GRRT Finance Manager
PURPOSE OF THE POSITION:
To serve in the Global Rapid Response Team, for deployment, to large-scale emergencies anywhere in the world where World Vision responds directly. The GRRT Finance Manager is a specialist who can be deployed to an emergency site within 24 to 72 hours.
The Finance GRRT Manager is responsible for providing leadership with budget preparation, financial systems set up, monitoring and reporting and maintaining relationships with key stakeholders for the critical duration of the response - up to three months.
Act as Finance Director in Global Response:
create Accounting and Finance systems to provide appropriate control and security.
create Finance policies and procedures.
establish financial reporting system to generate accurate. timely and informative financial reports.
determine Finance, Accounting and grants structure.
recruitment of International and local staff.
manage Finance & Grants departments.
preparation of appropriate Program, Sector and Grant budgeting.
track funding, ensure spending is within approved funding, and advise management on how to strategically use available funds.
ensure compliance with donor requirements for all grants, and appropriate reporting for donors.
train and build capacity of Finance team.
carry out risk assessment, & devise strategies to minimize organizational risk to acceptable levels.
provide legal review and business advice as appropriate.
provide management advice to Response Director and senior management team.
active member of SMT.
as required, act as Support Services Director, with responsibility for SCM, ICT, Admin and / or Human Resources.
other tasks as appropriate.
Support Finance in non-Global Response:
often will be remote support.
Build capacity of Emergency Response Finance staff:
coaching and mentoring of staff.
facilitate training events, including simulations.
presentations to Regional, other Finance groups.
develop learning materials.
assess, approve staff for GTRN ER roster.
Develop policies, procedures, guidelines, systems, templates and tools for Emergency Response finance.
other assignments as appropriate.
KNOWLEDGE, SKILLS & ABILITIES:
Degree in Finance / Accounting.
Working knowledge of SunSystems.
Knowledge of budgeting requirements and regulations of major donors (USAID, DFATD, DFID, ECHO etc).
Knowledge of Emergency program Finance management.
Minimum five years field experience with an NGO.
Field experience with emergency response.
Minimum two years with World Vision.
Leading Support Services (including Administration, Supply Chain, ICT and Human Resources).
CPA or equivalent.
Familiarity with humanitarian codes, principles and laws.
Language - working knowledge of French, Spanish, Portuguese or Arabic.
Three to five years’ experience in a senior Emergency Response Finance role.
Travel and/or Work Environment:
The position requires ability and willingness to travel domestically and internationally up to 50% of the time.
