Behaviour Change Communication Specialist

Job Description

POSITION Title: Behavior Change and Communication Spcialist

PURPOSE OF POSITION:

Successful implementation of the EU project named “Sustainable Food Security for refugees through environmentally responsible Solid Waste Management (SWM)” requires significant engagement with potential beneficiaries in order to sensitize stakeholder groups to the interventions proposed and build project support with community input, which will ultimately help determine the success of the project. The post holder, in coordination with the PM, will support the Project Team and the project implementing partner to ensure the successful implementation of the activities through:

  • Coordinate with DM&E team for the designing and conduction of a pre post KAP survey in the Azraq camp before and after interventions to pre assess the beneficiaries’ perceptions, knowledge, attitudes and practices on SWM before and after interventions;

  • Developing behavior change communication (BCC) strategy and advocacy tools for project activities, particularly sustainable SWM practices (separation at household level, hygiene promotion) and community mobilization;

  • Preparing the implementation of participatory planning, monitoring and evaluation of BCC activities in coordination with WVJ DM&E team;

  • Increasing capabilities of the project team, the implementing partner and related stakeholders i.e. government and other institutions to promote behavior change practices in recycling practices with participatory approach;

  • Developing ToR for SWM community mobilizers (SWM CMs) preparing training materials for CMs, training and coaching the CMs on effective techniques for community mobilization;

  • Advising on /applying innovative methodologies/techniques on BCC during the project cycle;

  • Work with DM&E team to develop pre/post tests and ensuring production of high standard IEC materials, manuals, guidelines to encourage positive behavior change in SWM practices.

Major Resposibilities:

Program management and evaluation

a.       To develop behaviour change communication strategy for EU project in Azraq Camp on the environmentally sustainable SWM practices, in coordination with the EU PM, WVI Jordan relevant departments and local implementing partner

b.       To assist the EU PM in mainstreaming BCC concept in project proposals on environmentally sustainable SWM practices

c.       To help prepare the implementation of participatory planning, monitoring and evaluation for BCC on environmentally sustainable SWM practices in collaboration with PM

d.       To update knowledge, skills and attitude of Project Team capacity in environmentally sustainable SWM

e.       To develop guidelines and manual for BCC tools and activities on the environmentally sustainable SWM

f.        To monitor the process and impact of BCC activities the environmentally sustainable SWM, the use of BCC materials and tools by analysing the feedback from beneficiaries, partners and other stakeholders’ response to the activities.

g.       To work with DM&E to evaluate the impact of BCC activities by analysing the behavioural changes and SWM practices of beneficiaries in Azraq camp and revise interventions accordingly

Advocacy and Communication

a.    To raise beneficiaries and stakeholders’ awareness on the importance of SWM behaviour changes, promotion of the concept of recycling and household level separation

b.    To contribute to stakeholders’ capacity building on environmentally sustainable SWM

Financial Management

1. To plan, manage and monitor all activities related to BCC component of the EU project in coordination with the EU PM and in line with approved project proposal and WVI Jordan office finance policies

Management Leadership

1. To update the EU PM about the context and project activities

2. To manage the Community Mobilisers’ activities in the project 

3. Lead community mobilization team and provide them with required technical/operational support

Human Resource Management

1. To develop the JD for SWM CM and be part of the hiring and induction panel

2. To identify the capacity of Community Mobilisers  

3. To develop orientation package and operational tools for Community Mobilisers

Education:

  • University degree in Public Health, Environmental Health or Social Development and relevant fields that covered basics for the Behavioral Change Concept

    Essential Experience:

  • Minimum 2 years of experience in developing social media/ behavior change strategies and conducting participatory behavior change activities

  • Minimum 2 years of experience in conducting training for PHAST and/or CLTS

  • Experience in emergency responses

Knowledge & Skills:

  • Community Led Total Sanitation (CLTS) knowledge & skills

  • Participatory Hygiene and Sanitation Transformation (PHAST)Solid waste managementRecycling

  • Excellent English Communication skills (oral and written)

  • Excellent writing skills in Arabic

  • Ability to design and develop reports, proposals, BCC strategies, tools and IEC materials

  • Ability to develop/ revise team implementation plans

  • Thorough knowledge of MS office and Lotus Notes

  • Knowledge of and adherence to the Red Cross and NGO Code of Conduct, understands other international development guidelines

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources

  • Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina
