Senior Program Manager - Global Fund TB Program

Job Description

PURPOSE OF POSITION:

  • To provide field level Project management leadership to the Global Fund TB Program of which World Vision is Principal Recipient.

  • The position will provide operation and technical support and leadership to ensure quality, implementation and local capacity development for effective implementation.

  • The position will spearhead operationalization of integration of TB grant with other WV health programs; as well as with other projects outside WV such as ENGAGE TB initiatives.

  • This position will work with NTP managers, Sub recipient organizations, and WV Staff in charge of Health and Nutrition and those assigned to this project at field level to ensure effective implementation of the project.

  • The person will lead and coordinate the implementation of all the facets of this project including Multiple Drug Resistant (MDR) TB Response, TB-HIV collaborative interventions, Practical Approach to Lung Health (PAL) and Public - Private Mix (PPM) and Community Outreach interventions to achieve set program targets.

  • The person will coordinate both internal and external stakeholders to identify sites establish diagnostic and treatment protocols in news sites and ensure sustained services in all sites.

  • As the link between WV and NTP, and together with Health and Nutrition managers, the person will speared engagement with MOH to promote integrated programming and work with sub-recipients to create linkages with other health program (GAVI, JHNP) and the WV Food Assistance program.

KEY RESPONSIBILITIES:

Design and Planning:

  • Ensure all field partners (SRS and NTPs) adequately understand the approved project by breaking it down and disseminating the contents appropriately.

  • Provide relevant information for project design and concept/proposal development.

  • Participate in ongoing meetings to incorporate any changes into project design arising from changes in the context.

  • Ensure use of approved planning tools such as DIP, PPF, ATT, ITTs.

  • Guide and direct the development of work plans for sub recipients/partners.

Operation Effectiveness:

Overall Project implementation Leadership:

  • Ensure overall operation effectiveness.

  • Undertake regular field visits to project sites to verify adherence to set standards and processes.

  • Coordinate with program, finance and administration staff to ensure operational systems and tools are in place to support field activities.

  • Supervise and mentor facility-level sub-recipients partners in the proper implementation of TB/PAL diagnosis and treatment protocols.

  • Ensure data quality from the field locations and providing reports to DM&E function to target improvements in data quality.

  • Ensure program implementation is on course and compliance to the PR and the donor guidelines.

  • Ensure that tracking of project implementation on indicators against planned targets is ongoing.

  • In close collaboration with Food Assistance team monitor and mentor sub-recipients in the implementation of food for TB programming, promoting high quality, accountable storage, usage and tracking of commodities.

  • Ensure sub-recipient integration plans are in place to promote linkages with other health program (JHNP, GAVI, HIV).

  • Foster the development of initiatives that creatively and innovatively address the core components of ACSM and link it to the key technical aims of the NTP.

  • Build the capacity of sub recipients (including MoH) to collect, analyze, report and use program data from community, district and national levels.

  • Ensure HMIS for TB (e-TB) is functional at the field level.

TB Outreach for Key affected populations (KAPS):

  • Work with WHO and other stakeholders to comprehensively map out locations of KAPs before implementation of outreach activities.

  • Work with sub-recipients to develop effective interventions for TB outreach that address KAPs.

  • Ensure high standard of implementation of outreach activities by ensuring.

  • In collaboration with M&E team, develop checklist for monitoring implementation of these proposals.

  • Support and maintain data base of all reports pertaining to KAPs outreach projects.

  • Prepare and conduct regular sessions with individual SRs involved in KAPs outreach for purposes of supporting their operation and developing their capacity.

  • Document best practices in KAPs outreach.

Strategic support for Practical Approach to Lung Health (PAL) and Public-Private Mix (PPM) and MDR Activities:

  • Provide technical leadership to PAL and PPM teams in the field.

  • Regularly monitor PAL and PPM programs to ensure high quality implementation, and reporting.

  • Work with PAL, PPM and ACSM field teams and with other programs (GAVI, Joint Health and Nutrition Program etc.) to promote effective integration of TB interventions into the Primary Health Care and general health sector.

  • Ensure establishment and maintenance of data for all MDR-TB clinical activities.

  • Provide oversite to activities of the various MDR-TB management facilities.

  • Work closely with NTPs, various ministries of health, WHO and other stakeholders to ensure that MDR-TB program is in line with strategies and objectives of the National TB program and MDR-TB national strategy.

Monitoring, Evaluation and Reporting:

  • In Liaison with NTP managers, ensure Quarterly review meetings take place in all the zones.

  • Conduct periodic site visits and onsite data verification and data quality audits.

  • Monitor program detailed work plans and budgets as required.

  • Supervise and ensure quality in program data collection, collation and analysis,.

  • Ensure effective communications, timely reporting.

  • Provide periodic reports/updates to the Chief of Party on the project progress based on an agreed reporting tool ensuring they meet both quality and timelines thresholds.

  • Provide information, human interest stories and materials as required for fundraising by WVUK.

  • Document best practice in MDR-TB treatment.

Overall Management and Partner Capacity Building:

  • Provide direct management of Laboratory Specialist, ASCM coordinator &, Pharmacist.

  • Provide indirect management of Project coordinators and NTPs.

  • Lead capacity building of field level staff, NTP and SRs to ensure implementation effectiveness and ongoing improvements.

  • Lead in implementation of capacity building plans for Sub Recipients and NTPs.

  • Implement Capacity building plans based in the initial capacity assessment met reports during contracting.

  • Build the capacity of sub recipients (including MoH) to collect, analyze, report and use program data from community, district and national levels.

  • Ensure conflicts directly/indirectly related to the grant are resolved.

KNOWLEDGE, SKILLS & ABILITIES:

  • Must have outstanding oral and written communications and relationship skills.

  • Must be willing to perform other duties as required.

  • Advanced Degree in the Medical Field. Master’s in Public Health or equivalent is an advantage.

  • Experience in managing Global Fund TB program.

  • At least 5 years field experience in Community/Public Health programming and management in an NGO set up.

  • Knowledge of humanitarian industry including sphere standards, NGO code of conduct and humanitarian charter.

  • Fundraising experience; identifying funding opportunities; networking with donors and stakeholders and designing quality proposals.

  • Very strong management, communication and communication skills.

  • Strong problem solving, interpersonal and negotiation skills.

  • Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.

  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.

  • Ability to work in and contribute to team building environment

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

  • Ability to cope and deal with stress and work under stressful work conditions is a requirement.

  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context

  • Knowledgeable of MS Word, Excel, Power Point etc.

Working Environment / Conditions:

  • Available to represent World Vision Global Fund program in various fora as required.

  • On call to serve on emergency and crisis response team.

  • Available to serve in working groups as required.
