1. WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, World Vision’s (WV) work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 18,000,000 (FY18) with funding from 16 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non Sponsorship (PNS)/Grants (30%). World Vision International-Vietnam employs about 420 staff, of which 99% are Vietnamese nationals.
In 2019, World Vision Vietnam is implementing 37 Area Programs (APs) which operate in 5 zones: North 1 (Hoa Binh, Dien Bien), North 2 (Yen Bai, Tuyen Quang), North 3 (Hung Yen, Thanh Hoa, Hai Phong), Central (Quang Tri, Quang Nam, Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s APs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. A uniqueness of WVV’s AP approach and structure is that team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
2. PURPOSE OF POSITION:
Nam Tra My is in Assessment Phase during time from October 2019 to March 2020, this position is to provide support to AP Manager in building relationship with local partners and people in Nam Tra My district as well. Furthermore, as AP coordinator role in the Assessment Phase, (S)he will support to conduct data collection at the potential communes such as primary data and secondary data collection. This position is also to work with Technical Programme Officer to get more support and advance on how to conduct events effectively and good assistance is to AP Manager to complete the Assessment Report.
The AP Coordinators will work under supervisor by AP Manager to complete the tasks as bellow:
COORDINATION AND PROGRAME ASSESSMENT (Time Spent: 70%)
Assist AP Manager to build effective working relationship with local partners by sharing information, introducing WVV’s value…
Good assistance is provided to AP Manager in raising awareness of WVV’s Christian, child-focused and community-based philosophy and approach to development among local district partners
Assist AP manager to establish Start group to conduct data collection at the related departments as district level and potential target communes
Work with TPOs, PEU to ensure the technical support when conducting the survey in the potential target commune (group discussion, community consultancy, KII…)
Work directly with local partners to conduct data collection to have quality information for Assessment Report
Combine with local partners to Implement activities according to the approved AP plan and budget
Assist AP manager to organize trainings/workshops
Assist AP manager to complete the Assessment report
ADMINISTRATION (Time Spent: 30%)
Support to fill the related documents of the data collection such as primary and secondary data, evident of KII minute, group discussion minute…
Prepare and coordinate the meeting with local partners based on the approved POA
Support to buy stationaries to conduct data collection at the potential communes and meetings

4. KNOWLEDGE, SKILLS, ABILITIES:
Bachelor degree in education, or public health, or community development, or social work or business administration.
Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes.
Basic knowledge and understanding of key aspects of development work; including health, education, economic development, HIV and AIDS programming, food security, cross-cutting themes (e.g. gender, child protection, environment, disability), and integration of advocacy and disaster management in development programming.
Knowledge in capacity building for local stakeholders/partners.
Skills in facilitation of development processes, including organisation, mobilisation and influence of partners (especially at district level) and networking among different development partners.
Demonstrated capacity in project management, with conceptual understanding and required competency in DME functions.
Strong interpersonal skills and well-developed written and oral communications skills in Vietnamese.
Good English skill.
Solid computer skills in Word, Excel, PowerPoint and email.
Ability to think critically and reflect.
At least 5 years work experience in community development.
Experience in program implementation, community mobilization and participatory approach would be an advantage.
Experience in capacity building for local stakeholders/partners.
Experience of working with ethnic minorities.
Work with a medium of supervision
Frequent interaction with the government officials of the technical departments.
