PURPOSE OF POSITION:
Provide leadership in the design, development, planning, and management of grants and lead the Grant Acquisition Management (GAM) unit team. Supervise the resource acquisition and diversification, partner with national stakeholders and organizations to ultimately enhance WV Kurdish Region of Iraq (KRI) position and reputation vis-à-vis donors, national and international stakeholders and local communities. To ensure WV KRI’s funding income aligns with its strategic goals and objectives and provides the means for growth.
New Project Design & Resource Acquisition:
Lead the GAM unit by ensuring mature leadership by example and by providing capacity building and coaching to each GAM unit team members.
To ensure pro-active interaction and coordination with all other WV KRI departments and field operation teams to maximize synergy effects, support quality design of proposals, as well as facilitate solid and comprehensive grants management and compliance procedures.
Develop in collaboration with the Operations team a GAM plan, grant forecasting plans and annual growth plan for Relief portfolio
Oversee the program design process, including needs assessments, analysis, design, and proposal writing, and reporting.
Participate in actual project design, and implementation, in collaboration with the sector heads.
Donor Positioning / Internal and External Liaison:
Maintain funding grid and oversee sector-planning processes.
Assess program effectiveness and identify opportunities for new projects in collaboration with the Technical Advisors.
Preposition and engage with internal and external donors/stakeholders based on the GAM business plan.
Lead the development/maintenance and roll out of a Resource Acquisition and Management (GAM) strategy or plan in line with WV KRI Strategy and plan.
Represent World Vision at UN/NGO/donor meetings, joint agency assessments, and task forces.
Engage with Support Offices (SOs) on GAM strategy objectives.
Liaise/partner with Middle East and Eastern Europe (MEER) Resource Development Unit (RDU) for grant lessons learned, capacity building and regional alignments.
Develop and maintain links with local partners, NGOs, local governmental departments, agencies, churches, etc.
Facilitate close communication and collaboration with all counterparts on grant and program related issues and ensure WV is represented at coordination and working group meetings.
Empower Technical Advisors and ensure that they have strong links with the respective sector donors, clusters and government bodies.
Lead Technical Advisors team and ensure the sectorial projects are implemented per set targets and with quality.
Ensure the proper integration and collaboration of Technical Advisors with the field operations.
Ensure regular visits to the field and project sites.
Supervise Grant Compliance and ensure grants management tools are in place, followed and functional according to standards.
Grants reporting is up to date and timely in line with donor expectations and deadlines.
Lead process of preparation of monthly, annual and end-of-project narrative reports as required and per donor guidelines and overall program reporting as per internal requirements.
Support finance in allocating and tracking response funding to ensure response strategic priorities are funded and effective leveraging of available funding, including maintain a grant management system.
Facilitate Go-No-Go decisions for new grants and opportunities.
WV KRI GAM unit advises operational project owners on partnering and facilitates multi-department process of new project partnering selection.
Staff Management and Capacity Building:
Provide effective leadership to GAM team (SPO, POs and Technical Advisors) and ensure efficient succession planning and continuity.
Manage staff recruitment, capacity building and performance management for GAM team.
Familiarize one’s self on WV’s grant processes (i.e. Grant minimum standards and Proposal Pro online tool, and build GAM capacity of/ transfer knowledge to technical and field staff and Field).
Ensure optimization of GAM team’ s potentials through coaching, on-the-job training, and capacity building.
Security Management Responsibilities:
Abide by the security procedures and policies and report any breaches.
Participate in personal safety training and completed the online security training as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Must have a degree or equivalent in relevant fields of study such as International Development, Political Science/International Relations, Economics, Sociology, or other related field.
In-depth knowledge of project design, project management, project implementation and proposal writing.
Excellent written & spoken English. Arabic/Kurdish language is preferred.
Excellent communication, interpersonal, representation and negotiation skills.
Excellent analytical and writing (English) skills.
Sound planning, time management and administrative skills.
Ability to work under pressure, in a team, and for long hours if required.
Excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB Software.
Strong interest and understanding of issues related to poverty, civil society, health, child & youth development and humanitarian and emergency affairs.
High sense of responsibility and attention to detail.
Proven track record of coaching and capacity building.
Cross cultural sensitivity and thorough understanding of the local context, cultural and political situation.
Ability to communicate persuasively to all stakeholders.
Ability to build and maintain strong link and relationships with major NGOs, donors, government agencies, Support Offices, etc (external and internal).
Ability to interpret and present information with influence and impact.
Good understanding of the working of major donors, such as USAID, UN, CIDA, Aus Aid etc.
Good understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.
5 years of experience in Grants Acquisition and Management.
3-5 years’ experience of leading a team of diverse background and specialties.
Experience in working in culturally diverse setting.
Experience in working in Humanitarian and/or development.

Preferred Skills, Knowledge and Experience:
MA degree in social sciences, international development or equivalent.
Proven track record for multi-sector progGAMming experience.
Experience coordination with INGO’s and other key stakeholders.
The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
