Technical Director, Humanitarian Partnerships


*Preferred location: Dubai, United Arab Emirates. Other locations to be determined by home country of successful candidate within Europe where WVI is registered to operate.


This position is contributing to World Vision International’s strategy “Our Promise 2030” and seeks to:

  • Build Disaster Management’s partnering capacity for effective influence and impact in humanitarian and fragile contexts.

  • Drive and delivering innovation and private partnerships to diversify World Vision’s resource base and improve field effectiveness.

  • Build World Vision’s reputation and positioning with the industry to grow revenue and policy & advocacy influence.

This position is located in the Disaster Management External Engagement and Resource Development and reports to the senior director of external engagement and resource development.

The position-holder will be responsible for developing and implementing a comprehensive humanitarian partnering strategy aimed at identifying shared value, advocacy and funding opportunities. S/he will be primarily responsible for providing strategic guidance of WV’s humanitarian partnering capacity scale-up and required capacity building of local and regional level humanitarian partnering champions. S/he will build a roster of well-trained and "cutting-edge" specialists at Regional Office and National Office levels that will be able to trigger National Office-level engagement and pro-active pre-positioning for meaningful partnering opportunities.

The role will also ensure World Vision’s risk mitigation and management through guidance to humanitarian partnering and other relevant teams; contract management, risk assessment and mitigation in collaboration with relevant units at National Office/response, Regional Office (and as relevant Support Office) level-counterparts, audit functions.

The position holder will have coordination responsibilities and tracking of/for WV Global Center Disaster Management external and internal partnering with key stakeholders. The responsibilities also include external representation with inter-agency bodies, Governments, civil society, community representatives, private sector and academia at local, regional and global levels as relevant.


Strategic & Operational Leadership:

  • Develop and implement a partnering strategy, aimed at identifying shared value, advocacy and funding opportunities, for humanitarian and fragile contexts.

  • Lead cross-unit workstream focal points to strategically disseminate and implement the partnering strategy with Global Center Regional Office and priority National Office entities.

  • Conduct on-going (pre-crisis) partnering capacity and capability assessments.

  • Ensure that portfolio analysis and metrics are developed and effectively used at National Office, Regional Office and Global Center level to inform the design of effective partnering initiatives and projects.

  • Lead strategic operational research that collects and disseminates evidence of good practice in humanitarian partnering in cooperation with Disaster Management, VFI, the resilience & livelihoods team, PPP focal points, in WV and external academics and other groups.

  • Ensure that implementation models are tested and reviewed; that incentives to generate effective outcomes linked to effective, and evidence-based practice is presented to Support Office fundraisers and donors in order to strengthen Disaster Management comparative advantage and position the organisation as a credible leader in external partnering.

  • Work closely with the Cash and Programming Director to pursue revenue-generating opportunities related to multi-stakeholder and private sector partnering - with resource development team and Global Acquisition and Management to secure scale up-grants to expand partnering agenda in National Offices.

  • Work closely with the Policy and Advocacy Director to develop strategies for joint influence, policy and advocacy with partners.

  • Ensure establishment of effective project reporting, evaluation, and communication systems, that enable timely accurate and professional reports meeting donor requirements regarding partnering progress and enhance WV internal strategic shift towards increased organization wide partnering engagement, promotion and portfolio in fragile contexts.

Partnering Preparedness & Internal Engagements:

  • Leading internal engagement including appropriate structures, standards (internal and external), policies, staffing and resources for Disaster Management related humanitarian partnering.

  • Ensure that required policies, Standard Operating Procedures, workforce structure is in place for effective and pro-active partnering prepositioning and preparedness.

  • Provide pro-active and strategic guidance of humanitarian partnering scale-up and required capacity building of local and regional level humanitarian partnering champions.

  • Ensure prioritization of significant capacity building investment– creating a global team of humanitarian partnering champions as well as building a roster of well-trained and "cutting-edge" specialists at Regional Office and National Office levels that will be able to trigger National Office-level engagement and pro-active pre-positioning for strong partnering arrangements.

  • Ensure that preposition agreements with external partners – e.g. private sector entities, Government stakeholders are in place to enable effective partnering, at large scale, during emergency response and recovery operations and in fragile contexts.

  • Lead the collaboration with Support Office International Programs, Regional Office and target National Office to develop and conduct training in partnering methodologies and concepts. Ensure proper technical capacity of staff to manage complex donor-funded projects. Lead grant staff and short-term consultants.

  • Lead on organisational learning to help build World Vision’s credibility and influence in the area of humanitarian partnering, especially with but not limited to selected private sector networks and – in collaboration with other WV entities and external partners.

External Networking, Partnering, External Representation & Research:

  • Initiate and build partnerships to increase and promote integrated disaster management and resource development, and be an authoritative voice for policy change and learning.

  • Ensure systematic information management and timely compilation and dissemination of documentation, research and marketing material as entry point in donor, Government, private sector and community relations promoting WV's capacity, scope and best practice stories with key partners –including academia.

  • Network in order to remain abreast of the latest partnering brokering/ facilitation trends. Participate and actively contribute in WV and external fora, working groups, cluster meetings and inter agency networks / related to strategic planning, policy influence, to position WV as a key player.

  • Actively lead and foster WV’s role in private sector collaboration/ co-creation initiatives and local, regional and global networks (like Connecting Business Initiative, HPPP, Global Compact, GAHI, etc.) – esp. related to multi stakeholder networks.

Emergency Response & Recovery Operations:

  • Ensure that there is pro-active, timely advise to response management on the feasibility of using humanitarian external partnering approaches or a combination of both esp. for priority countries in fragile contexts.

  • Ensure that partnering approaches are not only considered but integral component of relevant grant design and implementation teams, meet all strategic objectives through proper design, staffing, implementation and quality assurance.

  • Lead engagement of partnering champions with local government officials, local communities, donor representatives and other stakeholders as appropriate.


  • University Degree or Post graduate qualification and / or professional background in strategy development, operational implementation, international development/ humanitarian or other relevant field.

  • Five to eight years of international humanitarian resource development, preferably extensive operations experience in fragile contexts.

  • Demonstrated leadership and innovative strategic thinking experience as well as operational management expertise in complex, insecure and fluid contexts with multi-disciplinary, multi-cultural and often partly remote teams and internal as well as external stakeholders across continents.

  • High level influence and representation and collaboration skills as part of the global humanitarian system with international and national donors, public audience, media, Government(s), academia, private sector on topics regarding humanitarian context solutions with local and multi-national business, social enterprises, innovation.

  • Knowledge of, and expertise in external partnering, including approaches, procedures, compliance requirements (due diligence, blocked party screening, etc.)

  • Excellent written and verbal communication skills plus strong presentation and report writing skills.

  • Proficiency in computer & online tools including Microsoft Office, Lotus Notes (or similar software), email, internet.

  • Demonstrated excellent inter-personal and negotiation skills.

  • Demonstrated problem-solving and analytical skills relevant.

  • 8 years of management experience in international humanitarian assistance operations.

  • Strong knowledge of the humanitarian sector including humanitarian Principles, standards and sectors.

  • Experience in an strategy development, international cross-sector collaboration and multi-sector portfolio management.

  • Good understanding of aid organization and private sector dynamics related programming.

  • Effective in written and verbal communication in English. Proficiency in other languages such as French and Spanish would be desirable.

Preferred Skills, Knowledge and Experience:

  • Ability to influence, coordinate and build strategies, tools and a cohesive team with clear deliverables and outputs that can be replicated and scaled up in the future.

  • Extensive experience in external engagement and networking with institutional donors, Government, private sector, inter-agency bodies, academia.

  • Extensive experience in resource acquisition / funding.

  • Excellent interpersonal skills and great communicator.

  • Demonstrated experience with implementing humanitarian partnering strategies for humanitarian and/or recovery and development programming.

  • Understanding of the benefits of and organizational barriers to effectively using and expanding humanitarian partnering approaches.

  • Experience researching, designing and implementing partnering strategies.

Work Environment/Travel:

  • Frequent international travel (30%) including field visits in humanitarian responses, external engagement/ representation at international conferences.

  • This role involves contributing to the facilitation and coordination of a virtual, geographically-dispersed multi-sector, multi-ministry teams and programming and humanitarian operations network.
