Cash Programming Coordinator


Position Title: Cash Programming Coordinator


Senior cash programming officer will work under the supervision of Commodities Manager and matrix reporting to Sector Manager for Livelihood, Cash Programming and Distributions who has the overall responsibility for designing implementation; coordinating, overseeing and monitoring cash assistance activities, ensuring that objective are met through the effective and efficient implementation of cash based program, as well as capacity building support to WV staff and its local partners. The main objective of the Senior Cash Programming officer will be to ensure the development, implementation, monitoring. Reporting, project team management and evaluation of cash transfer programming activities, specifically conditional, unconditional, CfW and cash grants with different delivery mechanism and modalities. SCPO will also be responsible to develop strong working relationships with financial institution’s, local CBOs as well represent WVI Jordan in Basic Need working group meetings chaired by UNCHR to keep abreast of emerging issues and standards in cash based programming. The position will also consolidate information about what families used their cash to purchase and how it contributed to their wellbeing status with support and guidance from his line manager and DM&E unit.

The position will also:

  • Establish and maintain transparent, functional relationships with target communities 

  • Ensure daily activities at the field level follow implementation guidelines 

  • Ensure successful distribution of payments

  • As appropriate and necessary, mediate any conflicts between beneficiaries and the WVI Jordan.

Major Responsibilities:

Programming and Development

  • Assist in the collection of data, assessments and proposal development related to CTP.

  • Provide overall inputs into the strategic development and expansion of WVI Jordan cash programming and Livelihoods Program.

  • Prepare and maintain/update detailed CTP work plan(s) that support and achieve the overall grant timeline and completion date.

  • Provide direction and monitor implementation of the CTP work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.

  • Adopt and maintain relevant standard operational procedures (SOP) for cash interventions.

  • Manage the circulation and distribution of cash assistance instrument.

  • Ensure that CPO is maintaining beneficiary’s database and resolve the queries in conjunction of concerned departments.

  • Conduct field visits on monthly basis and maintain the MOVs for official record.

  • Conduct field visit prior to any planned distribution of Cash programming instruments (Vouchers / pre-paid cards, ATMs etc…) for ensuring the amenities and minimum distribution standards as per WVI distribution mechanism and strategy.

  • Manage/monitor CTP budgets and track expenditures to ensure that all spending is in line with approved budgets and timelines, including developing monthly program spending plan and cash forecasts.

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to WVI Jordan management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for WVI Jordan programs

  • Establish processes/systems that capture the information essential to ensure best possible reporting of financial, narrative and statistical information as may be required by government, donors and WVI.

  • In coordination with the M&E department, develop monitoring tools for cash modalities and ensure the monitoring reports are produced on time for management review.

  • Ensure that the project is carried out according to planned budget lines.

  • Adhere to the weekly and monthly reporting deadline advised by the line manager.

  • Establish Cash Based Programme body of knowledge for WV Jordan.

  • Establish CBP library with collection of internal and external literatures including learning Event reports, evaluation reports, Journals, etc…

  • Continuously assess and strengthening Cash Transfer Systems and approaches utilizing experience and lessons learned from previous Cash Transfer interventions.

  • Keep track of cash transfer projects performance, contribute in conducting PDMs and implementation of the learning in next transfers

  • Develop M&E budget and ensure the funds are adequate for monitoring.

  • Facilitate CBP training for WV Jordan staff.

  • Manage the project team and get quality results delivered and accomplished as per work plan.

  • Ensure compliance within project systems and procedures.

  • Represent WVI at BNWG at Amman and Governorates levels. Working to the objective of positioning WVI in a strong position to cluster and also with other sector key partners.

  • Develop and establish better linkages and collaboration between WVI partners, line departments and other direct stakeholders for getting useful scientific information, inputs and shared with the line manager to flow at community level.

Staff Supervision & Development

  • Maintain open and professional relations with other refugee response programs, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. 

  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews. Conduct WVI and partner staff training in CTP to build the professional capacities of livelihoods, and other related sector staff in the methodology.

  • Serve as the main focal person in the field for the WVI Jordan implementing partners for CTP; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination 

Education:University degree in Social, humanitarian aid or a relevant field.

Experience:Must have 3 years of proven experience in the field of food security and/or cash and voucher based programming and program management.

  • Experience in dealing with a local NGO partner in project implementation.

  • Excellent computer and database are essential

  • Prior distribution management experience

  • Good organizer, pro-active and dynamic with the right portion of common sense.
