Cash & Voucher Specialist - WV Kurdish Region of Iraq

Job Description

PURPOSE OF POSITION:

To Work closely with both project managers on ensuring implementing, monitoring, accounting and reporting of the Cash & E-voucher project is done as per donor and World Vision requirements. Participate and contribute to strategic engagement of food assistance through cash, vouchers or in kind intervention. To ensure proper monitoring of the implementation the Cash& E-Voucher Transfer Project in World Vision for Iraq/KRI emergency response, Work closely with the project managers on ensuring the project is implemented as per approved project design, log frame and plan of action. Ensuring staffs have a full commitment to set out duties for successful implementation as per schedule with quality reporting and correct documentation.

KEY RESPONSIBILITIES:

Coordination:

  • Work closely with the project managers to Ensure close coordination with WFP to confirm that the requirements are met, including but not limited to project funds payments and reimbursements for traders and project operational costs.

  • Ensure effective coordination with project, other WV departments (Finance, Technical sectors, Admin etc.) for successful accomplishment of the food voucher project objectives.

Leading:

  • Support the Project managers and participate and contribute to strategic engagement of the food assistance sector in the office and with outside stakeholders.

  • Following the agreed on plan of action, implement the program to schedule, reporting any delays and deviations immediately.

  • Manage the staff required by the managers, provide support and training to the office and field staff.

Coordination and Collaboration:

  • Coordinate and supervise if required the field coordinators, data officer, reporting team and monitoring team to insure strong implementation and correct reporting.

  • Support the Project managers to monitor, control and evaluate budget and actual expenditures, on a monthly basis and strictly adhere to WVI financial policies and procedures.

Implementation:

  • Work closely with the project managers to ensure E-vouchers distribution then payment for shop vendors is done timely. Submit voucher/cash request to WFP. Plan and monitor all field activities, i.e. appointments, meetings, cash / voucher distributions, monitoring and beneficiary follow-ups. Ensure that vendors are selected as per the agreed criteria.

  • Assist the project managers to prepare timely and period reports (monthly, quarterly), management reports, and other reports as needed. All information, data and reports generated in this project belong to WVI. Therefore it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.

  • Ensure close coordination with WFP to ensure project funds payments and reimbursements for traders and project operational costs.

  • Ensure close Coordination with Mobile Money Transfer agency and Camp authorities.

Networking:

  • Under the supervision of project managers, network with other projects, UN,non-governmental organizations (NGOs) and key agencies in the project area to prevent duplication and to enhance project quality, innovation and sustainability. Provide support or participate in the monitoring activities schedule by the M&E team.

Capacity Development:

  • Leads capacity development programs to ensure the project is in compliance with ots objectives and processes.

  • Work with the Project Managers to supervise and provide training for all other WFP voucher staff.

Other Roles:

  • Represent the NO in food assistance forums, food security cluster meetings and mult sectoral meetings.

  • Perform any other duties as required by the Project Manager or his/her designee.

  • Prepare timely and accurate periodic reports as required by the program manager and the response team.

KNOWLEDGE, SKILLS & ABILITIES:

  • BA or equivalent in Economics or Finance or related field College qualifications in business management, logistics or development-related field.

  • Four or more years’ experience in the sector of relief or development, with some expertise in project management, implementation, logistics / procurement.

  • Effective in written and oral communication experience working in an office environment and able to use a computer (word for windows excel software) and email is essential.

Preferred:

  • Experience in project monitoring, reporting and accounting.

  • Experienced in community mobilization and the ability to manage meetings with community leader’s faith based leaders, government officials, NGOs and other stakeholders (ensuring gender balance in participation). Interpersonal skills and cross-cultural sensitivity.

  • Experience in community development, MBA an added advantage.

Work Environment/Travel:

  • Office environment: typical office and field based.

  • Travel: Domestic and International travel is required.

  • On call: During normal working hours unless there is an emergency.
