Grants and Special Projects Manager, Haiti

Job Description


The Project Manager will provide oversight to World Vision Haiti grant and PNS projects. He will collaboratively work with the other key functions including HEA, Grants Management, Strategy DME to:

  • Establish effective working relationship, adequate referral and networking with relevant LNGOs, INGOs, UN agencies, and other civil society groups for project implementation.

  • Ensure excellence in implementation in terms of impact, reporting, and timeliness.

  • Enhance staff capacity and position World Vision l to ensure donor compliance and WV grant minimum standards.


Provide overall project management and compliance:

  • Project goal and impact are achieved through effective and efficient project management.

  • Project phase in, phase out, transition and sustainability planning and extension, are in place as required.

  • Phase and Yearly budget, details implementation plan, and operational strategy are in place and approved in line with Project Design and donor requirements.

  • Baseline survey, project review and evaluation are in place, according to the schedule.

  • High quality coordination maintained in local, regional and National level.

  • Use performance management to ensure high quality output and performance of staffs.

  • Project stakeholders provided with comprehensive documentation and each stakeholder clarified on duty bound activity.

  • WVH Support teams (Finance, Logistic, P & C, etc) are clarified on procedures and reporting process quality and timeline.

  • Regular meetings conducted among Project team members on progress work and further analysis on needs for change to donor requests through open and constant channels of communications with donors

  • Appropriate tools and strategy to monitor the progress and quality and impact of the project are developed and implemented.

Networking and Advocacy:

  • Developing and sustaining work relationship with internal/external stakeholders of WVI Haiti.

  • Develop strategic relationship and partnership with key stakeholders at National, Regional and Communal Level.

  • Interact, build and nurture effective working relationships with SO, relevant GO/NGOs, United Nations Agencies, and Civil Society Organizations in order to foster coordination, collaboration and partnership.

  • Serve as a resource person for disseminating knowledge and skills to GOH/NGO and other institutions for WVI Haiti profiling. Established adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders.

  • Efficient systems in place will intend to qualitatively impact the relationships with donors and other beneficiaries.

Financial Management/Policy adherence:

  • Accountability and quality management system in place.

  • Obtained Limited Risk in the Internal and GC audit.

  • Ensure Internal control mechanisms in place, are applied.

  • Ensured 100% compliance of procurement policy both in WVI Haiti and from the grant funder.

  • Ensure and monitor the allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation.

  • Monitor on monthly basis actual expenditures and compare them with the implementation model, budget requirements, review the budget if needed with the Finance team and other stakeholders who are implementing the project.

  • Project budget utilization achieved by 100%.

Capacity Building:

  • Organizes training, reflection, lessons learned workshops.

  • Leading to increased Project impact.

  • Facilitate for building capacity of Project Team and implementing partners.

  • Dissemination of lessons learnt and best practices from major program interventions.

  • Support staff so that they have enough capacity/necessary skills to engage with.

  • Ensure that systems are in place to support effective project compliance and positive audit results, and that staff understands this system and follow it accordingly.

  • Contribute and communicate for similar project development to the acquisition team as necessary.

Documentation and Reporting:

  • Monthly, quarterly, semi-annual, annual and other program and financial reports prepared and in placed and documented in time aligning with project design and donor requirement.

  • Develop reports as and when required.

  • Maintain database management in Horizon for Project as per requirement.

  • Qualitative reporting and implementations models ensured.

  • Capture evidences of good practices in regular basis.


  • Bachelors (Preferably Masters) degree in project management, international development, NGO leadership, Rural Development or relevant discipline.

  • Demonstrated depth of experience and effectiveness preferably in an NGO context in working with community/grassroots people and organizations, specially focus on health, Nutrition WASH.

  • Extensive experience and recognized expertise in models and methods of training, facilitation and capacity building, Project Management and organizational development for staffs, communities.

  • Strong leadership and communication skills, Strong capacity for coordination, supervision and staff supervision.

  • Strategic, creative, and innovative thinking.

  • Excellent verbal and written communication skills; Demonstrated interpersonal skills that inspire confidence, respect and trust.

  • Good Knowledge of the different technical development sectors such as food security, nutrition, etc.

  • Great French , creole and English oral and written communication skills.

  • Ability to learn new concepts and train others on these concepts.

  • Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies.

  • 3-5 years’ experience in project management as a manager.
