People & Culture (HR) Director, WV Somalia
PURPOSE OF POSITION:
Provide strategic leadership to WV Somalia in the area of people management & organizational development in order to optimize organizational performance, fulfill World Vision mission, vision, core values and contribute to the measurable improvement of the well-being of vulnerable children and communities in Somalia.
Partner with the National Office (NO) leadership team to develop review and spearhead the implementation a people & culture (P&C) strategy that supports national office priorities and is aligned to regional and global strategic framework.
Spearhead the monitoring and reporting of people & culture metrics related to talent acquisition, retention, performance management, employee engagement and organizational leadership.
Play a major and influential role in organizational re-design, change management, promoting accountability, learning and innovation within the organization.
Provide advisory services to the leadership and senior management team in the areas of P&C leadership and organizational development to create an enabling environment and optimize organizational performance.
Talent Management & Succession Planning:
Spearhead the roll out and design of talent management programs and succession planning tools to support career development, leadership development, succession planning and retention of high potential managers and leaders.
Design and spearhead capacity development for Somali staff.
Provide technical guidance in the review, contextualization and roll-out of Global & Regional People & Culture policies.
Organizational and Staff well-being:
Promote a culture of employee engagement and organizational well-being by rolling out annual staff and organizational well-being surveys.
Partner with leadership and management teams to develop annual organizational action plans.
Spearhead annual salary & benefit benchmark reviews for national staff in Kenya and Somalia to ensure a competitive market position.
Spearhead the acquisition and prepositioning of a diverse and talented workforce by ensuring transparent, objective recruitment & selection processes. Ensure monitoring and reporting systems for national & International hires are
Establish proactive linkages and networks (i.e inter-agency groups, social media, talent pools) for potential sourcing strategies before recruitment occurs.
Employee Relations and Risk Management:
Provide leadership in educating staff on employee relations and investigations protocol and ensure cases are managed confidentially and promptly.
Oversee grievance management, corrective and disciplinary actions in line with organizational policies.
Ensure people management risks are identified and the organization regularly reviews and implements adequate risk mitigation measures.
Liaise with respective lawyers in Kenya and Somalia regarding potential litigation to ensure employer is protected.
Lead the People & Culture team in developing long and short-term business plans.
Promote a customer centric culture, ensure professionalism and accountability in delivering services to staff and leaders.
Coach and mentor the People & Culture team and support their growth and development.
KNOWLEDGE, SKILLS & ABILITIES:
Bachelor s degree in Human Resources Management, Business Management or Social Sciences.
Master’s Degree in the relevant field is an added advantage.
Professional qualifications in Human Resource Management or Organizational Development or Leadership Development are required.
Minimum 5 years’ experience in a Senior Human Resources Management position in an international Non for Profit organization in conflict and fragile countries.
Excellent Strategic thinking and understanding of humanitarian operations.
A proven record of managing people in a diverse cross-cultural and interfaith settings and initiating and implementing organizational change in restricted and fragile contexts.
Must have a proven track record of integrity and the ability to apply HR principles in a fair and consistent manner.
Must be familiar with INGO international staffing policies and have a knowledge of East Africa labour laws.
Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written.
Highly flexible and agile in style with the ability to produce creative and pragmatic solutions to complex Human Resources problems.
Proven conceptual & analytical skills.
Proven leadership training & facilitation skills.
Display considerable initiative and independence, with the ability to take lead and shoulder considerable responsibility.
Must adhere to or be trained in hostile environment security standards.
Emotional maturity, personal resilience and calmness in the face of an ever evolving context.

Work environment: Office-based with some travels to Somalia.
Travel: 25% Regional (Somalia and EAR) / 5% international travel is required.
On call: 24/7
Ability to work under pressure and in stressful environment.
