WASH Advisor, WV Haiti

Job Description

PURPOSE OF POSITION:

To provide technical leadership, partnership coordination, management, monitoring that helps World Vision International Haiti enhance the quality and quantity of WASH programming in line with the strategies of the national office and priorities of donors and the communities.

KEY RESPONSIBILITIES:

Strategic Planning:

  • Define and implement strategies to obtain expected results for the WASH components of WVIH Child Survival technical approach and the special projects.

  • Play a key role leading needs assessments, surveys and research in WASH areas.

  • Liaise with government offices and other NGO’s to present and discuss strategies and issues related to World Vision’s WASH Strategy.

  • Attend related seminars, conferences, workshops as required or requested.

Performance Management:

  • From existing standards, specify quality standards for programs and establish criteria to facilitate the follow up on program quality issues and supervision to ensure program performance.

  • Manage resources and implement WASH activities, including construction and rehabilitation of water system, sanitation infrastructure and promoting good hygiene practices of HHs within WVIH intervention areas.

  • Conduct technical staff appraisals on a periodic basis and identify job improvement needs of the key staff and implement plans to upgrade their skills.

  • Ensure the integration of WASH activities with other World Vision funded programs and sectors such as Child Protection, Finance, and Health, for greater impact.

  • Work with the WASH Engineer and Project Manager to plan, implement and manage WASH projects in all the APs and any other area of intervention as our Operation WASH portfolio may expand.

  • Prepare and submit monthly, quarterly, semi-annual and annual reports in a timely manner.

  • Develop materials to ensure high quality supervision of contractors.

  • Conduct regular meetings conducted among Project team including potential consortium members on progress work and further analysis on needs for change to donor requests through open and constant channels of communications with donors.

  • Maintain a monitoring and evaluation system to assess the impact of World Vision activities.

Resource Development:

  • Support GAM units with the design, coordination and monitoring of WASH projects.

  • Position WVIH as a lead agency on WASH with local and international donors.

Networking and Advocacy:

  • Interact, build and nurture effective working relationships with relevant GoH Entities, NGOs and private organizations in order to foster coordination, collaboration and partnership.

  • Educate on the key advocacy issues and plans to APs and NGOs and other relevant departments of WVIH.

  • Liaise with other NGOs/Health authorities, DINEPA/OREPA and any potential partner to ensure WASH activity integration, consultation and approval from relevant authorities.

  • Represent WVIH at interagency coordination and donor meetings on WASH.

  • Maintain good relationships with WVIH partners (NGO’s, GOH, Donors, CBO’s, etc.) to promote program implementation, build relationships and improve/protect the institutional image of World Vision, Haiti.

  • Represent WVIH and advocate for strategic issues in fora, coalitions and meetings on WASH issues.

Other:

  • Report any incidents, issues, or concerns in the general level of the organization related to issues such as abuse, child abuse, gender violence/discrimination, fraud, and any issues that go against the core values of a Christian organization such as World Vision.

  • Participate in the leadership of prayers and devotions of the organization.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor Degree or Post graduate Diploma in following specializations - Civil, Environmental, Hydraulics, Water & Waste or Public Health Engineering , Bachelors/ Master Degree in Management, Social Sciences or relevant area or equivalent qualifications.

  • A high level networking skills is required.

  • Have good oral and written communication in English, French and Creole.

  • Have strong experience with program design, monitoring, evaluation and reporting.

  • Have ability to facilitate processes, lead teams and transfer knowledge.

  • Have experience of working with local and international donors.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 50% of the time.
