Risk & Compliance Director – Syria Response

Job Description

PURPOSE OF POSITION:

The position provides leadership and oversight for Risk & Compliance Management across the Syria Response (Turkey, Syria, & Jordan) thereby contributing to the achievement of the organization’s objectives. The Syria Response Risk & Compliance Director promotes a culture of integrated and effective risk and compliance management within the Syria Response and works cross-functionally and collaboratively to achieve the functions objectives. Within the Syria Response the position will facilitate application of risk appetite and tolerance, coordinate risk assessments, identify operational and strategic risks, provide leadership in compliance reporting and incident management and facilitate

prioritization of risks and identification of risk owners. By applying an analytical approach the Risk & Compliance Director ensures appropriate strategic risk analysis and identification to WVI operations and programmes within the Syria Response. The position will also provide leadership, coordination and surge capacity in investigations with the Response environment and may be assigned to support offices outside the Syria Response within the MEE Region based on agreement between line-manager and matrix managers.

KEY RESPONSIBILITIES:

Enterprise Risk Management:

  • Champion the overall risk management process for the Syria Response as a value-added discipline and process, while keeping it as simple as possible to ensure business continuity and operational resilience.

  • Monitor and coordinate all operational risk management activities of the Syria Response, including identification, measuring, monitoring and mitigation (Risk Assessment process).

  • Maintain and evaluate the corporate risk register, including providing input into setting appropriate risk limits aligned with the Syria Response strategy.

  • Evaluate the design and operating effectiveness of the risk mitigation efforts and provide timely meaningful feedback to the organization.

  • Work collaboratively with Internal Audit to ensure that risks are identified for audit planning purposes and follow up / mitigation activities are appropriately evaluated.

  • Build strong partnerships with all departments across the Syria Response to understand the risks to their functions and report on it via periodic analysis.

  • Coordinate Business Continuity Planning activities for the Syria Response.

Strategic Risk Analysis:

  • Lead development and implementation of Syria Response risk management strategies. Ensure risk management processes and procedures are in alignment with the WVI Enterprise Risk Management Framework and the organization’s Risk Appetite Statement.

  • Monitor and analyze risks within the Syria Response environment and report on these risks to the Syria Response Director and the Senior Director of Operations at the Middle East & Eastern Europe Regional Office.

Incident Management:

  • Collaborate with Response Management of the three countries (Syria, Jordan and Turkey) on the continuing development, implementation and management of the Integrated Incident process/reporting system.

  • Coordinate the World Vision specific Integrated Incident Management (IIM) approach within the Syria Response to ensure that respective incidents are being reported, managed and followed-up on.

  • Ensure that incident are analyzed and relevant “Lessons Learned”, and After-Action Reviews, applied throughout the Response.

  • Coordinate the overall Incident Management process in response to crisis situations within the Syria Response.

Compliance Management:

  • Support the Organisational Compliance process in coordination with Response Management of the three countries (Syria, Jordan and Turkey) for adherence to corporate responsibilities.

  • Ensure the Syria Response’s standard operating procedures (SOPs) are well defined in compliance with internal organizational policies and procedures, applicable to external context and compatible with WV’s donors.

  • Together with respective functional and line management coordinate the implementation of policies, procedures and standards to ensure that staff within the Syria Response well understand these.

  • Ensure that relevant compliance violations are documented, reported and investigated according to respective policies and procedures.

  • Coordinate relevant NO compliance reporting for the Syria Response to internal and external stakeholders is in place.

Investigations Management:

  • Coordinate investigations within the Syria Response in response to incidents, allegations and complaints.

  • If necessary, create and supervise an investigative team on specific investigations where required.

  • Provide support to senior managers overseeing investigations (at country or response level), including guidance on best practice.

  • Ensure investigations are conducted legally, ethically, and on a timely and cost-effective basis.

  • Liaise with World Vision global partnership stakeholders on specific cases ensuring they are kept informed of case progression as necessary.

  • Input to investigation templates, identify and share best practice guidance as appropriate.

  • Deliver investigative training and surge capacity where necessary.

Other:

  • Provide mentoring to junior staff on risk management practices and theory in particular in the area of security risk management.

  • Provide surge capacity to the Turkey, Syria or Jordan country offices on needs basis, if required.

  • Perform other duties as assigned. There may be functions (essential or marginal) of this position not listed in this description.

KNOWLEDGE, SKILLS & ABILITIES:

  • Relevant Master’s degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. (General Management studies also considered).

  • Professional training on investigations / crisis management.

  • Sound knowledge of INGO risk management practices.

  • Understanding of setting threat or risk levels for specific contexts, considering the strategic and tactical situation as applied to humanitarian operations.

  • Understanding of program delivery in humanitarian relief operations.

  • Experience as investigator/crisis manager.

  • Proven experience in Risk Assessments, investigations and incident/crises management in the humanitarian context.

  • Previous experience in the professional risk management arena (UN/INGO, Corporate, Military, Law Enforcement, or Emergency Services).

  • Internationally recognized qualifications/certification in Risk Management or Business Continuity.

Preferred Skills, Knowledge and Experience:

  • Advanced management qualification in Enterprise Risk Management (ERM), Investigations, Business Continuity or Crisis Management.

  • 15+ years of proven cumulated experience in the professional arena for operational risk management role (UN/INGO, Corporate, Military, Law Enforcement, or Emergency Services).

  • 5+ years in a relevant permanent risk management role in UN/NGO, Private or Government Sectors. International risk management experience in a Regional and/or Global role in large multinational organization.

Work Environment/Travel:

  • The position requires ability and willingness to travel internationally.

  • This position requires also to travel to high risk security environments at short notice.

  • Management of high stress security events.

  • Flexibility in work hours is expected.
