Security Director-Syria Response

Job Description


Lead in developing the strategic security response in collaboration with Office of Corporate Security while maintaining coordination for support by the Regional Office (MEER). Provide technical leadership and direction in security and risk management to WV Syria Response (Turkey, Syria, Jordan, & Kurdish Regions in Iraq). Provide line (direct) management to (Areas) Response Security Managers and assist Response Managers in implementing a sound security strategy and practices into World Vision operations, so as to enhance the safety & security of World Vision staff, assets & programs and to minimize operational risks to World Vision.


Strategy Development:

  • Lead development and implementation of Syria Response security management strategies. Ensure security management process and procedures are in alignment with WV Security policy and international best practice.

  • Collaborate with other functions and Syria Response Leadership to ensure that the OCS security management strategy is appropriately aligned with response priorities across all operational locations.

  • Work with Response Managers and (Areas) Response Security Managers to establish sound security strategies for each Response Office.

Operational Security Management:

  • Provide strategic oversight, technical advice and support to the Syria Response Director, on security issues, on-going assessment of security risks and the development of security planning to mitigate assessed threats to WV Operations.

  • Develop ‘quality assurance and continuous improvement’ systems for security systems and procedures.

  • Work closely with Response Director, Response Managers and MEER Security Director or designate Unit to ensure timely Country Risk Rating assessments and the application of WV’s security risk management system to Response Operations.

  • Work with Response Managers and Response Security Managers to ensure security budgets are in alignment with assessed levels of risk.

  • Provide technical support to Regional Office, Response Office line management and Support Office entities as requested within the strategic planning of operations.

  • Provide crises and incident management support when required in the context of Operations to Response Security Managers and Regional line management.

  • Seek to develop agile and flexible security operations that focus on delivery at the ‘grass roots level’, employing appropriate change management techniques when required.

Liaison & Coordination:

  • Regular liaison with the Syria Response Director, Response Managers, Operation Managers, (Areas) Response Security Managers and OCS HEA-RSG and other key stakeholders.

  • Act as a strategic link for the promotion of security assessment & planning standards connecting Response Offices, Regional Offices, Support Offices and Global Centre.

  • Regularly liaise with WV security network on emerging security issues and provide analysis on potential impact on WV operations.

  • Actively contribute to partnership forums, working Groups and networks related to security management.

  • Work closely with members of the Corporate Security team promoting mutual learning, support and accountability.

  • Provide guidance and management oversight to Syria Response Security staff within the Syria Response Operational Organization. (Direct & Matrix).

  • Identify and develop strategic regional security networks to share information on security issues affecting humanitarian operations in the regional area. Liaise with external security networks (UN, INGOs, Embassies, etc.).

Capacity Building:

  • Assist in the assessment, development and implementation of global capacity building plan for security management based on collaboration with Response leadership.

  • Engage with Syria Response Director, Response Managers, and key senior staff to raise the awareness of security management as per WV Corporate Security policies.

  • Identify, share / facilitate access to security tools, resources and materials as well as learning and support opportunities for Regional & Response Offices. These may include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.

Knowledge Management:

  • Participate in the process of continuous learning on international best practice in security management & analysis and identify tools and processes that can be implemented into WV operations.

  • Encourage mutual learning on security management issues within the region and response.

  • Assist in the facilitation of and coordination of regional security information sharing forum/network that promotes the embedding of security information management into all layers of WV’s programs.

  • Facilitate the documentation of best practices and contribute to the community of practice and center of excellence.

Quality Assurance:

  • Ensure implementation of systemic security assessment & planning standards in WV operations that promote alignment with WV’s Core Security Requirements’ compliance level.

  • Support the Compliance Actions Plan with the Responses Managers and Response Offices for their adherence to all security measures in accordance with Core Security Requirements and Security Risk Assessments.

  • Give direction, advise and support to the (Areas) Response Security Managers in observing the appropriate security reporting, information-sharing and standards in accordance with the Country Risk Rating CRR).

  • Support the Response Managers, (Areas) Response Security Managers and other key stakeholders in addressing ministry quality issues and needs related to security.

Staff Management:

  • Provide Direct leadership as line manager to Country Security Leads of Syria Response Offices;

  • Lead the support and facilitate when needed the recruitment, performance management, appraisal, and day to day management of Security Managers and other security personnel. Ensure staff continuity of security personnel.

  • Support and facilitate the learning and development of Security staff through regular meetings, coaching and mentoring in close collaboration with the Response Managers, Regional Security Director, and OCS HEA Security Group.


  • Provide other support to the RO and OCS as determined by line managers.



  • Relevant Bachelor’s degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. (General Management studies also considered).

  • Previous experience in the professional security arena (UN/INGO, Corporate, Military, Law Enforcement, or Emergency Services).

  • Sound knowledge of INGO security practices with proven experience in Security Risk Assessments (SRA), security planning and crises management in the humanitarian context.

  • Understanding of setting threat or risk levels for specific contexts, considering the strategic and tactical situation as applied to humanitarian operations.

  • Understanding of program delivery in humanitarian relief operations.

  • Internationally recognized qualifications/certification in Security & Risk Management or Business Continuity would be an advantage.


  • Relevant Master’s degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. General Management studies also considered.

  • 10+ years of proven cumulated experience in the professional security arena for operational risk management role (UN/INGO, Corporate, Military, Law Enforcement, or Emergency Services).

  • Sound knowledge of INGO security practices with proven experience in Security Risk Assessments (SRA), security planning and crises management in the humanitarian context.

  • 5+ years in a relevant permanent security management role in UN/NGO, Private or Government Sectors.

  • International security management experience in a Regional and/or Global role in large multinational organization.

Work Environment:

  • The position requires ability and willingness to travel internationally up to 33% of the time.

  • Must be prepared to travel to ‘high risk’ security environments at short notice.

  • Will be expected to manage high stress security events. Flexibility in work hours is expected.
