Ensure financial management of World Vision International Haiti programs/projects, including budget monitoring and control, production and analysis of financial reports, and compliance of operations with WVI and donor financial policies and procedures. Ensure the regular review and implementation of the control systems in force and the capacity building of the Finance team for effective and efficient management of resources. Advise the CFO on the strategic alignment and management of resources, and help ensure the organization's financial accountability, the safeguard of assets, and compliance with applicable laws and regulations.


Grants & Programs Financial Management:

  • Promote the financial accountability of World Vision International Haiti (WVI Haiti) in the management of programs/projects of any category (Sponsorship, Grants, PNS) in accordance with the Generally Accepted Accounting Principles (GAAP), WVI's financial policies and procedures, and donor regulations.

  • Ensure appropriate grant financial monitoring frameworks are in place, and operating satisfactorily in the National Office to support ministry objectives.

  • Proactively identify and escalate grant financial and/or operational management issues as necessary in coordination with WV Haiti’s Finance Director.

Financial Management of Partners:

  • Ensure that all country expenses (Port-au-Prince and Bases) are entered into the Sunsystem accounting system in a daily basis and that the allocation of these expenses to accounting codes and donors is correct. It ensures the monthly closing of the country's accounts (bank reconciliations, cash counts, the closing of advances, etc.). He/she ensures that all supporting documents for expenditure are verified and properly classified to ensure internal and external accountability.

  • He/she ensures that the cash management policy is in place and applied (bank signatories, cash management, basic cash transfers, advances, money security rules, etc.) to guarantee good cash -flow and avoid possible fraud.

  • Preparation of monthly cash flow forecasts/needs which will be sent to headquarters for validation and transfer of funds.

Capacity Building:

  • Co-planning and Facilitate capacity building initiatives of WVI Haiti's financial and accounting policies, procedures and controls, and donor regulations to ensure an appropriate financial performance on programs and projects.

  • Foster an environment of experience sharing (at FO, Regional and global level) and a learning passionate mindset across WV Haiti’s program and project finance staff. Promote an active participation of WVI Haiti program and project finance staff to global and regional trainings, forums and learning communities.

  • Ensure succession planning for WV Haiti’s Grant, & Programs Finance Manager are in place.

  • Strengthen the capacities of the Finance team through performance coaching and the provision of orientation and training opportunities that can facilitate their personal development.

  • Ensure the integrity of the financial and accounting data of WVI Haiti and ensure the organizational alignment of the office in terms of financial performance indicators of the WVI partnership.

  • Ensure the protection of assets (cash, the right values) and make cash available for the smooth implementation of projects and programs.

  • Supervise program/project finance teams and ensure that they have the skills and expertise necessary to promote compliance with donor requirements in the management of different funding.

  • Set up and maintain a mechanism for monitoring the portfolio of Grants and PNS to include all the relevant information on these projects in order to facilitate their access to the various users and decision-makers.

  • Ensure that financial transactions are verified for completeness, the correctness of figures, and consistency of coding with approved budget lines, WVI Standards and donor regulations.

  • Ensure that monthly and quarterly Grants / Projects financial reports are prepared and submitted in accordance with WVI and support office financial policies and procedures, and donor requirements.

  • Coordinate budget preparation processes for new project proposals (Grants / Private Non Sponsorship: PNS) in collaboration with the RAM team at the National office and support office teams.

  • Liaise with support offices and donor agencies to ensure that Grants / PNS funds are committed to the database in a timely manner.

  • Collaborate with Auditors during internal or external audit reviews, and ensure that their requests for documents are met on time.

  • Coordinate responses to project audit reports and contribute to the implementation of recommendations within a reasonable timeframe.


  • Master's degree in Accounting, Finance or Economics or diplomas deemed equivalent.

  • Fluency in French and English (written and spoken).

  • Knowledge of Sun System accounting software preferably; advanced level in MS Excel.

  • 3-5 years of experience as a manager in the financial management of projects / programs, preferably grant projects (Grants).

  • Certification in Grants Management.

  • Diploma of Chartered Professional Accountant and / or a good knowledge of the accounting and financial management system of World Vision would be an asset.


  • Experience in the management of government and multilateral grants.

  • Experience in producing financial reports and monitoring / analyzing balance sheet accounts.

  • Experience working with various donors.

Work Environment/Travel:

  • The position requires the ability and willingness to travel domestic and international up to 20% of the time.
