Response Programme Manager - Democratic Republic of Congo

Job Description

PURPOSE OF POSITION:

The Response Manager (RM) has primary responsibility for managing the response from strategy to implementation, inclusive of performance and oversight of all aspects of the response. They should develop and maintain an efficient, cohesive team, whilst ensuring effective coordination and relationships with the other agencies, officials, beneficiaries, donors and all areas of the Partnership.

KEY RESPONSIBILITIES:

  • Develop and monitor implementation of Response strategy that addresses WV strategic goals and humanitarian standards to meet humanitarian needs.

  • Ensure Response is staffed to meet response needs.

  • Establish and maintain effective working relationships with humanitarian actors, government representatives and World Vision stakeholders.

  • Develop and plan the Response to achieve Response strategy goal and objectives.

  • Implement response programme in accordance with response commitments and to meet international and WV standards.

  • Provide support for all the critical business systems, including but not limited to Windows 2003.

  • Performs other duties as assigned by the supervisor.

  • Monitors, plans, and coordinates the distribution of client/server software and service packs.

  • Initiate resourcing mechanisms and ensure financial resources are managed according to WV standards, donor and SO agreements.

  • Oversee Security function, planning and implementation to ensure response staff (and organisational) safety and security.

  • Ensure response internal and external reporting requirements are met.

  • Ensure Response meets minimum quality standard and supports programme improvement, reflection, learning and innovation.

KNOWLEDGE, SKILLS & ABILITIES:

  • Minimum Qualification required: Bachelor’s Degree in Business Administration, Development Studies or equivalent.

  • Experience: A minimum of seven year’s program management/coordination/oversight experience, including in an international development setting to include assessment, monitoring and evaluation, implementation and design of projects.

  • Previous experience in a management position with USAID grant experience is required.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Perform other duties as required.

Preferred:

  • Master Degree in Business Administration, International Development with Proven ability to manage technical assistance programs and subcontractors in complex US government funded projects.

Working Environment/Travel:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 20% domestic & international travel is required.

  • On call: 15%
