Purpose of Position

To provide management leadership and support to all ongoing and newly acquired grants-funded (government, multilateral, private and corporate grants) and Private Non Sponsorship (PNS) projects and to all Gift In Kind (GIK) resources in a manner that enhances World Vision Ghana competitiveness in non-Sponsorship resources acquisition and management and capacity to deliver against its strategic objectives.

Major Responsibilities

Supervise and support Project Managers/Coordinators

  • Disseminate and support implementation of WV Ghana’s policies, guidelines, values, new directions and performance standards to Grants and PNS projects teams.

  • Work with WV Ghana People and Culture (P&C) and Finance and Support Services Departments to ensure grants and PNS projects are adequately supported through timely recruitment, fund disbursement, procurement and logistics.

Monitoring, Evaluation & Reporting

  • Support grants project managers/coordinators and clusters managers in charge of PNS projects in utilizing M&E systems and requirements. Ensure timely, accurate and consistent reports from the grants/PNS projects to donors, support offices and other stakeholders.

  • Track and monitor implementation and reporting for all PNS projects and communicate on time with the Support Offices on these (implementation and reporting), escalating exceptions to the line managers as and when needed.

Compliance

  • Support grants projects managers/coordinators and clusters managers in charge of PNS projects to understand and comply with the requirements and standards of the approved grants/PNS (burn rate analysis, execution milestones, reporting requirements, etc.)

  • Ensure grants projects managers/coordinators develop implementation plans for audit recommendations, monitor implementation of the plans and report against them.

Grants and Private Non-Sponsorship (PNS) projects Implementation

  • Develop and implement a start-up plan for every new grant project and with the support of the RAM manager, engage in further negotiations and adjustments with the donor, support office and/or other partners.

  • Plan for and facilitate training and programming support in technical programs areas – WASH, food security, nutrition, health, education and child protection & participation – in collaboration with Technical Programs Managers.

Gift In Kind (GIK) Resources Utilization and Reporting

  • In collaboration with Finance and Support Services Department, ensure adequate tracking of GIK shipments, clearance processes, transportation to warehouses and distribution to requesting APs/projects are done on time with minimal risks.

  • Maintain effective communication with donating SOs on all shipments, and allocate GIK shipments to Regional Warehouses based on approved Annual Shipment Allocation Plan

  • Ensure adequate monitoring, reporting (monthly, semi and annually) on the use of GIK resources and its contribution to the achievement of the AP/project/TP objectives and to the well-being of children.

GIK Resources Planning

  • In collaboration with Technical Programs (TP) Managers and Clusters Managers, ensure that all GIK needs for Area Programs (AP) are appropriately identified, assessed and integrated into the APs Technical Projects annual plans and budgets.

  • Collate all the APs GIK needs into annual GIK Planning Chart in collaboration with the Global GIK Group, review and accept GIK shipment offers on behalf of the National Office and ensure that their total value is captured in the NO budget.

Minimum education, training and experience requirements

  • Master’s or post-graduate diploma in development studies, management studies or other relevant professional qualification.

  • 5-7 years of experience in grants project design and management

  • Persuasive presentation skills: face-to-face and in public settings
