Operations Director, Jerusalem
PURPOSE OF POSITION:
To oversee the programmatic operations of the organization in the West Bank and Gaza, provide leadership and management support for strategic courses of action in Area Development and Grant-funded Programs; ensure strong strategic and annual planning processes are in place; ensure efficient and effective implementation of World Vision and key stakeholders’ strategic operational goals and objectives, promote the development of a culture of continuous quality improvement. The position is also responsible for the management, promotion and integration of grant-funding and sponsorship in all programmatic aspects of relief, development an advocacy work within the organization.
Stay abreast of, analyse and advise the National Director on trends in programming, operational, country and donor environments to facilitate strategic decision making and planning.
Provide leadership in the development, review, implementation and monitoring of operational business plans ensuring alignment with WVJWG’s Transitional Strategy, Regional & new Global Strategy.
Ensure all Operations Departments, Programs and Projects reflect WV’s Integrated Focus, and support WVI Ministry Objectives.
Ensure rolling multi-year growth plans for ADPs, grant funded and other programs are maintained and strategically aligned, taking the lead in negotiations with Support Offices and other donor entities.
Enable the process of strategic collaboration between WV and its partners at national, regional and local level and facilitate the process of strategic alignment and synergy of resources.
Lead the Child Protection, Sponsorship, Quality Assurance (QA) and Zonal Managers to identify and develop programming opportunities consistent with National Strategy.
Demonstrate high commitment and responsibility in working with the CP, Sp and QA managers to develop funding opportunities consistent with strategic objectives.
Ensure strong child participation principles and systems are in place to promote children’s input in to decision-making and advocacy activities.
Fully support WV JWG’s impartial approach of focusing on needy children from any ethnic, religious, political or social background.
Child Protection and Sponsorship:
Lead together with the Child Protection manager and staff, WV JWG’s new focus on Child protection and ending violence against children.
Work with the child protection and sponsorship manager to ensure integration of child protection and sponsorship at the field and national level.
Oversee the compliance of child protection standards, programmes and sponsorship with GC standards.
Work with child protection and sponsorship manager and staff to effectively and innovativelyto market the JWG sponsorship work to both communities and SOs.
Implement the new Transitional Strategy, by helping WV JWG to move towards the Technical Approaches of Child Protection, Resilience and Faith in Development.
Lead the operations and programme staff into the new mindset, culture and focus, so as to become a better partnering and externally engaging agency.
Ensure effective models of integration between funding types are developed and implemented.
Ensure all programs and projects integrate child well-being outcomes.
Support the development of accountability practices that enable communities to feedback on the services they receive from WVs programs.
Ensure that the Support Offices are kept up to date on all project and program developments.
Ensure that donor standards are applied and adhered to.
Approve operational reports and send them to relevant stakeholders and uploaded to appropriate databases.
Ensure that recommendations from program/project evaluations are addressed and implementation plans developed and accomplished.
Ensure strong DME and LEAP compliance in projects through effective collaboration between program operations and the QA department.
Ensure systems are in place to ensure all programs are producing quality designs and outputs that make a significant difference in the communities where WVJWG works.
Support and manage innovations and new initiatives to improve program quality and impact; enable organizational learning and reflection.
Provide strong leadership to the CP/Sponsorship and QA managers and departments, as well as the zonal managers and their field teams.
Provide a focused integrated vision for Operation’s Teams, ensuring that the new WV JWG Vision is communicated, understood and implemented.
Contribute to overall organizational leadership through close cooperation and support to the ND.
Select, coach, develop and manage a strong Operations Team building a culture of empowerment, high performance, transparency and mutual support.
Build the capacity of each Manager in the Operations Team in effectively manage their own teams.
Oversee and provide support to the operations team and integrated ministry managers to ensure effective collaborative processes, relationships and accomplishment of ministry objectives.
Actively participate in SLT and SMT and other senior management forums.
Ensure strong collaboration between Operations and the support functions including finance, P&C, procurement, Audit, administration, IT, communications and others.
Ensure that the communications and representation of WVJWG with WV Support Offices and donors is of the highest quality and transparency.
Attend morning devotions and annual Days of Prayer and Spiritual Retreats with staff and work to reflect at all times Christian values and commitments.
Support the National Director in representing WV to donors, line ministries and partner organizations.
Lead the network of relationship with other international non-governmental organizations, government officials, CBOs, FBOs and communities in an effort to obtain experience and co-ordinate information regarding current and future works in the country.
Proactively contribute to Regional and Partnership forums, initiatives, working groups and networks.
Help WV JWG to implement its new strategy of becoming an open, engaged and partnering agency, which manages to increase impact, influence and income.
Advise, approve and evaluate operations budgets, operations funding, expenditures and accomplishment of ministry objectives.
Ensure integrated audit findings (international and local) are communicated to appropriate managers and an effective response is implemented.
Ensure the management and regular review of all operations budgets, project funding, expenditures and accomplishment of ministry objectives.
Oversee Operations Division compliance with all relevant sections of the Field Financial Manual including proper accounting systems and practices.
Stay abreast and involved in WV’s global standards and procedures, so as to keep WV JWG’s high compliance and quality levels within the partnership.
People Management and Development:
People manage the managers (Zonal Managers, QA Manager, CP/Sponsorship Manager), as well as their teams and direct reports. Provide leadership, guidance, support, assistance, Christian discernment and feedback to the Zonal and other
managers on strategic, operational and day to day issues.
Lead and participate in the recruitment, selection and development of key operations and integration ministry staff.
Oversee the process of identifying capacity needs in the overall ministry and work with P&C to develop plans for building team capacity.
Consistently appraise operation’s management skills and performance through coaching and personal development plans.
KNOWLEDGE, SKILLS & ABILITIES:
Master’s Degree in Development, Management Administration, International Administration or related field. Or Bachelor’s degree, if relevant sufficient experience compensates.
Able to manage change effectively.

Less than 40% in the field, 50% National Office, 10% travel abroad.
