Job Title: JPF WASH Project Coordinator

JOB PURPOSE:

The purpose of this position is to oversee and ensure quality of the implementation of a WASH project in Syria crisis response and to coordinate WASH related aspects with internal and external stakeholders together with Project Manger - To ensure the continuity and safety from risks of infection of essential WASH services for the population groups most exposed and vulnerable to the COVID-19 pandemic in Jordan.

MAJOR RESPONSIBILITES

  1. Management of field operations

  • Manage field operations in close coordination with Project Manager

  • Ensure that project goals, indicators and activities are implemented on time, within scope and budget

  • Prepare detailed implementation and other plans with Project Manager (e.g. field-level human recourse planning, risk mapping, schedule, quality control)

  • Organize administrative and financial matters related to project activities

  • Conduct regular meeting with the field WASH team and supervise them for efficient implementation

  • Conduct regular monitoring site visits

  • Monitor and evaluate on-going activities and report on unmet needs and gaps

  • Prepare monthly financial plans related to the project

  • Ensure that project payments are made and overseen in a timely manner

  • Develop and maintain comprehensive project documentation

  1. Quality and Security assurance

  • Ensure that the quality of services provided meets international standards and local needs

  • Coordinate for the internal administrative procedures in line with donor regulation and expected quality and in close coordination with Support Service team

  • Ensure that soft and hard records are maintained for all procurement (services, goods, and works) and financial procedures

  • Work with MEAL (Monitoring, Evaluation, Accountability and Learning) team to collect data and track progress according to the indicators

  • Adhere to security procedures and policies and report any violations

  • Responsible for day-to-day security management at the sites

  1. Coordination

  • Coordinate with the WASH Technical Advisor together with Project Manager to ensure quality of implementation

  • Implementation of WASH activities will be well coordinated with external partners in the target sites with support of the Technical advisor and Project Manager

  • Actively participate in sector coordination meetings if requested to coordinate and supervise the activities in the field

  • Represent WV activities regarding the project as requested

4 – Information management and reporting

  • Report daily work progress to Project Manager

  • Ensure that all WASH infrastructure data of sites is properly managed and accurately represents the reality on the ground.

  • Provide written Monthly Report to Project Manager in a timely manner

Perform other relevant tasks as assigned upon request of Project Manager

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • 4 years of experience with INGOs

  • 2-4 years of experience with staff management

  • Considerable knowledge and experience with budgets and procurement processes

  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management

  • Ability to work independently and as part of a diverse team

  • Highly organized and ability to multi-task

  • Very good and efficient communicator

  • Good interpersonal skills, Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina

  • Flexible to work in field locations, able and willing to travel to the area of operation on a regular basis to meet the project requirements

  • Self-motivated, positive attitude and with a willingness to learn

  • Ability to recognize problems, consult them with supervisor, and solve them efficiently

  • Ability to cope and work under pressure

  • Computer literate mainly in Microsoft Office package, especially Word and Excel

  • Master’s Degree or related qualification master degree in civil engineering, Project Management, Social Science or related fields

  • Ability to develop Bill of Quantity for WASH activities

  • Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Sphere Standard

  • Knowledge of and adherence to the Child Protection Standards, Red Cross and NGO Code of Conduct

  • Experience of field operations in refugee camp for WASH project (latrine construction and rehabilitation)

  • PMP background

  • Arabic & Excellent English skills (both oral and written)
