*Preferred location: Dubai, United Arab Emirates. Other locations to be determined by home country of successful candidate in a jurisdiction (US state or country) where WVI is registered to operate.
PURPOSE OF POSITION:
To provide strategic leadership to World Vision’s Child Protection and Education technical sectors in both Emergencies and Fragile Contexts within the Disaster Management Programs. In addition to this, the position will also coordinate and ensure effective representation of Emergency Response issues within the Global Sector conversations.
On a day to day this position will manage a team of 3-4 Technical Specialists, build organizational capability, as well as and coordinate the Child Protection in Emergencies (CPiE) and Education in Emergencies (EiE) technical support with the TSO. The Director will provide coordination/guidance and be the representative of WVI in the global UN-Led Cluster Coordination and other external engagements.
The holder of this position is a part of the Global Rapid Response Team (GRRT) and is expected to available for deployment anywhere as a CPIE expert in the world that WV is directly responding. Deployments to a response can be within 24-72 hours for up to 25% of their time per year.
During non-crisis periods to engage in disaster preparedness and mitigation, capacity building, strategy development, and external engagement with stakeholders engaging in Emergency Child Protection and Education.
Collaborate with GC CP and Education Sector teams to develop CP and Education programming guidance for Emergencies and Fragile Contexts (including global minimum standards, models, capacity building strategies, curricula, and M&E tools), linking to Core Project Models wherever possible.
Provide thought leadership in order to find evidence based and high impact solutions to sector challenges
Lead, drive and facilitate ongoing development and implementation of the child protection and education in emergency (including conflict and fragile contexts) strategy.
Coordinate and support learning and innovation for programs focused on strengthening child protection and education in emergencies and fragile contexts, with a view to positioning WV as a global leader in child protection and education in emergency work. This will include significant work with the Strategic Initiative 1.1/Fragile Context Expansion process, Global Centre Child Protection and Participation Team, and DMT.
Oversee the quality of CP and education programming in emergencies, in alignment with global evidence-based practice.
In coordination with GRRT, G-tech and the H-Ops team, ensure that child protection is central in all emergency/conflict/fragile context response strategies
Define the sector research portfolio and documentation/publication agenda and work with Evidence and Learning Partnership Leader on implementation of this agenda.
Create a culture of learning using appropriate knowledge management interventions among Child Protection in Emergencies (CPiE) and EiE staff that are deployed to capture best practices and lessons learned for external engagement/positioning, policy change, and program improvement.
Deployment and Field Support:
Provide sector leadership for timely delivery of CPIE specifically but also in Education in Emergencies based on need through establishing networks and coordination mechanisms with other players within the response (engagement with
Child Protection and/or Education Clusters and associated working groups)
Leading Child Protection and Education assessments to identify needs and surveys, monitoring and evaluation to ensure quality of programs and advocacy.
Responsible for grant acquisition through effective facilitation with Finance and other program teams to prepare proposals and budgets for donor funding.
Design and implement CPIE and EiE programs to meet the needs of the affected populations. This should be done utilizing the minimum interagency Child Protection in Emergencies and INEE minimum standards, including clear integration of appropriate community-based Mental Health and Psychosocial Support for children and families.
Guide the processes of monitoring and evaluation of effectiveness of an emergency response and guide the adaptation of programs to meet emerging needs.
Guide the process of program integration with other sector programs primarily HEALTH, WASH, and Livelihood and Food Security.
Coordinate the process of documenting and sharing lessons learnt and promising practices from the emergency response.
Ensure a proper staff transitioning/recruitment of staffing and specifically the second wave of staff for a smooth handover.
Supervision and Management of Child Protection and Education in Emergencies team:
Lead and manage a team of 3 Technical Specialists (2 Child Protection Specialists and 1 Education in Emergencies Advisors) who are part of the GRRT for through:
Act as hiring manager for the new staff and ensure that all HR administrative procedures are complied with during recruitments.
Ensure effective management coaching, capacity development of the team.
Manage their travels for an effective work-life balance as well budget management.
Work with each team member to prepare them for rapid deployment as per the GRRT protocols (24-72 Hours’ notice)
Ensure that each staff member is adequate orientated and well place within their location (NO or RO)
Monitor staff well-being and implementation of CPiE and EiE programs when the team is in deployment. Deal with any issues/matters that arise decisively.
Ensure staff are support through debriefs, timely completion of timesheets, end of deployment appraisals and mental health reviews after each deployment.
During non-deployment times, support team members who are out of deployment to plan their time effectively in providing remote support to responses, attend prioritized meetings, input into critical conversations and taking time to rest for a balanced work-life balance.
Capacity and Talent Pool Development:
Lead the development and implementation of effective capacity building strategies for CPiE and EiE programs in emergencies, in collaboration with the GC CP and Education Teams.
Develop and disseminate Capacity statements and policy agendas for CPiE and EiE sectors.
Identify learning methodologies and tools that most effectively build the competencies and capacity of field staff within an emergency setting, linking to Global Sector capacity development tools and systems.
Develop blended learning materials including but not limited to guides, participant guides, simulation models and technical learning pathways that lead to effective child protection competency building for RDMT training and in some cases NDMTs
Facilitate training for CPiE programs staff and communities when in development but also through the RDMTs.
Provide mentoring to a number of Field Based CPiE professionals (including Regional Based where applicable) through an ongoing, one-on-one relationship by creating a schedule of regular meetings.
Ensure a healthy talent pool is in place through effective tracking of trained staff and making sure that members of the team are facilitated to deploy and take up secondment positions as they come up.
External Engagement and Internal Collaboration:
Lead on external engagement priorities working in collaboration with the EE specialists in CPP and Education as well as A&JC. Contribute to advocacy agenda and policy development globally and context specifically if deployed
Establish and maintain strategic alliances with emergency Child Protection and Education in Emergencies related donors, foundations, academic institutions, governments, international and UN agencies for positioning WV emergency response functions, acquisition of resources and policy influence. Specifically, ensure a strong engagement in UN Global Clusters and their associated task teams, and coordinate priority spaces such as the Alliance for CP in Humanitarian Action and the INEE inter-agency network for education in emergencies
Participate in the CPiE and EiE Communities of Practice and be a part of their business team aimed at helping in the facilitation of Working Groups and Interest Groups.
Facilitate discussion on strategic issues around CPiE/EiE in emergencies within the WV partnership and with key stakeholders
Attend regional and global forums representing DMT and Child Protection and Education in emergencies where appropriate.
Attend Global and Regional Forums educating senior leadership on Child Protection and Education needs in emergencies and fragile contexts.
Initiate and work closely with other WV Global Sector teams as well as the TSO Child Protection and Education teams in the development of integrated programs and use of technical specialists across the teams based on needs.
KNOWLEDGE, SKILLS & ABILITIES:
Relevant University Degree, preferable Masters degree in political science, international relations, law, social work or a related area.
Strong empirical knowledge of the Humanitarian sector including standards (Sphere, HAP, IASC guidelines, Humanitarian Law, charter etc.)
Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
Subsutantial knowledge, experience and skills of working with children and application in humanitarian settings.
At least 10 years of progressively responsible experience working at National or International level in Child Protection or human rights fields is required.
Expirence with an international organisation at regional or mission headquater will be required.
At least 5 years working in conflict settings with IDPs/ refugees and a strong understanding of protection principles.
Strong empirical knowledge of the humanitarian sector including humanitarian charter, laws and HR and other standards.
Effective in written and verbal communication in English.
Knowledge of a UN language (French, Arabic, Spanish) an advantage.
