Purpose of the position:

Provide technical leadership and guide the implementation of Nutrition interventions in the Integrated Emergency response for Drought affected communities in Kenya project being implemented in Wajir, Tana River and Kilifi Counties. The Nutrition Officer will ensure the effective and efficient implementation of activities directly related to Emergency response project funded by USAID/OFDA.

Major Responsibilities:

Nutrition Programming and Project management 30%

  • Facilitate adoption of best practice/approaches/models in the course of the implementation of the nutrition interventions of the project

  • Ensure that business processes, standards and guidelines related to nutrition are effectively applied in project implementation.

  • Ensure proper planning and implementation of nutrition project interventions in area of operation as per WV and donor standards and guidelines

  • Develop quality project annual work plans, budgets and 4D matrix and use to implement the project

  • Ensure effective integration of nutrition interventions with other projects in the programme

  • Ensure effective integration of gender, child protection, disability, Christian commitment and advocacy into nutrition interventions.

  • Ensure identification of local needs and resources and take appropriate programming measures

  • Ensure accurate and quality nutrition project design documents are used

  • Timely mobilization and effective communication with communities and stakeholders during baselines and evaluations

  • Participate in developing different levels of progress report and supporting Project Quality Assurance (PQA) of nutrition interventions.

  • Effective and timely implementation of all interventions outlined under nutrition and any other related and cross cutting programme activities in the project.

  • Make technical input into the planning and design of project specific operational researches, including baseline and end line evaluation related to nutrition.

  • Work closely with relevant authorities to ensure all nutrition interventions deployed in the communities are in alignment with nutrition in emergency Standards.

  • Work together with other staff/ to ensure that key trainings meets the standard required to facilitate, provide knowledge and reinforcement of desired nutrition behaviour and practices.

  • Be able to systemically review DIP/budget and other key implementation tools and initiate innovative approaches that will open new frontiers for nutrition in emergency learning.

  • Spearhead rapid/field needs assessment including Baseline surveys in nutrition activities.

Technical support 25%

  • Provide technical support and timely feedback to the Project Manager on nutrition interventions outlined in the Emergency Response project.

  • Support M&E of nutrition activities in coordination with relevant stakeholders.

  • Build capacity of project staff and partners (CBOs and CHVs) on nutrition interventions.

  • Identify other nutrition opportunities in an ongoing manner that will add value to the overarching goal of the project.

  • Track and prepare monthly, quarterly, bi-annual and annual progress reports of activities relates to Nutrition KPIs/indicators; including documentation of key lessons learnt and successes stories.

  • Lead and contribute to the development of publications for peer-reviewed journals.

  • Provide overall health and nutrition site management in strict adherence to the approved standards and guidelines.

  • Facilitate field visit for all respective line ministries to inspect progress of works and validate

  • Ensure cross cutting themes are integrated into nutrition interventions

  • Monitoring and Surveillance of disease outbreak.

  • Ensure integration of Child Sponsorship Management in nutrition interventions where relevant.

Quality Assurance-Monitoring, reporting, Evaluation and Documentation 20%

  • Development of Project Designs and Annual Operation Plans. (4D matrices, DIPs, Annual Budgets).

  • Share data for use to develop quality reports (Annual, Semi-annual, quarterly and Monthly Management Reports) in line with WV/grant reporting guidelines.

  • Supervise and Monitor nutrition interventions in strict adherence to WV Kenya, Kenya government regulations, WHO and the SPHERE standards.

  • Development of Project Designs and Annual Operation Plans. (4D matrices, DIPs, Annual Budgets).

  • Facilitate nutrition surveys (Assessments & Baselines) and evaluations.

  • Develop quality monthly, quarterly, semi-annual, annual and end of projects reports in accordance with donors and WV Kenya requirements.

  • Ensure budgetary utilization is within acceptable limits/range.

  • Facilitate regular nutrition review meetings

  • Ensures participatory monthly data collection are conducted (involving communities and partners) using the standardized tools

  • Contextualization and utilization of reporting guidelines

  • Prepare and submit situational reports/monthly/quarterly progress reports to the Project Manager.

  • Engage community leaders and partners to plan for monitoring nutrition activities.

  • Develop monitoring plan with communities and partners based on WV, MOH and donor standards; with support from the DME specialist.

  • Facilitate capacity building of communities and partners on monitoring and ensure participatory monthly data collection

  • Ensure joint monthly monitoring of nutrition indicators as per schedule with communities and partners

  • Ensure collection nutrition data using standardized tools

  • Share nutrition monitoring data

  • Utilize DME software for accurate data entry, analysis and interpretation

  • Share nutrition baseline and evaluation reports at community and sub county levels

    • Facilitate regular reflections with the community on monitoring practice to make improvements as needed

  • Share data for use to develop quality reports (Annual, Semi-annul and Monthly Management Reports) in line with WV/grant reporting guidelines.

  • Ensure monthly monitoring of project expenditure and level of implementation

  • Ensure documentation of local needs and resources and share with appropriate sectors and partners

  • Identify and document nutrition best practices from the project

Advocacy, Capacity Development, Engagement with strategic partners, Linkages and networks & partnership development 10%

  • Ensure representation of WV Kenya in key nutrition stakeholder forum/meetings at the Ward, Sub-County and County levels.

  • Actively participate in County level technical working groups on nutrition forum.

  • Facilitate community education on Laws, Policies and Standards on nutrition Service delivery

  • Provide support to community led processes of monitoring public service delivery.

  • Ensure communities are mobilized and participate in their nutrition interventions

  • Actively contribute to County level policies/strategies on nutrition.

  • Support advocacy and Technical lead colleagues with technical messaging on nutrition, external reports and publications.

  • Mobilize and sensitize community for empowerment & sustainability

  • Build capacity of communities and partners on integration for synergy & Community based monitoring for sustainability.

  • Establish specific capacity building for effective delivery & sustainability of project interventions

  • Build the capacity of partners (FBOs, CBOs, CHVs) to enable them effectively intervene in nutrition issues appropriately

  • Take a lead in building Project staff and community capacities in nutrition interventions through trainings and other information sharing avenues to handle project activities effectively

  • Together with partners, conduct regular reflection and learning events

  • Mobilise and empower the Church, other faith groups and Community based organization to integrate nutrition interventions

  • Effective representation of WVK in nutrition stakeholder meetings at county and sub-county levels in collaboration with the ADP/Project manager.

  • Report on resource mobilization opportunities at county and sub-county level

  • Participation in National/International nutrition days at county and sub-county level in collaboration with the ADP/Project manager.

  • Provide information to inform fund raising initiatives at national level

  • Work with the Ministry Health for technical direction and leveraging of resources to support nutrition interventions in the project and ADP.

  • Facilitate community members to advocate on nutrition issues to relevant stakeholders

Resource Mobilization 5%

  • Develop timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with APA Manager, other sector specialists

  • Mobilize the community for community contribution for project interventions Support development of technically sound funding proposals through provision of information & data and review in collaboration with ADP Managers, other sector specialists.

Sponsorship Management 5%

  • Ensuring Integrated Sponsorship monitoring

  • Participate in Child Sponsorship Management

Provide project data for STEP system & Child monitoring and ensure use of STEP data for projects programming

Others 5%

  • Any other duties as assigned by Supervisor or designee

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Relevant degree in Public health, nutrition or any other health related degree from a recognized university.

  • At least three years working experience of which two should be in a maternal, newborn and child health/nutrition interventions.

  • Good understanding of Ministry of health systems, Health and Nutrition programming models, standards and guidelines, Ministries of Health structures at county and national levels

  • Familiarity of national Health and Nutrition policy and advocacy instruments and structures

  • First-hand experience in health and Nutrition programming including in complex emergencies

  • Significant experience working with an NGO environment, community and peoples groups, state institutions etc.

  • Good understanding of SPHERE and other international standards

  • At least three years working experience of which two should be in a maternal, newborn and child health/nutrition interventions.

  • Good understanding of Ministry of health systems, Health and Nutrition programming models, standards and guidelines, Ministries of Health structures at county and national levels
