Job Description

Position Title: Community Mobilisers

PURPOSE OF POSITION:

The EU project on “Sustainable Food Security for refugees through environmentally responsible Solid Waste Management (SWM)” requires significant engagement with beneficiaries on the proposed interventions inside Azraq refugee camp. Extensive community mobilization and advocacy is needed not just with volunteers but with all refugees living in the camps in order to change current behavior on solid waste management that would enable the smooth implementation of the Green Centre. The Community Mobilisers, supervised by the Community Mobilisation Team leader in coordination with the Behaviour Change Communication Specialist, will support the Project Team and the project implementing partner to ensure the successful implementation of the Solid Waste Management project through:

  • Implementation of the community mobilisation activities as part of the behaviour change communication (BCC) strategy and advocacy tools for project activities, particularly sustainable SWM practices at household level and hygiene promotion;

  • Support the implementation of participatory BCC planning, monitoring of community mobilisation under the guidance of the Community Mobilisation Team Leader in coordination with project team and BCC Specialist;

  • Supervise the camp block captains by sharing training materials for community mobilisation;

  • Coordinate with Azraq camp partner organisation on community mobilisation activities and branding;

  • Support the production of community mobilisation materials and guidelines to encourage positive behaviour change in SWM practices.

  • Other duties will be assigned after the baseline survey is completed and the behaviour change communication strategy is finalised.

  • The position requires ability and willingness to work in Azraq Refugee Camp.

Major Responsibilities:

Community Mobilisation and Documentation

  1. To assist the Community Mobilisation Team Leader and EU PM in implementing BCC strategy through community mobilisation on environmentally sustainable SWM practices

  2. To help prepare the community mobilisation plans on environmentally sustainable SWM practices in collaboration with PM, Azraq camp mobilisation team and project partners.

  3. To monitor and document the impact of community mobilisation activities on environmentally sustainable SWM by analysing the feedback from beneficiaries, partners and other stakeholders.

Advocacy and Communication

  1. To advocate to beneficiaries and stakeholders to recycle and separate waste at household level

  2. To raise awareness on the importance of SWM behaviour changes and promotion of environmentally sustainable SWM

Project Management

  1. To coordinate and monitor all activities related to Community Mobilisation of the EU project in coordination with the EU PM and Community Mobilisation Team Leader in line with the behaviour change communication strategy

  2. To coordinate with camp community mobilization team and provide them with required operational support

Education:

University degree in Environmental Health, Communications or Social Development and relevant fields

Experience:

  • Minimum 2 years of experience in conducting community mobilisation and documenting project activities

  • Minimum 2 years of experience in conducting training for PHAST and/or CLTS

Knowledge & Skills:

  • Community Led Total Sanitation (CLTS) knowledge & skills

  • Participatory Hygiene and Sanitation Transformation (PHAST) Solid waste management, Recycling

  • Excellent English Communication skills (oral and written)

  • Excellent writing skills in Arabic

  • Ability to develop reports, plans and community mobilisation tools and IEC materials

  • Ability to update/ revise team implementation plans

  • Ability to document success stories, gather quotes from refugees and lessons learned in photos and videos

  • Thorough knowledge of MS office and Lotus Notes

  • Knowledge of and adherence to the Red Cross and NGO Code of Conduct, understands other international development guidelines

  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources

  • Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina
