Job Description

GIS Coordinator

To provide leadership and management to cluster staff (of 2 to 3 Area Programs) by ensuring that allocated Area Programs resources are used as per World Vision Ghana and World Vision International policies, procedures and standards to attain quality program performance.

The Package

  • The positions is based in National Office

  • S/He reports to the Programme Effectiveness Manager.

Key Responsibilities

  • Lead, review and process the development of NO GIS framework and tools.

  • Support the review and development of a mobile phone M&E system.

  • Lead the review and development of the WASH GIS framework and tools

  • Prepare, manipulate, and manage all data and systems for the timely update of World Vision operating and monitoring systems.

  • Support the NO to adopt a Mobile data collection system for M&E using DoForms, AKVO FLOW or any other recommended platforms.

  • Identify emerging GIS and mobile monitoring applications to be assimilated, integrated, and introduced within the National Office.

  • Provide assistance to all Area Programs and GI-WASH Project on data collection, review and entry in the Horizon GIS Field monitoring system and any other mobile monitoring system used.

  • Responsible for setup and update of all technical data on WASH infrastructure using ArcGIS desktop and Horizon GIS Field monitoring system for GI-WASH program.

  • Verify the accuracy and validity of data entered in the Horizon GIS Field monitoring system; correct any errors.

  • Provide quality control with regard to data capture (data conversion), the evaluation of data acquired from outside of the National Office (data standard) and GIS database development.

  • Provide support for any project database if required.

  • Set up Horizon 3 GIS profile for all projects

  • Lead data collection and analyses for all sectors relating to global schema

  • Lead the use of Horizon GIS output for monitoring

  • Update GIS Horizon with current data

  • Utilize GIS and mobile monitoring techniques to provide a better understanding of certain variables in a given geographic location

  • Produce detailed, high-quality cartographic products (digital and hardcopy) and accompanying reports in accordance with technical guidelines and needs

  • Compile, manipulate, and refine geographic data from a variety of sources including public domain, field observation, satellite imagery, aerial photographs, and existing maps

  • Ensure the acquisition of appropriate equipment for GIS and mobile monitoring ensuring data integrity

  • Coordinate data entry as required for CWB reporting

  • Support the capturing of lessons learned and best practices, ensuring standardized methodologies and alignment with WVI KM systems and processes

  • Carry out analysis using tools on ArcGIS Desktop and producing maps that will be used to inform programing decisions.

  • Recommending and, where appropriate, develop GIS and related training programmes.

  • Prepare and contribute to presentations on GIS methods and results.

  • Lead in analyzing GIS related workflows and the assigning or scheduling of work to meet priorities and goals.

  • Build the capacity of NO Staff in the usage of GIS and mobile monitoring tools and systems

  • Lead NO and other WV entities for any GIS and mobile monitoring needs

  • Serve as the National Office point of contact on GIS matters.

  • Provide support to WV partners, communities and Government institutions for the development and implementation of GIS and mobile monitoring initiatives.

Education / Work Experience / Key Competencies

  • Degree in Earth sciences/Geography/Geodetic. Master’s degree with demonstrated coursework in the application of GIS/Remote sensing techniques to issues in resource management, planning or a closely related field would be an added advantage.

  • 3 years of experience in GIS, and considerable knowledge of computerized information system. Experience in the following areas would be a strong advantage: M&E framework, Field monitoring Systems, Mobile applications M&E system under DoForms, AKVO FLOW, etc.

  • Certifications in GISP or Certified Mapping Scientist, GIS/LIS

  • Good understanding of remote sensing methods and techniques.

  • Knowledge in GIS, Maps & Graphs designs presentations

  • Good understanding and workable knowledge of WV Horizon 3 would be an added advantage

  • Must be a committed Christian, able to stand above denominational diversities.
