with Proven ability to manage technical assistance programs and subcontractors in complex US government funded projects.

Technical Skills & Abilities:

  • Develop and monitor implementation of Response strategy that adresses WV strategic goals to meet humanitarian needs.

  • A response strategy is developed which meets World Vision strategic goals and humanitarian standards and is contextually appropriate.

  • Ensure Response is staffed to meet response needs.

  • Establish and maintain effective working relationships with humanitarian actors, government representatives and World Vision stakeholders.

  • Develop and plan Response to achieve Response strategy goal and objectives.

  • Implement Response programme in accordance with response commitments to meet international and WV standards.

  • Initiate resourcing mechanisms and ensure financial resources are managed according to WV standards, donor and SO agreements.

  • Oversee Security function, planning and implementation to ensure response staff and organisational safety and security.

  • Ensure response internal and external reporting requirements are met.

  • Ensure that response meets WV minimum quality standards and supports program improvement, reflection, learning and innovation.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Perform other duties as required.
