Program Manager (NOUR)



The purpose of this position is to oversee the implementation of a 3- year, 9 million USD DFATD-funded multi-sectoral project/programme - Protection, Education and Renewable Energy (PEARE) Project- 2015/ 2018, in the sectors of Education, Child protection and Renewable energy. He/she will be responsible for the overall management of the project, including set-up and implementation of the all sectors in the project. She/he will ensure that activities are monitored and delivered to a high quality. The post holder will also ensure that all programme interventions are highly valued by the community and acknowledged as addressing the needs of beneficiaries.


Program Development, Design, Planning and Management:

  • Ensure compliance with programming, finance, administrative and People & Culture (P&C/HR) regulations of WV Jordan, local law and the donors.

  • Ensure the transparent use of, and accountability for all resources including financial and material.

  • Monitor and evaluate budgeted and actual expenditures with the Operations Manager with the support of Finance department on a monthly basis.

  • Assure strict budget management and adherence to agreed activity timeliness, and outputs to ensure proper accountability to donors and effective project implementation.

  • Ensure that all sectoral programs are fully integrated in the NOUR Project design with the technical support of the relevant technical experts from WVJ and Support Office (SO).

  • Manage effectively 3 sectors of NOUR Programme with proper management tools, such as MS Project management.

  • Provide updated information on NOUR Project activities to Operations Manager.

  • Prepare and manage all NOUR Project related documents such as monthly, Semi Annual and annual reports, Provisional Design Document, Design Document, log frames and implementation plans as necessary and submit to Operations Manager, SO, PDQM and MEAL team.

  • Monitor and evaluate the impact of program interventions on the targeted population.

Staff Management:

  • Ensure appropriate staff care and working environment.

  • Provide operational management and guidance to the NOUR Project staff.

  • Identify NOUR Project staff performance objectives, staff training and development needs and promote learning environment in the program. Work with HR Department on capacity building opportunities and succession for the staff. Manage staff performance effectively.

  • Manage in an inclusive, team approach manner that encourages cooperation, communication, interaction, learning, empowerment and capacity development of NOUR Project staff.

  • Oversee the hiring of NOUR Project staff with the input of the P&C Manager and provide them with proper orientation and support.

  • Ensure NOUR program staff regular reporting and internal information flow is sufficient to meet the needs of the NOUR Project as requested by Operations Manager and Response Manager.

  • Share relevant information from SO, WVJ and other relevant departments with staff.

Partnership, Networking and Representation:

  • Ensure strong partnership in the targeted areas.

  • Help to establish and maintain active relations between WV Jordan and local authorities, CBOs, donors, NGOs, other agencies, in order to ensure that all activities are well coordinated.

  • Ensure that WV Jordan is effectively represented in all meetings.

Other Responsibilities:

  • Ensure coordination with all other local and international actors.

  • Perform other relevant tasks assigned by Ops Manager.


  • Master level or related qualification preferred in Project Management, Social Science or related fields.

  • Fluency in English – both written and verbal.

  • Knowledge of Arabic welcome.

Preferred Skills, Knowledge and Experience:

  • Proven working experience in project/Programme management.

  • Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Sphere.

  • Knowledge of and adherence to the Child Protection Standards, Red Cross and NGO Code of Conduct.

  • Experience with child protection and/or education; background in dealing with children and youth is a plus.

  • Considerable knowledge and experience with budgets and procurement processes.

  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management.

  • Ability to work independently and as part of a diverse team.

  • Highly organized and a good multi-tasker.

  • Very good and efficient communicator.

  • Good interpersonal skills, Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina.

  • Excellent English skills (both oral and written). Arabic is a plus.

  • Flexible to work in field locations, able and willing to travel to the area of operation on a regular basis to meet the project requirements.

  • Self-motivated, positive attitude and with a willingness to learn.

  • Ability to recognize problems and solve them efficiently.

  • Ability to cope and work under pressure.

  • Computer literate mainly in Microsoft Office package.

Work Environment/Travel:

  • Travel within Jordan necessary (25%)
