The purpose of this position is to manage and coordinate the overall implementation of the Child Friendly Spaces component of the Canadian government (Global Affairs Canada – GAC) funded World Vision’s Protection, Education and Renewable Energy (PEARE) project, which aims at improving resilience of the Syrian refugees and the host communities of Jordan impacted by the crisis in Syria. The project will be implemented in four governorates of Irbid, Mafraq, Amman, and Zarqa and has three outcomes in early childhood/education, child protection and renewable energy sectors.

The job contributes to reaching the PEARE objectives through strengthening child protection at community level. This position will be based in Amman with frequent travel to the field.

Under the direct supervision of the PEARE Project Manager, and in collaboration with other program and operations staff engaged in PEARE, the Child Friendly Spaces (CFS) Coordinator will be responsible for coordinating the planning, set up, implementation, monitoring and evaluation of the CFS component of the project ensuring that project activities are implemented as planned, meeting the desired objectives and goals within the designated schedule and the budget.

At the community level, the CFS Coordinator will coordinate the establishment of eight child-friendly spaces providing holistic support services to approximately 1,600 Jordanian and Syrian girls and boys (ages 6-17). CFS will offer a multitude of services to children, such as informal education, sports, play and activities intended to restore a sense of normalcy, and life skills.

The CFS Coordinator will also coordinate and manage establishment of community-based child protection committees trained to identify and refer child protection cases (abuse, early marriage, child labor, etc).

Major Responsibilities:

Project Planning implementation

  • Participate in the recruitment of the animators that will be facilitating activities with children in the CFS.

  • Work with CFS staff and local partners to design appropriate support services to meet the social, legal and psychosocial needs of the vulnerable children identified.

  • Support the animators in the implementation of the daily or weekly activities and conduct various field visits to the different areas of operations to monitor and supervise the progress of the work periodically.

  • Assist the animators/volunteers in solving problems arising in the Child Friendly Spaces/youth activities

  • Encourage and ensure the participation of all groups of children, especially children who are the most vulnerable in Child Friendly Spaces/youth activities.

  • Supervise the Child Friendly Space animators in all the WV supported Child Friendly Spaces locations to ensure CFS/youth activity is open on time and animators have adequate support.

Ensure all activities and outputs are obtained in a timely manner, as outlined in the project timeline; keep track of timelines, outstanding tasks, upcoming activities; identify early warning signs and assist the teams to develop appropriate responses.

Capacity building and training

  • Participate in technical and other assessments of the capacity of local NGO partners to determine their suitability for partnership in child protection.

  • Participate in the identification of capacity needs of partner organizations and develop training materials and documentation required to deliver the programme.

  • Assist in the provision of appropriate training for the local partners, animators and / or volunteers, including children’s groups in the CFS on setting up and managing a Child Friendly Space, child rights, child participation, and child protection (including the Child Protection Policy).

Work closely with and provide ongoing support, mentoring and coaching for local NGO partners of the project, community structures and law enforcement bodies in implementing project activities.

Partnership and networking

  • Follow up with local NGO partners to ensure that all the finance requests, procurement requests, activity and finance reports are made on time.

  • With the approval of Supervisor, represent World Vision Jordan, and its program at field level Inter-agency meetings, workshops and conferences that are deemed to be useful to World Vision.

  • Effectively liaise and collaborate with the PEARE Project Manager, sector managers, specialists and coordinators at WVJ and seek guidance and support required for harmonized, effective and efficient coordination.

  • Work effectively with the local community and stakeholders; facilitate regular communication on the project implementation status/progress and challenges, if any.

  • Organize and lead monthly meetings with animators and partners on progress of implementation.

    Participate in WVJ meetings, prepare and present project progress reports based on regular site visits and information compiled in the field visits, reporting achievements and variances

    Monitoring, Evaluation and Reporting

  • In coordination with the Project Manager and the Design, Monitoring & Evaluation (DM&E) team, develop clear monitoring and evaluation tools to measure the quality and impact of CFS activities implemented by local NGO partners

  • Monitor the implementation of CFS project activities by local NGO partners and provide technical guidance where necessary based on CFS standards.

  • Responsible for the oversight of the CFS under the project, ensuring that activities are monitored and delivered to a high quality by the CFS Animators and Supervisors in each site.

  • Participate in internal and external project review, evaluations (if any) of the project, using these as opportunities to elicit and document achievements, most significant changes, challenges, learning and opportunities.

Ensure adequate documentation of daily activities, including schedules, lesson plans and attendance records for activities are received from partner organizations.

Child Protection

  • Identify key protection threats affecting the child friendly spaces and develop mitigation measures on a regular basis to ensure the safety and security of the chosen locations

  • Work with the animators and supervisors to identify, screen, document and report cases of children that are in need of additional assistance beyond the scope of the CFS (i.e. mental health services), and coordinate closely with other service providers to help refer and follow-up on all reported cases (on a case-by-case basis).

  • Comply fully and ensure partner compliance with WV’s Child Protection Policy and code of conduct

  • Any other duties that may be assigned by the supervisor

Education:Bachelor degree in a social development related field, (Education, psychology, sociology, specialized education or social animation). Post graduate education training is an added advantage.

Experience:Relevant experience of at least 2 years with reputable institution, national or international NGO

Knowledge & Skills:

Knowledge of the psychosocial guidelines and approaches related to children in emergencies context (MHPSS IASC guidelines, CFS Guidelines, etc.). A Good understanding of the DAP is an added advantage.

Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Community and Family Support as well as Children in Emergencies minimum standards.

Knowledge of and adherence to the Child Protection, Red Cross and NGO Code of Conduct

Interest in areas of child protection and/or education; background of dealing with children & young people.

Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management.

Must be computer literate, with knowledge and hands on skills with email and in MS Office Word and Excel. Experience with Power Point and Project Management software is an asset.
