Program Officer - Gender and Development

Job Description

Purpose of the position:

To advance gender equality, women’s and girls’ empowerment through successful coordination and effective implementation of projects related to prevention and response to Gender Based Violence(GBV) in communities zero tolerance against GBV 365’ including advocacy for the abandonment of Female Genital Mutilation (FGM/C) in targeted counties in Kenya thus contribute to children wellbeing outcomes. Ensure strong partnership with the joint project partners working and engaging directly with field teams, ensuring consistency and quality in programming, as well as supporting coordination, advocacy for girl’s and women’s protection and empowerment programing.

Major Responsibilities:

Implementation & Technical Support

  • Provide technical support to the targeted counties stakeholders around the Joint Programme in developing and implementing a multi-sectoral and coordinated GBV prevention and response programme to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.

  • Facilitate establishment of well-coordinated Anti FGM /GBV collaborative network among key government and nongovernmental institutions

  • Lead in the development of the design and ensure sustainability is incorporated.

  • Responsible for the harmonized implementation of GBV project activities and approaches across the eight counties, looking at both the donor requirements and local practices on GBV prevention and response.

  • Ensure technical quality GBV interventions through support to the field staff in close consultation with the Area Managers.

  • Guide the plan and implementation of the Gender/GBV work plans and conduct regular technical monitoring visits to the field sites to ensure quality delivery of the programme;

  • Contextualize/adopt design guidelines and ensure utilization at Project/ADP level.

  • Ensure compliance to Design, Monitoring & Evaluation(DME) as well as donor guidelines and standards

  • Lead in the planning and implementation of GBV/FGM grant interventions and programs

  • Ensure effective integration of GBV/FGM grant interventions with other projects/programs including issues of gender, child protection, disability, Christian commitment and advocacy

  • In liaison with programs identify local needs and resources and take appropriate programming measures

  • Lead in the development of quality project Annual Work Plans, budgets and Detailed Implementation Plan

  • Ensure timely mobilization and effective communication with communities and stakeholders especially during baselines and evaluations

  • Ensure timely submission of completed DME products for approval

Monitoring, Reporting and Documentation

  • Maintain mutually beneficial relationship with all implementing partners. Ensure knowledge transfer to government and implementing partners, including documenting best practices and lessons learned.

  • Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and Systems.

  • Liaise with focal points persons when needed and ensure the preparation and submission of project reports.

  • Provide oversight for programme monitoring including setting up of accountability mechanisms.

  • Share monitoring data and utilize for decision making

  • Contribute to evaluation planning, support data collection, analysis and interpretation

  • Facilitate dissemination and use of baseline and evaluation findings and lead in the implementation of recommendations

  • Ensure monthly monitoring of project indicators and facilitate regular reflections on monitoring practice to make improvements

  • Analyze and Utilize GBV/FGM data including uploading project information on day to day basis into GBV Kenya Information Management System and take appropriate programming measures

  • Ensure DME software is utilized for accurate data entry and analysis using the standardized tools

  • Ensure timely submission of quality reports (Annual, Semi-annul and Monthly Management Reports) in line with WV/grant reporting guidelines as well as timely approval of donor reports, budgets and plans for the project

  • Monitor monthly project expenditure and level of implementation

  • Identify, document and disseminate promising practices on GBV/anti-FGM within the grant

Capacity Building

  • Work with partners to identify capacity building/training needs and maintain a training matrix.

  • Develop and revise training materials according to local context and conduct relevant GBV training sessions for partners, local authorities, and other stakeholders.

  • Facilitate capacity building of project staff and partners in GBV/FGM to enable them effectively advocate for and implement effective GBV/FGM interventions.

  • Lead the capacity building initiatives of communities and partners on monitoring and ensure participatory monthly data collection

  • In liaison with County Coordinators develop and implement a training package for the targeted counties

Engagement, Networking and Fundraising

  • Support the National Gender Coordinator in representing WVK in GBV/FGM stakeholder meetings at National and county levels in collaboration with the Regional manager/ County and National coordinators.

  • Report on resource mobilization opportunities at National and county levels

  • Participation in National/International GBV/FGM key advocacy days at National and county levels in collaboration with the Regional manager/County and National coordinators.

  • Work with the Ministry of Devolution and State planning (Directorate of Gender and Anti-FGM Board) for technical direction and leveraging of resources to support GBV/FGM interventions in the project area.

  • Support fundraising initiatives in collaboration with Program Development and Grants Acquisition and Quality Assurance.

  • In collaboration with working group members, support the development of advocacy activities to raise awareness on Gender Based Violence including through events such as the 16 Days of Activism, etc

  • In collaboration with other actors, assist in developing initiatives to ensure regular and consistent advocacy on GBV concerns.

Qualifications: Education/Knowledge/Technical Skills and Experience

  1. A Bachelor’s degree in social sciences such as Social Work, Gender Studies, Development Studies, Community Development, Sociology or their equivalent will be an added advantage

  2. An understanding of Human Rights and specifically Women and Child rights including CEDAW and Social Justice Issues and gender equity.

  3. A minimum of 5 years working experience in GBV/FGM projects at community level with proven leadership experience

  4. Experience in working with partners including Directorate of Gender, Ant FGM Board and local churches

  5. Good understanding of Directorate of Gender priorities, GBV/FGM programming models, standards and guidelines/ Good knowledge of GBV international best practices, including IASC GBV Guidelines, Caring for Survivors and Information Management Systems

  6. Proven track record as a staff and community trainer and capacity builder in Gender and Development, prevention and response to GBV and other harmful cultural practices.

  7. Proven ability in integrating Gender in sector specific project cycle

  8. Good understanding and working experience of development, advocacy and emergency affairs approaches.

Working Environment:

  • Work environment: Based in Nairobi, Karen with frequent field visits

  • Travel: Mainly domestic, with possibility of some international travel

  • On call: During emergencies.
