Program Manager

Job Description

Position Title: Program Manager

PURPOSE OF POSITION:

WV Youth Resolve Program Manager will have overall responsibility for managing the overall MADAD funded program run by WV Jordan covering education, livelihoods and WASH sectors.

The Program Manager will be responsible of daily management of a team of 11 field staff, establishing, maintaining and enabling community relations and engaging with a multitude of stakeholders to ensure quality, timeliness, and effectiveness of all products and activities generated under the portfolio.The Program Manager will serve as the principal liaison with local government authorities, community stakeholders and relevant entities within World Vision Jordan.

Major Responsibilities:

Handle Overall Programs Management

Direct and oversee the program implementation, ensuring that all objectives are met through proper planning, adequate staffing, efficient implementation and quality assurance.

Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional input for donor reports that meet requirements.

Manage Program budget within approved spending levels and ensure accurate and timely financial reports internally.

Ensure projects expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits

Consistently look for more effective and efficient implementation methods and opportunities to increase impact on program level.

Participate and conduct on-going lessons learned with key staff and partners

Establish and maintain a monitoring, evaluation and learning process in collaboration with M&E team.

Lead quarterly learning events with project teams with lessons learned and best practices documentation established.

Escalate critical program issues early and openly, with specific focus on management issues quickly and fully.

Close cooperation with WV Jordan Grant Acquisition and Management(GAM) for implementation of the GAM objectives as well as close collaboration with Support Offices through Country Lead on donor positioning, lessons learned, grant health and quality improvements

Establish clear and frequent communication regarding program progress and oversight management with the donors.

Ensure Networking & External Engagement

Liaise with local government officials, local communities, relevant stakeholders as appropriate.

Build and maintain relationships with local authorities, community representatives, NGOs, and other stakeholders to ensure strong and effective working relationship, program sustainability to maximize the financial and technical resources of the project.

Manage Youth Resolve project staff

Supervise MADAD staff and assist them in understanding their role and in identifying appropriate solutions and addressing challenges responsively and effectively throughout the program.

Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

Ensure WV core values and principles are upheld at the project site by all staff.

Perform other duties as required

  • Attend and participate in capacity building trainings locally and internationally

  • Attend and participate in WVL’s spiritual nurture and other organizational events

  • Responsible for own security and actively contribute to a positive security culture; ensure project staff are aware of security risks and procedures

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

Perform other duties as assigned by the Line Manager

Education:

  • University degree in a field related to community development, program management, Education or social work, master’s degree preferred

 

work experience required as a minimum qualification for this position

  • Minimum of 5 years’ experience in community development work, ideally with refugee populations

  • Experience in leading projects and managing and supervising staff

  • Experience in managing grants and budgets

  • Academic knowledge in project management

  • Basic knowledge of accounting and finance principles

  • Experience with design, monitoring, and evaluation processes
