Community Officer

Beit Jala


The purpose of this position is to facilitate community understanding, acceptance and implementation of WV JWG’s development approach in target communities.

  1. Building relationships with communities

  • Represent Zone Office and JWG approach & values in to target communities and act as the point person for the village level coordinating with other staff their implementation of activities..

  • Build constructive relationships with diverse groups within communities including women and children in order to understand community dynamics, issues and development needs.

  • Provide conduit back to JWG on community needs and performance of JWG in meeting those needs.

  • With Zone technical staff build Zone and NO office understanding of target community needs

  1. Catalyst and facilitator, working with partners

  • Enable and facilitate networking and connections among local community level stakeholder groups and between local partners

  • Facilitate an empowering based approach to formation and participation of community organizations in JWG programming.

  1. Build community and partners’ capacity

  • Assess, train and coach partner community groups on skills and self-assessment methods to build capacity for management and monitoring of local initiatives.

  • Facilitate community participation (including children and women) in the gathering of, reflection of local needs and JWG programming.

  • Participate in and support the development and implementation of community based monitoring and evaluation tools and measurement of program/project impact.

  • Facilitate and educate community partners to access funding and other needed resources for their own development.

  1. Program planning and implementation

  • Supervise and lead the work of the community monitors in the designated areas and ensure their thorough implementation of the sponsorship activities.

  • Ensure that the community monitors communicate the right messages to the community members

Working with other staff to facilitate the sponsorship integration in programming and to facilitate the implementation of the TPs activities at the field level.

  • Support the different project officers (PO) and facilitate the implementation of technical programs at village level

  • Prepare and implement a work plan with project officers (PO) to insure integration activities are taking place at the local level.

Sponsorship facilitation

  • With CESP Coordinator, undertake and implement annual planning for completing sponsorship requirement.

  • Liaise with registered children, their parent and community partners to make sure that SS standards are mainstreamed

  • Facilitate assessment of feasibility, risk management and community readiness for sponsorship in the context.

  • Assist community preparation for sponsorship by introducing sponsorship as a way of focusing the attention of the program on the well-being of all children – especially the most vulnerable.

  • Facilitate community understanding of it development impact and in particular child protection.

  • Facilitate intentional inclusion of RC and their families to participate in the program as among the primary beneficiaries

  • Facilitate community volunteers to monitor RC, and follow up RC monitoring, child right, participation and protection

  • Work with community monitors to achieve high quality of sponsorship standards at the area of work under the DF responsibility.

  • Grow in spiritual maturity and understanding and practice of incarnational ministry.

  • Develop strong understanding of local politics and how it affect development processes.

  • Be flexible and adaptable - the development facilitator is expected to progress in his/her growth and transformation as civil society groups and organizations also grow and become stronger.

  • Exhibit high collaborative spirit

Knowledge and Skills Required:

  • Degree in social science, or related subject in development

  • A minimum of 3 years’ experience including at least one year of development and facilitation with communities

  • Experience with program assessment, design, implementation, monitoring and evaluation processes.

  • Experience with faith, community based and child focused empowerment programs.

  • Good analytical and writing skills; Basic understanding of design, monitoring, and evaluation

  • Good interpersonal skills and cross-cultural sensitivity, abilities to work as a team.

  • Effective in written and oral communication; able to speak and write with a proper standard of English.

  • Strong computer skills including Word, Excel, PowerPoint

  • Strong understanding of community-led development work

  • Creative and able to apply innovative thinking, partnership building and problem solving skills;

  • Strong facilitation skills, including catalyzing, connecting, and building the capacity of community groups

  • Willingness to be flexible with hours and able to travel to the field (75% of the time).
