Job Description

Position Title: Senior Grants Compliance Officer

PURPOSE OF POSITION:

In 2016-2017, World Vision has been moving towards unified line management for coherent and coordinated strategic oversight of our humanitarian and longer-term activities inside Syria. This transition includes the establishment of a Syria Country Office based in Amman into which World Vision’s Area Offices will report (Central Syria Area Office, North Syria Area Office in Turkey, South Syria Area Office in Jordan, and a potential North East Syria Area Office once approved by Senior Leadership).

The Syria Grants Compliance Senior Officer will report to the Syria Programme Manager within World Vision’s Syria Country Office (see org chart below) to support successful and compliant management of grants from bilateral and multilateral institutional donors (and private funding sources, where relevant).

The overarching purpose of this position is to ensure compliance within the scope of grants management for all active grants managed by the Syria Country Office for activities inside Syria (implemented by Central Syria, North Syria, North East Syria and South Syria Area Offices), including the provision of expert advice on donor requirements and regulations, staff capacity building and leading reporting on grants performance.

Regular travel to Area Offices in Syria’s neighboruring countries will be required (up to 40% travel anticipated)

Education:University (Bachelor essential, master’s preferred) relevant to the field of international relations, political science, disaster management, international development humanitarian law, data management/information systems, international/political studies, sociology, population studies and other related fields).

Experience:Two years working experience in relevant field (report writing, academic research, international non-governmental organisations work, law, risk and data analysis, grant quality and compliance)

Knowledge & Skills:

  • Knowledge of programme management cycle, donor regulations and compliance

  • Excellent organizational, analytical and oral and written communication skills in English

  • Excellent and proven interpersonal and communication skills, particularly with donors and stakeholders

  • Demonstrated leadership skills in working collaboratively with other partners, donors, stakeholders, host country institutions and international organisations in support of a grant acquisition and/or grant management of a project.

  • Proven ability to analyse financial data to inform programmatic management decisions as per organisations strategy

  • Ability to work effectively under pressure and handle multiple tasks

  • Strong training and facilitation skills

  • Strong organisation and time management skills

  • Ability to work effectively with teams and communities

  • Knowledge of and familiarity of the Syrian Crisis

  • Ability to analyse and integrate feedback from diverse teams and reach common ground

  • Required willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster

  • Fluency in English Arabic is preferred.

  • Computer literate with a high degree of proficiency and productivity specifically excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB software.

  • High sense of responsibility and attention to detail as this position manages financial data.

  • Experience in report writing, data analysis, financial reporting and public policy or humanitarian law

  • Experience in working for non-for-profit organisations and the public sector (or relevant job in the private sector such as risk analyst, compliance officer)

  • The position requires ability and willingness to travel internationally (to Syrias neighboring countries, as need arises) up to 40% of the time.

  • Be prepared to travel to field implementation sites.

  • This position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
