Design, Monitoring and Evaluation Officer
PURPOSE OF POSITION:
The Design, Monitoring and Evaluation officer is responsible for both quantitative and qualitative aspect of assigned Response Office projects. This position is crucial in the management and implementation of programs since capacity to deliver services will be improved with the relevant technical assistance that the M&E Officer will provide based on monitoring outcomes.
Monitoring & Evaluation and Close Out/Transition:
a. Ensure the project baseline is planned, coordinate and led within the first 3 month of the project start-up.
b. For assigned projects, develop Monitoring and Evaluation (M&E) system (comprehensive log frame, M&E plan and indicator tracking table, data collection tools, information flow, reporting and review) consistent with the WV DME framework, as appropriate, and meets specific donor requirements.
c. Work with project coordinators to ensure quality programming and adherence to minimum standards including World Vision International DME standards, values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting themes (Gender, Protection and Disability).
d. Ensure that monitoring incorporates and consider aspects at output, process, context and outcome levels for assigned projects and that appropriate data collection and reporting tools are developed and used.
e. Synthesize and analyze M&E quantitative and qualitative data received on a monthly basis.
f. Ensure effective monitoring through regular field visits, conducting data verification, quality assessments and reporting the findings.
g. Coordinate periodic review with relevant staff to facilitate dialogue and intentional learning and reflection from assessments, program progress monitoring etc, to improve project implementation and project quality.
h. Ensure a master beneficiary database is developed for the project and is updated regularly.
i. Prepare and lead end of project evaluations as per donor’s requirements
a. Prepare monthly DM&E plans and corresponding reports covering work completed for the period under review and ensuring that Key performance indicators are captured.
b. Review monthly and periodic donor and Government reports produced by projects/programs to ensure compliance with recommended M&E guidelines, formats and programming standards.
c. Design, conduct and report on post distribution/ implementation monitoring surveys as required by projects.
d. Ensure that project M &E system and reporting clearly reflect WV’s contributions to the wellbeing of children, especially the most vulnerable.
e. Support Project Managers/PDQA in preparation of donor reporting by providing information coming from monitoring findings and data collected from the field on a timely manner.
Capacity Building and program quality
a. Organize and facilitate trainings on M&E functions for capacity development and awareness with project staff & implementing partners.
b. Orient new staff to DME requirements of their projects and their role to ensure an effective M & E system exists for the project.
Information management, Innovation and learning
a. Organize and lead learning and innovative opportunities aimed at improving project effectiveness
b. Ensure that projects have a system to track information produced to help report on to donors and the management.
· University Education completed.
· Bachelors in Social Sciences field (preferred)
· 2 years field experience in Program Design and Development, Program Monitoring and Evaluation, and Capacity Building.
· Previous experience with developing DME tools
Knowledge & Skills:
· Demonstrated ability in the use of quantitative Logical and analytical abilities.
· Demonstrated ability to transfer knowledge through informal and formal training.
· Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques and participatory approaches.
· Strong interpersonal skills and the ability to work in a team.
· Good organizational and time management skills.
· Excellent written and oral communication skills in English
· Computer proficiency in word processing, Power Point, database, spreadsheet and graphics presentations (including one or more of the following programs: Excel, Access Epi Info, SPSS,), Lotus Notes and other internet applications.
