Programme Development & Quality Assurance Manager

Job Description

WORK CONTEXT / BACKGROUND:

Now into the sixth year of conflict, the Syria crisis has lead over 600,000 registered refugees to seek refuge in Jordan. This has placed an additional burden on Jordanian systems and host communities which support Syrian refugees.

Initially a humanitarian response, the context has widened to include programming across the programmatic spectrum – emergency/humanitarian, resilience/transitional, and development. With no end in sight to the Syrian conflict, this broad based approach to programming will assumedly continue into the future.

The World Vision International – Jordan (WVJ) office expanded rapidly in 2013 to respond emergency needs of the massive Syrian refugee influx into Jordan. Throughout the last three years, the office has developed in size, geographical reach, and technical areas. Additionally, mirroring the needs of Syrian crisis programming in Jordan, WVJ has widened its portfolio towards a balanced approach of humanitarian, resilience, and development projects. The office implements projects across Jordan in the educational, WASH, livelihoods, child protection, food assistance, and peace-building sectors.

PURPOSE OF POSITION:

The Programme Development Manager position is a vital role for an office poised for growth. As part of the WVJ’s Senior Management Team, the PD Manager leads the Programme department, responsible for the Grant Acquisition and Management, Government Liaison, and Technical Teams. The role requires a high degree of experience in business development, donor/partner networking, strategy and proposal development, staff management, and project design. The PD Manager will be responsible for managing a department of 8 dedicated, tight-knit professionals (including both national and international staff). The office benefits from a robust funding environment whereby strategic and innovative programs are funded.

Having secured a solid foothold in both the humanitarian and development realms in Jordan, the WVJ office is hiring for a dynamic manager with solid experience ready to lead the office into the next phase of development.

KEY RESPONSIBILITIES:

Strategy Development:

  • Lead the development and implementation of the WV Jordan resource acquisition strategy.

  • Develop of external engagement strategies with Senior Management Team (SMT).

  • Lead the development of support office (SO) and humanitarian and development donor specific strategies that articulate SO and donor strategic intent, funding targets, sectors and geographic preference.

  • Develop and manage the annual proposal development strategy for WVJ.

  • Coordinate timely and strategic response to proposal development with the Program team.

External Engagement:

  • Serve as the central focal point for WV Jordan’s external engagement strategy.

  • Ensure that donor visits are strategic, well timed and smoothly executed and managed.

  • Coordinate with other SMT members in representing World Vision at national level coordination meetings with donors and when appropriate, with other INGOs, local organizations, and high level government officials.

  • Coordinate WV Jordan participation in key donor meetings.

  • Develop and maintain solid working relationships with major (government/private) donors including ECHO, USAID, UNHCR, UNICEF, UNDP, GAC, DFID, and other relevant in-country donor institutions, and World Vision Support Offices, including supporting hosting visits, responding to communication, and ensuring that support office and donor requirements are met.

  • Facilitate the growth of WV Jordan’s program by cultivating good working relationships with donors, Support Offices and NGOs to ensure that WV Jordan builds its reputation for integrity, expertise and reliability.

  • Contribute to the development of communications and marketing materials.

Grant Acquisition and Management:

  • Develop a resource acquisition strategy to meet World Vision Jordan’s Strategy Accountable for achieving targets set forth in WV Jordan’s resource acquisition strategy.

  • Lead/Oversee the design process of full proposals and concept papers.

  • Provide the final review of all proposals and concept notes prior to submitting to donors and World Vision support offices.

  • Strategically leverage private funding through designs addressing context needs, organization capacities, and donor interests.

  • Ensure that grants are managed effectively through strategic reviews and monthly reporting tools.

  • Ensure quality preparation of grant proposals, budgets, reports and other design documents for World Vision’s partnership and major donors.

  • Oversee the preparation of project reports as per the donor’s guidelines and overall programs reporting as per internal requirements.

  • Ensure tracking of all proposals developed, awarded, and grants implemented and closed out.

  • Lead the development of a grant compliance tracking system.

  • Ensure the record keeping of all essential communication and documentation from pre-proposal to grant closeout.

  • Develop and manage system for tracking the grant pipeline and implementation rates (burn rates) of grants.

Technical Quality:

  • Provide oversight to Technical Specialists and ensure processes are followed.

  • Ensure that Project Managers are supported with design documents (logframes, M&E plans, ITTs, work plan & budgets, etc).

  • Monitor program’s progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.

  • Facilitate close communication and collaboration with Donors, WV partnership and MEER (Regional Coordinator, HEA) on grant and program related issues for the response (scaling issues to Response Manager, if necessary).

Accountability:

  • Ensure incorporation of internal and international humanitarian standards (Sphere, CHS and ICRC) into all project designs and implementation.

  • Provide WV Jordan staff with access to accountability capacity building.

Grant Management:

  • Oversee the preparation of project reports as per the donor’s guidelines and overall programs reporting as per internal requirements.

  • Support the Response Manager and Ops Manager with strategic analysis of implementation capacity and resource utilization.

  • Oversee maintenance of funding grid and help to facilitate sector planning processes with Ops Manager.

  • Facilitate close communication and collaboration with all counterparts on grant and program related issues and ensure WV is represented at working meetings.

  • Ensure the development, roll out and management of a donor visit/meeting information tracking system.

Team Management:

  • Support individual team members in achieving their Performance Management and learning goals.

  • Build a functional Programme Department with national capacity.

  • Organize and lead team building exercises and staff retreats.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Master’s Degree in International Development, Social Sciences, Law, Business or Public Administration.

  • Clear understanding of the working of the major WV partners (UNICEF, WFP, USAID, EU, AIS AID, ADH, DEC, DFADT, DFID, etc.), their requirements and standards.

  • High degree of strategic thinking, negotiation and persuasion skills.

  • An innovative thinker with the ability to make linkages to improve networking, programming, and internal mechanisms.

  • Excellent writing and editing skills. Native fluency in written and spoken English.

  • Capacity building experience in project design, implementation, reporting and evaluation.

  • Computer knowledge including Microsoft Office, Google Platform, etc.

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.

  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.

  • Willingness to support the PDQA team by fostering a efficient yet fun, related working environment.

  • At least 5 years field program/business development experience in a relief or development environment (Middle East).

  • Significant leadership experience in program design and development, funding acquisition, program monitoring and evaluation, information management, capacity building and compliance (in humanitarian contexts preferred.)

  • Successful experience in donor engagement and fostering strong relationships with major program partners in a highly professional manner.

  • Previous managerial experience with a dynamic team/mission.

  • Previous experience with successful multi-million dollar donor proposal writing and budget preparation (USAID, EU, GIZ, BPRM, UN agencies preferred).

Preferred:

  • Familiarity with humanitarian codes, principles and practice.

  • Experience of working with local INGOs.

  • Ability to travel internationally as needed.

  • Ability to work with a reasonable level of comfort in high tension and high security risk situations.

  • Understands work from a process point of view and uses measurement and accountability systems effectively.

  • Excellent time-management and prioritization.

  • Demonstrates openness and transparency.

  • Arabic language skills.
