Finance Manager

Bukavu, Eastern Zone


The finance manager supports the Chief of Party (CoP) and project management team in overseeing all financial management and internal control and financial compliance aspects of the grant in accordance with USAID and partner regulations.

S/he would report directly to the CoP and supervises the Information Communications Technology (ICT), procurement, operations, sub-grantees, and logistics offices.


  • Ensure effective use of the project budget according to USAID rules and regulations including monthly spending reviews, adjustments to annual budgets accounting for existing expenditure and future plans.

  • Oversee effective administrative and financial oversight of sub-grants.

  • Prepare quarterly financial reports to WVUS for submission to USAID.

  • Develop and support the implementation of effective control systems.

  • Respond to audits performed on the grant to the Audit Department, and ensure audit recommendations are implemented.

  • Engage with the CoP and management team to address financial and administrative issues.

  • Coordinate and conduct training in areas like accounting, Sun System, risk management and other key financial areas to project and project finance staff and for grantees.


  • Bachelor’s degree (or equivalent) in business, Finance, Accounting, or related field.

  • Professional level written and oral French (FSI 3/3 and equivalent skill level), proficient written and oral English (FSI 2/2 and equivalent skill level).

  • 5 years of experience in overseas financial management of similar-sized donor-funded projects ($7 million a year).

  • Experience in Africa, particularly in Central or West Africa or other conflict-affected country.

  • Attend any other building capacity forum.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate in daily devotions and weekly Chapel services.

  • Perform other duties as required.


  • Master in Finance with Certified Public Accountant (CPA) or Chartered Accountant is preferable.

  • Knowledge of Generally Accepted Accounting Principles and practical knowledge of financial systems and internal financial controls and procedures.

  • ICT skill is required, Sun systems, Vision and Microsoft office program knowledge is preferred.

  • Accounting and budget preparation experience is preferred.

  • Must have proven experience in treasury activities and management.

  • Congolese citizen preferred.

Working Environment/Travel:

  • Work environment: Office-based with frequent travel to the field.

  • Travel: 50% Domestic travel is required.
